HomeMy WebLinkAboutItem 2e: Resolution 6731: Support for Energy Wise Partnership Between SGV Council of Governments, Edison & ArcadiaDATE: July 20, 2010 TO: Mayor and City Council STAFF RFIPORT Public Works Services Department FROM: Tom Tait, Public Works Services Director Prepared by: Carmen Trujillo, Management Aide SUBJECT: RESOLUTION 6731 DECLARING SUPPORT FOR AN ENERGY WISE PARTNERSHIP BETWEEN THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS, SOUTHERN CALIFORNIA EDISON AND THE CITY OF ARCADIA Recommendation: Approve SUMMARY The San Gabriel Valley Energy Wise Partnership (SGVEWP) is a joint effort between the San Gabriel Valley Council of Governments (COG) and Southern California Edison (SCE) that provides funding to cities for direct energy savings through the installation of energy efficiency projects as well as provides funding for education and outreach activities that promote energy efficiency in this region. This program is funded by the California Public Utilities Commission. Staff recommends that the City Council adopt Resolution No. 6731 declaring support for an energy wise partnership between the San Gabriel Valley Council of Governments, Southern California Edison and the City of Arcadia to continue to receive core incentives for installing energy efficiency projects in City owned facilities. DISCUSSION The City's Capital Improvement Program includes projects at City facilities that are designed to improve energy efficiency and save money on energy consumption. As a member of the SGVEWP, the City of Arcadia receives $0.05 per kilowatt hour (kWh) saved by an energy efficient project. Over the past three (3) years, the City has received approximately $49,200 in rebates for the following energy efficiency projects: • Installation of daylight harvesting light fixtures for the Library and Police Department Page 1 of 2 Mayor and City Council July 20, 2010 • Installation of energy efficient air handlers in the Library • Installation of Light Emitting Diodes (LED) in traffic signals Staff anticipates receiving an additional $21,000 with the completion of the City Hall Lighting and HVAC retrofit project. Recently, the City was recognized for its proactive efforts and was one of 5 cities in the San Gabriel Valley to achieve "Silver" level status as an Advanced Energy Leader. As a result, the City is now eligible to receive $0.11 per kWh in rebates to fund further energy efficient projects. In addition to energy saving rebates, the SGVEWP also offers services such as: • Energy Efficiency audits and technical assistance which provide the expertise the City needs to identify potential projects that will reduce energy consumption where possible. • Strategic planning and support for long term energy sustainability goals. • Trainings and workshops to educate homeowners on the smart energy efficiency measures they can undertake in order to maximize cost savings. When a workshop is scheduled, the SGVEWP will work in collaboration with the City to advertise to all residents for the opportunity to participate. In order to continue to receive benefits of the SGVEWP, staff recommends the City Council adopt Resolution No. 6731 declaring support for an energy wise partnership between the San Gabriel Valley Council of Governments, Southern California Edison and the City of Arcadia. TT:CT Approved by: Page 2 of 2 Donald Penman, City Manager RESOLUTION NO. 6731 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DECLARING SUPPORT FOR AN ENERGY WISE PARTNERSHIP BETWEEN THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS, SOUTHERN CALIFORNIA EDISON AND THE CITY OF ARCADIA WHEREAS, the City Council supports "energy efficiency" initiatives, policies, and construction standards in order to ensure that the City of Arcadia follows and encourages sustainable policies and practices; and WHEREAS, local demand for electricity has grown substantially, and it is expected that demand for electricity will continue to grow in the near future to support a growing population; and WHEREAS, since most citizens and businesses spend more in energy bills than they do on local taxes, it makes economic sense and good public policy to encourage energy efficiency where possible in the City of Arcadia; and WHEREAS, energy efficient programs enhance our environment by improving air quality, reducing pollution, and conserving natural resources; and WHEREAS, it is vital for our community to keep dollars local, encourage innovations, and incorporate energy efficiency into our everyday business and personal lives; and WHEREAS, there is movement within California communities and businesses to improve everyday practices and to create more sustainable and "greener" cities; and WHEREAS, the City seeks to promote innovative methods and state -of- the -art technologies used in the design and construction of new residential buildings within the City, in order to bring our energy and natural resource consumption in line with goals of 1 sustainability; and WHEREAS, by partnering with the San Gabriel Valley Council of Governments and Southern California Edison the City of Arcadia will become more competitive when it comes to applying for grant programs, rebates, and incentives. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. The City of Arcadia will monitor the work of the San Gabriel Valley Energy Wise Partnership as it furthers its goal to adopt formal guidelines that will encourage the exploration of and use of the energy efficiency incentives offered by the partnership. SECTION 2. The City of Arcadia supports a commitment to sustainable practices through energy efficiency, and will provide leadership and guidance in promoting and facilitating such practices in the community. SECTION 3. The City of Arcadia supports and endorses the Local Government Partnership as an effective method to help meet long -term community economic and environmental goals. SECTION 4. The City of Arcadia will provide special recognition to City agencies and local non - profits that utilize any of the programs encompassed by Southern California Edison's Local Government Partnership.
