ADR 09 -27 FOR A 1,146 SQUARE -FOOT SECOND FLOOR ADDITION AND REMODELING OF 2,377 SQUARE FEET OF THE FIRST FLOOR OF A 4,323 SQUARE - FOOT, COMMERCIAL AND DENTAL OFFICE BUILDING AT 29 E. HUNTINGTON DRIVE. Recommendation: Conditionally Approve The property owner, Dr. Hanfu Lee, submitted Architectural Design Review No. ADR 09 -29 for a 1,146 square -foot second floor addition and remodeling of 2,377 square feet of the first floor of a 4,323 square -foot, commercial and dental office building at 29 E. Huntington Drive. On May 25, 2010, the Arcadia Modification Committee approved the applicant's parking modification for the proposed addition with the condition that the applicant obtains architectural design review approval by the Arcadia Redevelopment Agency. The Development Services Department recommends approval of the applicant's proposal. BACKGROUND The subject building consists of two units: Unit A — a 1,946 square -foot dental office; and Unit B — a 2,377 square foot vacant space that was approved for a restaurant use in 2003 with a maximum of 31 seats. Although there is an active business license for a restaurant, the unit has never been occupied by a business. In 2005, the City approved an Architectural Design Review to increase the height of the building to 21'- 0" with no new floor area. The front portion of the building has been recently demolished to accommodate the remodel, but the property owner decided to stop construction earlier this year to obtain approvals for a second -story addition. The applicant is proposing a 1,146 square -foot, second floor addition and remodeling of 2,377 square feet of the first floor of a 4,323 square -foot, single -story commercial and dental office building. On May 25, 2010, the Modification Committee approved Modification Application No. MC 09 -16 by a vote of 3 -0 for a parking modification for the proposed second -story addition, with the condition that the applicant obtain architectural design review approval by the Arcadia Redevelopment Agency. The Committee found that although the applicant is proposing additional floor area, it would decrease the existing parking deficiency per Code since they are converting from an approved restaurant use to a general office use, which requires Tess parking even with the addition included in the calculation. Furthermore, there is adequate parking in the adjacent public parking lot to accommodate the proposed uses. The Committee felt that the architectural design of the building should be reviewed by the Arcadia Redevelopment Agency since staff expressed concerns over the architectural design of the proposal. DISCUSSION The proposal is a 1,146 square -foot, second floor addition and remodel of the 2,377 square -foot front unit (Unit B) of the subject 4,323 square -foot commercial and dental office building. The 1,946 square -foot, single -story dental office (Unit A) in the rear portion of the building remains unchanged. The front elevation consists of a flat wall surface finished with off -white stucco that is consistent with the existing building. It features a cornice molding along the top of the building, flat projecting canopies, and recessed windows on the first and second floors that are slightly angled to provide visual interest. A low planter along the front of the unit provides an appropriate transition from the sidewalk to the building. A conceptual sign program is also integrated on the elevation with two wall signs and a projecting sign. Architectural Design Review Under the design review section of the City's CBD Zoning Regulations (Sec. 9264.4.3), the reviewing body shall determine that the project adequately meets adopted City standards and design guidelines, based upon the following findings: 1. The general design considerations, including the character, scale, and quality of design are consistent with the purpose of this Chapter and any adopted design guidelines; 2. The architectural design of structures and their materials and colors are visually compatible with surrounding development and improvements on the site, and design elements (i.e., screening of equipment, exterior lighting, signs, awnings, etc.) have been incorporated to further ensure the compatibility of the structures with the character and uses of adjacent development; 3. The location and configuration of structures are compatible with their site and with surrounding sites and structures, and do not dominate their surroundings to an extent inappropriate to their use; and ADR 09 -29 29 E. The design and layout of the proposed project will not unreasonably interfere with the use and enjoyment of neighboring existing or future development, and will not result in vehicular and /or pedestrian hazards. It is staff's opinion that the proposal could be further enhanced by incorporating colors and materials to be more visually compatible with the surrounding development. To promote consistency with the neighboring buildings, fabric awnings should be installed along the glazed areas of the front elevation in lieu of the flat canopy. In addition, brick should be used for the planter, and brick wainscoting the same height as the planter should be applied along the base of the building. This proposal, if approved with the condition to install fabric awnings and use brick for the planter and wainscoting, would meet the criteria set forth in the City's Architectural Design Review Guidelines. ENVIRONMENTAL ASSESSMENT Pursuant to the provisions of the California Environmental Quality Act (CEQA) the Development Services Department has prepared a Preliminary Exemption Assessment finding that the proposed project is a Class 1 Categorical Exemption under CEQA Guidelines Section 15301: minor alterations to an existing structure. FISCAL IMPACT None RECOMMENDATION The Development Services Department recommends approval of Architectural Design Review No. ADR 09 -29. With the following enhancements, the proposal will meet the adopted City standards and design guidelines: 1. Brick shall be used for the planter, and brick wainscoting the same height as the planter should be applied along the base of the building in a color and material to be compatible with the neighboring properties, subject to the approval of the Development Services Director. 2. Canvas Awnings shall be installed above the glazed areas of the front elevation on the first floor in a color and configuration that is compatible with the neighboring properties, subject to the approval of the Development Services Director. REDEVELOPMENT AGENCY ACTION Approval If the Agency Board intends to approve Architectural Design Review No. ADR 09 -29, the Board Members should find that the proposal adequately meets the adopted City standards and design guidelines based on the material and information presented, and ADR 09 -29 29 E. Huntington Drive July 6, 2010 — Page 3 move to approve the project, with the recommended conditions or as modified by the Board Members. Denial If the Agency Board intends to deny Architectural Design Review No. ADR 09 -29, the Board Members should find that the proposal is inconsistent with the adopted City standards and design guidelines based on the material and information presented, and move to deny the project.
