housing reserves to fund asbestos and lead paint abatement, demolition
and site clearance, and planning work related to 15 Lucille Street.
Recommendation: Approve
BACKGROUND
On June 2, 2009, the Arcadia Redevelopment Agency (Agency) authorized the
purchase of the lot at 15 Lucille Street for the purpose of providing affordable housing.
Following purchase, the site was cleared of debris, fenced and secured. Staff has now
received proposals to demolish the structures on site and prepare the site for a future
housing project. An appropriation is sought to fund abatement of asbestos and lead
paint, demolish the structures and clean the site, and begin the process of preparing a
Request for Proposals for a new housing project.

STAFF REPORT
Arcadia Redevelopment Agency
On June 2, 2009 the Agency authorized the purchase of the lot located at 15 Lucille
Street. Escrow closed on the property on July 16 and subsequently the lot was cleaned
and secured with fencing. Currently on the site are two detached units totaling 1,612
square feet (1,068 sf and 544 sf) and the lot is 7,142 square feet in size. The units have
been vacant and in poor condition for a long time and, prior to Agency purchase, these
units were a chronic code enforcement issue.
Lucille Street is one block north of Duarte Road, between 1 Avenue and Santa Anita
Avenue. The subject property is at the west end of the street, next to a commercial
building that fronts on Santa Anita Avenue, across the street from the Nichols Egg
Ranch site.
As part of meeting its affordable housing obligation, the Agency purchased the property
using its affordable housing funds with the goal of building a new affordable housing
project of 3 or 4 units on the site. The new investment would bolster the neighborhood
and provide the City with much needed housing opportunities.
The breakdown of the appropriation request is as follows:
• Abatement of Asbestos and Lead Paint: $5,000
• Demolition and clearing of the site $15,000
• Consultant assistance with RFP /Project Scoping $5,000
FISCAL IMPACT
The appropriation will be taken from the Arcadia Redevelopment Agency
unprogrammed reserves for low and moderate income affordable housing. This is the
20% "set aside" money that is required to be used for affordable housing projects within
the City. There is no impact to the General Fund as a result of this action. The Agency
has adequate reserves in the low /mod housing account to make this payment.
RECOMMENDATION
Appropriate $25,000 from Arcadia Redevelopment Agency affordable housing reserves
to fund asbestos and lead paint abatement, demolition and site clearance, and planning
work related to 15 Lucille Street.
