FOR THE 2009/2010 ANNUAL SLURRY SEAL PROJECT IN THE AMOUNT OF $345,700 Recommendation: Approve As part of the City's Street Maintenance Program, the Public Works Services Department is preparing to slurry seal various residential streets throughout the City. Staff recommends that the City Council award a contract with Doug Martin Contracting, Inc. for the 2009/2010 Annual Slurry Seal Project in the amount of $345,700. The Public Works Services Department (PWSD) is responsible for the maintenance and repair of approximately 147 miles of pavement within the City. In 1999, as part of the Pavement Management Program, staff prioritized the condition of all City streets and updated the eight (8) year slurry seal program to efficiently prolong the life of streets that are in good condition. PWSD is scheduled to slurry seal approximately 18.5 miles of residential streets located within the City. The street locations are shown on the attached location map, Exhibit "A ". Streets are slurry sealed every eight (8) years to reduce the need for more costly maintenance or construction work in the future. Slurry Seals are for sealing aged and worn pavements, filling minor cracks, restoring skid resistance and restoring aesthetic appeal. In response to a budget shortfall in the 2009/2010 budget, the slurry seal project was put on hold until a time when a clearer budget picture was seen. Following the adoption of the 2010/2011 Budget, the City Council authorized Public Works Services to move forward with the 2009/10 Slurry Seal project. Mayor and City Council August 17, 2010 Notices inviting bids were published in the adjudicated paper and bid packages were distributed to area contractors. West Sacramento, CA $472,752 Mission Paving & Sealing Irwindale, CA $481,488 Staff has reviewed the bid documents for content and has investigated the Contractor's background and their recent projects for competency. It is staffs opinion that Doug Martin Contracting, Inc. can satisfactorily perform the work required and recommends that the City Council award a contract with Doug Martin Contracting, Inc. for the 2009/2010 Annual Slurry Seal Project in the amount of $345,700. ENVIRONMENTAL ANALYSIS This project is considered a Class 1 exemption as defined in Section 15301(c) of the California Environmental Quality Act since the project consists of the maintenance of existing public streets and does not involve expansion of the existing use of the streets. FISCAL IMPACT The 2009/2010 Capital Improvement Program includes the Annual Asphalt and Concrete Program which has $500,000 budgeted for slurry seal as well as the concrete replacement program for the fiscal year 2009/2010. To date, $125,000 has been used for concrete replacement, leaving a balance of $375,000 to be used for slurry seal, inspection, and construction management. RECOMMENDATIONS 1. Award a contract to Doug Martin Contracting, Inc. for the 2009/2010 Annual Slurry Seal Project in the amount of $345,700. 2. Waive any informality in the bid or bidding process. 3. Authorize the City Manager and City Clerk to execute a contract in a form approved by the City Attorney. Attachment Approved by: .psw .€&.
