Sanderson, Chief of Police/ By: Nancy Chik, Senior Management Analysis -y SUBJECT: Renewal of Professional Services Agreement— Animal Control Services Recommendation: Authorize the City Manager to renew the professional services agreement with Pasadena Humane Society & SPCA for animal control services for a two -year term in the amount of $71,142 per year. Police Department SUMMARY The City has a professional services agreement with the Pasadena Humane Society & SPCA (PHS) for animal control services, and the current agreement will expire on June 30, 2010. It is recommended that the City Council approve the professional services agreement renewal with PHS from July 1, 2010, through June 30, 2012, in the amount of $142,284 ($71,142 per year). DISCUSSION Since 1993, the City has had an agreement with PHS for animal control services, and they have provided adequate service to this community. The agreement defines our access to PHS reports and specifies that, whenever practicable, unarmed humane officers will be dispatched to handle Arcadia calls for service. In an effort to resolve our dog licensing concems, PHS has a canvasser go door -to- door in the City to make sure dog owners are in compliance. PHS also has a computerized licensing renewal system and is working with local veterinarians in obtaining vaccination records and conducting follow -up contacts with pet owners. In addition, PHS offers low cost spay /neutering and vaccination services to Arcadia residents. PHS has requested a renewal fee of $83,576.71 for FY 2010 -2011. This reflects a 3% increase, which equates to an additional $2,434.27 per annum. The survey results are as follows: The survey indicates that Arcadia has the lowest dog licensing fees in all categories. The average fees were calculated and for an unaltered animal the cost is $37.41, altered animal is $17.04, senior citizens with an unaltered animal is $28.57, and senior citizens with an altered animal is $6.25. To maintain the annual contract fee at a minimum, PHS has retained all licensing fees collected. However, due to additional operating costs, PHS has continued to increase the City's annual contract cost. Staff has also looked into other nearby sources for animal control services and found that the Los Angeles County Animal Care and Control will cost more than the PHS contract, and with limited patrol services; the San Gabriel Valley Humane Society will not be expanding their services so they are not contracting with any other additional cities. Therefore, PHS is still the only viable source for animal control services. PHS presented two options for either keeping the same current fee or reducing the annual contract cost by $10,000. Option A: The contract baseline fee will remain at $81,142.44, if the City agrees to increase the annual license fees to the following: Option B: PHS will reduce the annual contract fee by $10,000 to $71,142 for a two-year term, if the City agrees to increase the annual license fees to the following: Even with the fee increases listed in Option B, the amounts are still below the average figures (except senior citizens with altered animals will need to pay $1.25 above the average). Given that dog licensing fees for the City have not increased since the late 1980's, staff recommends selecting Option B. These fee increases are still Tess than the average of surrounding cities and Option B will reduce the annual contract cost by $10,000, and the contract rate will be guaranteed for two years (FY 2010 -2011 and FY 2011- 2012). FISCAL IMPACT For FY 2010 -2011, $71,142 has been budgeted for animal control services in the City's Operating Budget, and the same amount will have to be budgeted for FY 2011 -2012.
