S, INS /00 STAFF REPORT Public Works Services Department DATE: December 7, 2010 • TO: Mayor and City Council FROM: Tom Tait, Public Works Services Director fO Prepared by: Dave McVey, General Services Superintendent SUBJECT: REJECT THE BID FOR THE PURCHASE OF ELECTRICAL LIGHTING AND RELATED ACCESSORIES AND DIRECT STAFF TO RE -BID THE CONTRACT Recommendation: Approve SUMMARY On November 10, 2010, the Public Works Services Department conducted a formal bidding process to award an annual contract for the purchase of electrical lighting and accessories. However, only one (1) bid was received. It is staffs opinion that re- bidding the contract will generate more bids which will result in the City receiving more competitive prices. Therefore, staff recommends that the City Council reject the bid submitted for the purchase of electrical lighting and related accessories and direct staff to re -bid the contract. DISCUSSION The Warehouse maintains ballasts, lamps, fixtures and other related lighting accessories that are essential for the daily maintenance of City owned street lighting and other lighting fixtures throughout the City owned facilities. Most items used in conjunction with lighting needs are considered a revolving inventory item, and must be replaced to continue the smooth day -to -day operations of the street lights and lights in City facilities. Additionally, specialty street lighting electrical parts must also be purchased for the maintenance of 6.6 series street lighting systems that are located in some areas in the City. These parts are harder to come by and more costly than regular street lighting electrical parts due to the antiquated system. City staff conducted a formal bid for the purchase of electrical lighting and accessories which was published in the adjudicated paper. Subsequently, six (6) bid packages were picked up by prospective bidders. However, on November 10, 2010, the City Clerk Page 1 of 2 Mayor and City Council - December 7, 2010 received only one (1) bid. In the hopes of obtaining more bid submittals, staff will follow up with prospective bidders prior to the close of the bid. Therefore, staff, recommends that the City Council reject the bid submitted for the purchase of electrical lighting and related accessories and direct staff to re -bid the contract. FISCAL IMPACT Sufficient funds are budgeted in 2010 -11 Operating Budget for this contract. RECOMMENDATION 1. Reject all bids for the purchase of electrical lighting and related accessories. 2.
