Wray, Deputy Director of Development Services/ City Engineer By: Linda Hui, Transportation Services Manager SUBJECT: SANTA ANITA AVENUE GRADE SEPARATION BRIDGE DESIGN AND OTHER IMPROVEMENTS FOR INCORPORATION INTO THE GOLD LINE FOOTHILL EXTENSION PROJECT Recommendation: Approve SUMMARY At the special City Council Study Session on March 23, 2010, staff presented to the Council for consideration three alternative bridge design concepts for the Santa Anita Avenue grade separation. The Council selected a preferred alternative for further refinement. As directed by the Council, the preferred alternative design has been refined. It is recommended that the Council approve the final preferred alternative design concept (Attachment A). BACKGROUND The Gold Line Foothill Extension Construction Authority (Construction Authority) is currently preparing a detailed project scope and bid documents for the next phase of the Gold Line construction (Phase 2A) from Pasadena to the Azusa Pacific /Citrus College Station. The Main Alignment Bid Package which includes tracks, stations, and grade separations, is currently under development and is expected to be released in June of 2010. On February 16, 2010, staff presented to the City Council the opportunity to consider additional improvements on elements such as the Santa Anita Grade Separation Bridge structure, various retaining walls, and the station itself, with the understanding that any additional costs associated with the improvements are the responsibility of the City. At Staff Report April 6, 2010 Page 2 the meeting, the Council expressed interest in exploring improvements to the bridge design. The Council gave staff direction to prepare design concepts based on some general guidelines. The guidelines were expressed as a modest, conservative design with a historic, WPA, Art Deco motif using concrete without adding other materials. The Council requested that a concept design be brought back for further review and approva I. DISCUSSION At a follow -up special City Council Study Session on March 23, 2010, staff presented three alternative bridge design concepts depicting the Council's directions. The three concepts included 1) single arch bridge, 2) double arch bridge, and 3) straight -line bridge with Art Deco motif. Multiple railing styles and architectural wall treatments were also presented. The Council selected the third bridge concept depicting an Art Deco motif for further refinement with open railing details and inlayed abutments. The Council also directed staff to bring the refined design concept back for final approval. Once approved, staff will submit the final design concept to the Construction Authority for inclusion in the bid package. In addition, the Council expressed an interest in changing the facade of the Huntington Drive Bridge to be consistent with the Art Deco style of the Colorado Boulevard Bridge and the future Santa Anita Avenue Bridge. Staff is in the process of exploring this improvement with the Construction Authority. FISCAL IMPACT No immediate fiscal impact. RECOMMENDATION Staff recommends that the Council approve the preferred alternative design concept as attached.
