SUBJECT: APPROVE THE PURCHASE AND INSTALLATION OF A VEHICLE
EXHAUST EXTRACTION SYSTEM FROM AIR CLEANING SYSTEMS
FOR FIRE STATION 106, IN THE AMOUNT OF $59,950.00
Recommended Action: Approve
SUMMARY
Staff recommends City Council accept the bid from Air Cleaning Systems to purchase
and install one (1) vehicle exhaust extraction system in the amount of $59,950.00.
Sufficient funds have been budgeted in the City's Fiscal Year 2010 -2011 Capital
Improvement and Equipment Plan as well as $43,900.00 from the Assistance to
Firefighters Grant program.
BACKGROUND
Changes in health and safety standards have identified vehicle exhaust emissions —
specifically, particular and gaseous diesel exhaust — as human carcinogens. In 1990,
the State of California listed diesel smoke as a cancer - causing substance. The National
Institute for Occupational Safety and Health (NIOSH) recommends that whole diesel
exhaust be regarded as "a potential occupational carcinogen."
The Occupational Safety and Health Administration (OSHA) states diesel exhaust "is to
be regarded as a potential occupational carcinogen and should be controlled to the
lowest feasible exposure level." OSHA is developing an action plan to reduce worker
exposure to the hazards of diesel exhaust.
Fire Station 106 was constructed in 1994 with a passive vehicle exhaust extraction
system, which is unable to capture and remove a majority of the exhaust emissions
produced within the apparatus bay. As a result, all persons in the area are exposed to

fumes from engine exhaust systems, mainly diesel exhaust. These areas are not only
used by Fire Department personnel but are routinely used by members of the public. In
particular, Fire Station 106 serves as the City's back -up Emergency Operations Center
(EOC), venue for City meetings, classroom for fire personnel, and is often used for
public tours by school -aged children and senior groups.
In March of 2010, the Fire Department successfully secured funding through the federal
Assistance to Firefighters Grant Program in the amount of $43,900.00 to assist the City
in the purchase and installation of a vehicle exhaust extraction system to replace the
existing passive vehicle exhaust extraction system in place at Fire Station 106. The
new system will be capable of capturing and removing virtually 100 percent of vehicle
exhaust from the fire station.
DISCUSSION
In September, 2010, staff conducted a formal bidding process to award a contract for
the purchase and installation of a vehicle exhaust extraction system at Fire Station 106.
However, even though the bid was publicly advertised and seven (7) contractors
obtained a bid package, only two (2) bids were submitted. During the October 19, 2010,
Council Meeting, staff recommended that the City Council reject the bids and direct staff
to re -bid the contract.
In October 2010, staff prepared specifications and once again solicited formal bids for
the vehicle exhaust extraction system. Copies of the bid were mailed to sixteen (16)
prospective vendors. Bids were advertised in the newspaper, posted on the bulletin
board at City Hall, and listed on the City's prerecorded bid solicitation hotline that is
maintained by the City's Purchasing Division. The bid results were as follows:

Staff recommends that the City Council authorize staff to purchase the vehicle exhaust
extraction system from Air Cleaning Systems, as they were the only responsive bidder.
FISCAL IMPACT
The total cost of this project is $59,950.00. $60,000.00 has been appropriated in the
Fiscal Year 2010 -2011 Capital Improvement and Equipment Plan to cover the cost of
this acquisition. In addition, staff secured federal grant funding in the amount of
$43,900.00 from the Assistance to Firefighters Grant to offset the City's financial
responsibility for this project. Therefore, the net cost to the City of Arcadia for this
project will not exceed $16,050.00.
RECOMMENDATION
Approve the purchase and installation of a vehicle exhaust extraction system
from Air Cleaning Systems for Fire Station 106 in the amount of $59,950.00.
