SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH CATERING SYSTEMS INCORPORATED FOR THE PERIOD
JULY 1, 2010 THROUGH JUNE 30, 2011 IN AN AMOUNT NOT TO
EXCEED $56,000 TO PROVIDE SUBSIDIZED LUNCH MEALS FOR
THE SENIOR NUTRITION PROGRAM

SUMMARY
Since the inception of the Arcadia Community Center, the senior citizens have enjoyed
a daily hot meal, which for many of them, is their primary source of a nutritious meal.
Not only do they receive a hot, well - balanced meal, but benefit from socialization,
programs and activities to meet their physical, social and emotional needs. The meals
program also serves as a focal point for many older adults, thus becoming a catalyst for
reducing isolation and exposing them to many valuable programs and services offered
by the City of Arcadia. The daily lunch program functions to meet the core principles of
a senior center which includes promoting health and wellness, fostering human
development and providing positive recreational and social experiences.
DISCUSSION
The City of Arcadia mailed Request for Proposals (RFP's) to 16 potential food service
vendors for the daily senior nutrition program at the Arcadia Community Center.
Currently the City is contracted with Unified Nutrimeals until the contract expires on
June 30, 2010. The RFP was mailed out on March 17, 2010 and the bid process
concluded on April 20, 2010. There was one bid that was received by this deadline.
The company is Catering Systems Incorporated which is based in Fullerton, California.
Catering Systems Incorporated currently serves two senior meals programs locally.
These agencies are the City of Montclair where they have contracted for 14 years and
the City of South Pasadena for the past nine years. After receiving positive feedback
from both agencies, the City of Arcadia is comfortable with the selection of Catering
Systems Incorporated as the meals provider for senior citizen participants for the 2010-
2011 fiscal year. This contract also has an option to be renewed for an additional year.
The cost per meal is $3.25 which is three cents higher than what is being paid in the
current fiscal year. For the 2010 -2011 fiscal year, it is proposed that participants
continue to pay $2 per meal and that CDBG funds in the amount of $23,214 will be used
to offset the meal cost.
The senior lunch program averages 60 meals per day indicating that the senior nutrition
program continues to meet a vital service in the senior community. The Arcadia Senior
Citizens Commission concurs and supports the continuance of the senior nutrition
program.
FISCAL IMPACT
The proposed Senior Citizen Meals Program budget for Fiscal Year 2010 -2011 will be in
the amount of $56,000, of which $23,214 in CDBG funds has been approved to
continue subsidizing the luncheon meal costs in addition to the revenue generated from
the program participants. The proposed budget is sufficient to cover the cost of the
program.
RECOMMENDATION
Authorize the City Manager to enter into a contract with Catering Systems Incorporated
for the period of July 1, 2010 through June 30, 2011 in the amount of $56,000 to provide
subsidized lunch meals for the senior nutrition program.
