SUBJECT: REJECT THE BIDS FOR ELECTRICAL REPAIRS AND
PREVENTATIVE MAINTENANCE AT VARIOUS CITY FACILITIES AND
DIRECT STAFF TO RE -BID THE CONTRACT
Recommendation: Approve
On June 10, 2010, the Public Works Services Department conducted a formal bidding
process to award an annual contract with optional extensions to a new contractor that
will provide electrical repairs and preventative maintenance at various City facilities.
However, even though the bid was publicly advertised and several contractors
purchased a bid package, there were only two (2) bids that,were received.
It is staff's opinion re- bidding the project will generate more bids which will result in the
City receiving more competitive prices. Therefore, staff recommends that the City
Council reject the bids submitted for electrical repairs and preventative maintenance at
various City facilities and direct staff to re -bid the contract.
The Public Works Services Department is responsible for the maintenance and repair of
all City owned facilities. Maintaining electrical components can be costly when
unexpected situations arise. In order to ensure proper electrical operations in facilities,
staff has determined that a maintenance contract is the most cost - effective and reliable
approach because it provides expertise for preventative maintenance and immediate
response for any necessary repairs. Additionally, Capital Improvement Projects
scheduled for FY 2010 -11 will require an electrical contractor to do the work such as the
retrofitting of lighting fixtures at the Public Works Service Center, lamp and ballast
replacement at the Community Center and installation of emergency generator
switchgear. Having one qualified contractor to provide electrical services and
preventative maintenance to these projects and all City facilities will permit a more time
efficient process for both scheduled and unscheduled repairs and improvements.

City staff conducted a competitive bidding process for the electrical services and
preventative maintenance. Notices inviting bids were published in the adjudicated
newspaper and area contractors. Sealed bids were opened on June 10, 2010 with the
following results:

Even though the bid was publicly advertised and several contractors purchased a bid
package, staff received only two (2) bids. To ensure that more bidders participate in the
bidding process, staff recommends that the City Council reject the bids submitted for
electrical repairs and preventative maintenance at various City facilities and direct staff
to re -bid the contract.
Staff will take the necessary steps to ensure that more bids are received, which will
result in receiving additional bids and make to bidding process more competitive.

Sufficient funds are budgeted in the 2010 -11 Facilities Maintenance Operating budgets
of Fire, Police, Library, Recreation, Community Center, and Public Works for these
services.

2. Direct staff to re -bid the contract.
