FOR THE WATER MAIN REPLACEMENT PROJECT IN THE AMOUNT OF $271,356 Recommendation: Approve SUMMARY The City of Arcadia's Water Main Replacement Program is designed to replace aged and deteriorating water main pipes throughout the City's water distribution system. The water main replacement project identified as a part of the 2009 -10 Capital Improvements Program includes the replacement of a portion of the water main and the addition of fire hydrants on Monte Verde Drive, between Golden West Avenue and Altura Drive and the replacement of the water main at Highland Vista Drive north of Highland Oaks Drive. The replacement of the existing cast iron pipes with ductile iron pipes will lessen the potential for future water main breaks. Staff recommends that the City Council authorize the City Manager to execute a contract with E &R Construction, Inc. for the 2009 -10 Water Main Replacement Project, in the amount of $246,687 and issue a purchase order for the contract amount plus 10% contingency, totaling $271,356. DISCUSSION The eight -inch (8 ") water main along Monte Verde Drive was installed in 1944 and is made of cast iron, which is brittle and susceptible to Teaks and breaks. City crews have frequently made emergency repairs to this stretch of pipeline. The work also involves replacement and installation of additional fire hydrants on Monte Verde Drive to meet current fire protection requirements. (8 ") cast iron water main along Highland Vista Drive north of Highland Oaks Drive was added to the project due to a recent major break, which was the second break along this section of mainline in the past several years. The recent water main break at this location caused roadway damage, water service disruptions, and excessive repair costs. Cast iron material is brittle and susceptible to leaks and breaks therefore limiting its durability and reliability. Regular pressure fluctuations combined with minor geological movement and settlement can cause cracks that eventually result in catastrophic failure. Ductile iron, which replaced cast -iron as the industry standard for water pipe, has the corrosion resistance and strength characteristics of cast iron, but can tolerate more movement or deflection without developing cracks. The replacement of cast iron pipe with ductile iron pipe will lessen the potential for future water main breaks, which will improve the overall reliability of the City's water system in the event of a seismic event. Notice inviting bids was published in the adjudicated paper and bid packages were acquired by area contractors. Staff has concluded that E &R Construction, Inc. is the lowest responsible bidder to perform the construction of this project. Staff recommends that the City Council award a contract to E &R Construction, Inc. for the water Main Replacement Project in the amount of $246,687 and issue a purchase order for the contract amount plus 10% contingency, totaling $271,356. ENVIRONMENTAL ANALYSIS This project consists of the replacement and minor alteration of an existing utility system with no expansion of the system and therefore qualifies as a Class 2 categorical exemption per 15302 (c) of the California Environmental Quality Act. Page 2 of 3 Mayor and City Council July 6, 2010 FISCAL IMPACT Funds in the amount of $300,000 have been budgeted as a part of the 2009 -10 Capital Improvement Program for the Water Main Replacement Project. RECOMMENDATIONS 1. Award a Contract in the amount of $271,356.00 to E &R Construction, Inc. for the Water Main Replacement. 2. Authorize the City Manager and City Clerk to execute a contract in a form approved by the City Attorney. 3. Waive any informality in the bid or bidding process.
