FOR THE SECOND AVENUE ACCESSIBILITY PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommended Action: Approve On March 16, 2010 the City Council awarded a contract to S. J. Grigolla Construction, Inc. in the amount of $58,367.25 for the Second Avenue Accessibility Project. There was one (1) change order for extra work, but with the final adjustment for actual quantities, the contract decreased by $3,533.75. The terms and conditions of this project have been complied with and the required work has been performed to staff's satisfaction for a final cost of $54,833.50. Staff is recommending that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. The City of Arcadia receives an annual allotment of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The allotment is based on a formula and fluctuates; however, it amounts to approximately $400,000 per year. The funds can be used for a variety of programs and projects that meet HUD's broad objective of providing decent housing and a suitable living environment. How and where the funds are used are largely at the discretion of individual agencies. To this end, a "Statement of Objectives and Projects for Use of CDBG Funds" is annually approved by the City Council. A portion of the total annual allotment may be appropriated for community development improvements such as curb ramps and sidewalks. On January 6, 2009 the City Council approved the "Statement of Objectives and Projects" which included $90,000 for a Staff Report July 6, 2010 Page 2 sidewalk and curb ramp project. This particular project constructed sidewalks, drive approaches, and curb ramps that comply with the Americans with Disabilities Act standards. The project concentrated on Second Avenue between Duarte Road and Huntington Drive. A location map is attached for reference. The project was advertised in January 2010 and bids opened on February 25, 2010 with S. J. Grigolla Construction, Inc. as the low bidder. A contract in the amount of $58,367.25 was awarded by the City Council on March 16, 2010. DISCUSSION The project area, Second Avenue between Duarte Road and Huntington Drive, is a busy and narrow road. Prior to this project there was only sidewalk on the west side with intermittent segments on the east side. It was staff's opinion considering the level of pedestrian traffic that a continuous American with Disabilities Act (ADA) compliant sidewalk needed to be constructed on the eastside. The goal of this project was to construct that sidewalk utilizing 100% of CDBG funds. Construction began April 19, 2010 and was complete May 13, 2010. The project eliminated handicap barriers by constructing curb ramps at intersections and re- constructing non - standard driveway approaches to meet ADA requirements. Additionally, the project constructed sidewalk connecting the intermittent segments creating a continuous walkway from Duarte Road to Huntington Drive. There was one change order for extra work in the amount of $870.00. The extra work involved the construction of retaining curb not accounted for on the plans. After adjusting for final quantities the final contract price is $54,833.50 which is $3,533.75 Tess than the original contract price. FISCAL IMPACT Funds in the amount of $90,000 from Community Development Block Grant funds were budgeted in the 2009 -10 Capital Improvement Program for this project. The cost of the construction contract is $54,833.50. CDBG funds are available to cover all costs. RECOMMENDATION That the City Council accepts all work performed by S. J. Grigolla Construction Inc. as complete and authorize the final payment to be made in accordance with the contract documents.
