SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A PROFESSIONAL
SERVICES AGREEMENT WITH CONVERSE CONSULTANTS TO TEST
AND REMOVE UNDERGROUND FUEL STORAGE TANKS FOR THE
SANTA ANITA AVENUE CORRIDOR IMPROVEMENTS PROJECT IN
THE AMOUNT OF $16,478 AND AUTHORIZE A CONTINGENCY OF
$4,000 FOR ANY UNFORESEEN CIRCUMSTANCES

SUMMARY
The City was granted Federal Funds in the amount of $2,400,000 and given the go-
ahead by Caltrans in late 2007 to prepare the construction plans to improve three
intersections on Santa Anita Avenue, at Foothill Boulevard, Duarte Road and Live Oak
Avenue. The design was completed in early 2009, but the project was delayed for
almost a year while waiting for Caltrans authorization and making some minor project
scope changes. In early 2010, the project was advertised for bids, and bids opened on
April 22, 2010. The City Council awarded the contract to Chaparral Construction
Corporation in the amount of $1,648,020.65 at its May 18, 2010 meeting. Construction
began on June 28, 2010 at the Santa Anita Avenue / Duarte Road intersection and has
been progressing at a rapid pace. On July 7, the contractor exposed two underground
storage tanks adjacent to the World Oil Gas Station while digging to install a catch
basin. The tanks were unknown to everyone and are in direct conflict with the catch
basin. The contractor has stopped work on this element and is awaiting direction from
the City.
DISCUSSION
Staff contacted Converse Consultants to provide assistance on removal of the tanks.
Converse has done prior work for the City with regard to testing and remediation of
hazardous materials. They are a qualified firm and have proposed competitively on

previous City services, most recently the Morlan Place abatement project and the
property at 19 Lucile Street. Converse Consultants has submitted a proposal to test
and remove the underground storage tanks in the amount of $16,478. Once the tanks
are tested and removed, Converse will inform the City of any additional actions
necessary to ensure compliance with all relevant environmental reservations (if any).
FISCAL IMPACT
There are sufficient funds available in the project budget to cover these costs. Since
this is a federally funded project the Federal funds will pay 72% of the costs. The
remaining 28% will be paid from the City's Transportation Impact Fee. Converse
Consultants' proposal is for $16,478; however, staff is requesting a contingency of
$4,000 be approved as well.
RECOMMENDATION
Authorize the City Manager to enter into a Professional Services Agreement with
Converse Consultants in the amount of $16,478 to test and remove the underground
fuel storage tanks for the Santa Anita Avenue Corridor Improvements project and
authorize a contingency amount of $4,000 for any unforeseen circumstances.
