P k 1= S. 1903 STAFF REPORT Office of the City Manager DATE: December 7, 2010 TO: Mayor and City Council FROM: Donald Penman, City Manager' By: Linda Garcia, ComrDunications, Marketing and Special Projects Managers SUBJECT: DISCUSSION REGARDING THE PURCHASE AND INSTALLATION OF SIGNS IN RESIDENTIAL NEIGHBORHOODS ADVISING THE PUBLIC THAT THE FEEDING OF COYOTES IS PROHIBITED Recommendation: Provide direction SUMMARY On October 19, 2010 the City Council directed staff to place on a future agenda for discussion the possibility of posting "no feeding coyotes on private property" signs in the residential neighborhoods most affected by aggressive coyotes. This staff report seeks Council direction on the matter. DISCUSSION The idea of posting signs that say "do not feed coyotes" in Arcadia neighborhoods has been proposed as an additional way to remind residents not to provide food for coyotes or other wild animals either on public or private property. Attached for your review are four sample sign designs 1. The same design as the existing peacock sign with the appropriate language and image changes for coyotes 2. A similar design with additional language specifically referencing that feeding coyotes on public or private property is prohibited 3. A more generic statement that the feeding of "wildlife" is prohibited and images of a coyote, peacock and bear 4. A generic statement not to feed wildlife and no legal citations Should the City Council wish to purchase and install these signs staff proposes placing them on existing Tight poles throughout the city, including areas in the southern portion Mayor and City Council — coyote signs December 7, 2010 Page 2 of Arcadia that are in close proximity to the flood control channel. City staff would handle the installation. Although it has been talked about previously, it should be mentioned again that enforcement of a feeding of animals prohibition is challenging. While the City can adopt an ordinance prohibiting the feeding of wild animals on private property or use the (existing) California Code of Regulations for enforcement, practically speaking the Police Department is not likely to have much time or resources to devote to this matter. FISCAL IMPACT Public Works Services priced the cost of 20" x 24" signs. The cost for 20 signs including full - color, graffiti resistant coating, hardware, installation, tax and delivery is $5,400.00. Funds for this project are not included in the 2010 -2011 budget and would need to be appropriated from the General Fund Reserve. RECOMMENDATION Staff recommends that the City Council provide direction. If the direction is to proceed with the signs the Council should include in its motion an appropriation of $5,400.00 from the General Fund Reserve to pay for the signs.
