SUBJECT: RESOLUTION 6708 ACCEPTING THE DEDICATION AS SET FORTH IN
PARCEL MAP 71099 AT 1431 SOUTH SANTA ANITA AVENUE
SUMMARY
On July 14, 2009, the Arcadia Planning Commission tentatively approved Parcel Map
No. 71099 subject to conditions of approval. The parcel map proposes to subdivide one
lot on the southwest corner of Santa Anita Avenue and Pamela Road into two Tots. In
an effort not to have a new driveway access onto Santa Anita Avenue, staff included a
condition for the subdivider to dedicate to the City a non - vehicular access easement
along the Santa Anita Avenue frontage.
The final parcel map has been submitted for approval with the dedication of the non -
vehicular access easement. The subdivider has met all the conditions of approval and
the prerequisites for map approval. With the City Council acceptance of the non -
vehicular access easement, the map will be administratively approved and forwarded to
the County for recording.
Staff recommends that the City Council accept the dedication as set forth in Parcel Map
No. 71099.
DISCUSSION
Earlier this year, an application for Tentative Parcel Map No. TPM 09 -04 (Parcel Map
No. 71099) was submitted to the City by the property owner, Dexter Pamela, LLC. The
map proposes to subdivide the lot on the southwest corner of Santa Anita Avenue and
Pamela Road into two Tots. Staff was concerned with the potential for adding another
drive approach to Santa Anita Avenue and therefore included a condition of approval to
dedicate to the City a non - vehicular access easement along the Santa Anita Avenue
frontage. This will require the driveway access to be onto Pamela Road.

On July 14, 2009, the Arcadia Planning Commission tentatively approved Parcel Map
No. 71099 subject to conditions of approval including a condition to dedicate a non -
vehicular access easement. The developer has submitted the final parcel map to the
City for approval with the dedication of the easement and has complied with all the
conditions of approval and the met the prerequisites for map approval. In accordance
with the Subdivision Map Act and the Arcadia Municipal Code, staff hereby
recommends that the City Council accept the dedication of a non - vehicular access
easement as shown on the parcel map and the Exhibit "A" to the resolution.
ENVIRONMENTAL IMPACT
The Development Services Department prepared an initial study for the tentative parcel
map. The initial study did not disclose any adverse impacts and therefore a Negative
Declaration was filed.
FISCAL IMPACT
There is no fiscal impact incurred by the City.
RECOMMENDATION
That the City Council adopt Resolution 6708 accepting the dedication as set forth
in Parcel Map 71099 at 1431 South Santa Anita Avenue.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, ACCEPTING THE DEDICATION OF
NON - VEHICULAR ACCESS RESTRICTIONS FOR THE
EASTERLY LOT LINE OF LOT 2 OF PARCEL MAP 71099
WHEREAS, on July 14, 2009 the Planning Commission of the City of Arcadia
approved Tentative Parcel Map Application No. TPM 09 -04 (71099) subject to conditions of
approval: and
WHEREAS, as a condition of the Parcel Map, the Subdivider is required to grant to
the City the right to restrict vehicular ingress and egress along the east property line of Lot
2 adjacent to Santa Anita Avenue; and
WHEREAS, Parcel Map No. 71099 is now ready for approval with the dedication of
a non - vehicular access restriction along the easterly line of Lot 2.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
SECTION 1. That certain property located in the City of Arcadia, County of Los
Angeles, State of California, described as shown on attached Exhibit "A ", dedicated to the
City for vehicular ingress and egress restriction purposes is hereby accepted.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
