SUBJECT: ANNUAL BOARDS AND COMMISSIONS APPOINTMENTS
Recommendation: Make appointments and /or reappointments to fill
vacancies on Arcadia Boards and Commissions
Annually, the City Council appoints residents to serve on Arcadia's various Boards and
Commissions. Tonight's City Council action will fill annual vacancies created by the end
of appointment terms.
Boards and Commissions exist to advise the City Council on matters that impact
Arcadia residents. There are currently seven (7) active Boards and Commissions:
Arcadia Beautiful, Historical Museum, Human Resources, Library Board of Trustees,
Planning, Recreation and Parks, and Senior Citizens'. Each appointed Board and
Commission member may serve up to two (2) consecutive four -year terms. The
exception to this rule is the Senior Citizens' Commission, where members may serve up
to two (2) consecutive two -year terms. Each term begins on July 1 and ends June
30
The City Council will fill the following vacancies created by the end of appointment
terms:
Historical Museum Commission (4 positions open - 2 recommended by the City
Council and 2 recommended by the Arcadia Historical Society)
Human Resources Commission (1 position open)
Library Board of Trustees (2 positions open)
Planning Commission (3 positions open)
Recreation and Parks Commission (1 position open)
Senior Citizens' Commission (2 at -large and 2 service club positions open)
In order to facilitate City Council action, staff has provided the following documents:
1. An "appointment summary" matrix that lists each Board and Commission,
incumbent members who are eligible for reappointment, and residents
interested in first -time service (Attachment I).
2. Copies of all Citizen Service Resumes and letters of recommendation from
Arcadia Service Clubs or Board /Commissions, if required (Attachment II).
3. Current City Council /Boards and Commissions Roster (Attachment III).
FISCAL IMPACT:
There is no fiscal impact from City Council action on this item.
RECOMMENDATION:
Staff recommends the City Council make appointments and /or reappointments to fill
vacancies on Arcadia Boards and Commissions.

American Planning Association and the UCLA extension classes in Planning subjects

applying? The Planning Commission provides assistance to the Citv Council and serves at the pleasure of
the Council in planning matters. Also it brings sound and fair judgments to land use situations where
strict enforcement of codes would result in the wrong result because of unique property situations. The
Planning commission applies the General Plan and planning codes at open public meetings to preserve the
City as a Community of Homes.

HISTORICAL MUSEUM COMMISSION
WHAT DO YOU SEE AS THE OBJECTIVES AND GOALS OF THE ADVISORY BOARD OR COMMISSION FOR
WHICH YOU ARE APPLYING?
I think that the Historical Museum is a vital and important entity in our city. It is important to share the
history of our community with its citizens, especially the children. To grow, we must always remember
our past as we look towards the future. The collections and programs that the Museum exhibits must
educate and stimulate those in our community. It is important that we, as Historical Museum
Commissioners, share the excitement of our past and the anticipation of our future with all who visit.
As Historical Museum Commissioners, we should be a constant source of information between our
citizens and city government. We should be the bridge between the two, as the Museum is the bridge
from the past to the future. We need to involve the community with the museum, as well as the city
officials. We need to be aware of all matters pertaining to the Historical Museum, and be prepared to
resolve /solve conflicts, reconcile differing viewpoints as well as work towards making our Historical
Museum an influential and essential foundation to all our citizens.

investments and developments. I have law enforcement, business, management,
and development. I also own several businesses and have developed important

Arcadia and love serving my community.

3. The Arcadia Beautiful Commission usually has three "regular" meetings each year with
additional meetings and /or time commitments scheduled for the purpose of conducting judging
for the award programs, participating in a recognition event for the holiday awards that takes
approximately 3 -4 evening hours in December, and attending an Arbor Day Celebration.
Additionally, preliminary judging for the Arcadia Beautiful and Holiday Decoration Awards is
done with each Commissioner taking responsibility for a section of the City and driving through
the neighborhoods to select their nominations that will then be judged on a subsequent date by

In my professional capacity as a middle manager with 3 of the major LA County Medical
Center Pharmacies from 1984 -1989 (LAC +USC Medical Center, Harbor -UCLA Medical
Center & Olive View -UCLA Medical Center) and as Assistant Director, Pharmacy
Services at the LA County + USC Medical Center (1992- 2002), I was involved with the
recruiting, hiring, firing, discipline as well as the performance evaluations for our large
Pharmacy Dept.

I have volunteered for many years and continue to do so in the academic arena as
Adjunct Assistant Professor of Pharmacy Practice at the USC School of Pharmacy (1975
- present) -- having overseen student clinical rotations at the County Hospital prior to my
retirement in 2002 and have more recently been involved as a facilitator for various
classes in the School's Student Academic Program.
Having a continual interest in the progress and direction of Pharmacy Practice and future
pharmacists coming into the profession, I continue to participate in the USC School of
Pharmacy's Admissions Process interviewing candidates for admission to the program
annually for over 20 years.
I am on the Board of Directors of the USC School of Pharmacy QSAD Centurions
(2006 - present), the Fund - raising support group for the USC School of Pharmacy.
Because 1 am very committed to the betterment of Pharmacy practice and patient care, I
have continued to volunteer and actively participate in the activities of our regional
pharmacy organization, SCSHP, and our state organization, CSHP described in the
previous section under "Community involvement...."
Having participated in a wide variety of activities over the years from academic,
professional, social, community and human interest, I am a positive individual who
embraces learning and doing new things that will enrich my awareness of the
opportunities in Arcadia that will allow me to be a small part of the activities /
commitments where residents can serve the City of Arcadia. I am willing to
serve on any of the Commissions the City Council deems appropriate for me.

Knowing there will be a Teaming curve to thoroughly understand the objectives and goals
of any particular Commission /Department that I may be considered, I plan to serve that
Commission and the City of Arcadia with responsibility, integrity, commitment and
enthusiasm representing the citizens of Arcadia for a better Commission /Department.
