SUBJECT: AWARD A ONE (1) YEAR PURCHASE ORDER CONTRACT
EXTENSION TO WATERLINE TECHNOLOGIES, INC. IN THE AMOUNT
OF $45,000 FOR THE PURCHASE AND DELIVERY OF SODIUM
HYPOCHLORITE TO BE USED FOR THE DISINFECTION OF THE
CITY'S MUNICIPAL WATER SUPPLY

SUMMARY
On July 15, 2008, the City Council approved a one (1) year purchase order agreement
with optional annual extensions with Waterline Technologies, Inc. for the purchase and
delivery of sodium hypochlorite used to disinfect the City's municipal water supply. The
annual contract extensions are not to exceed three (3) additional years.
Waterline Technologies, Inc is reaching the end of their first year contract extension and
has submitted a written offer to extend the existing contract for an additional one (1)
year in accordance with the existing agreement. In their submittal, Waterline
Technologies has agreed to hold their unit price agreed to in the original purchase order
Agreement in 2008 and all other conditions of the agreement are to remain in effect.
Based on the excellent service provided by Waterline Technologies, Inc. during the
previous years and their agreement to maintain the current unit price for the product,
staff recommends that the City Council award a one (1) year purchase order contract
extension to Waterline Technologies, Inc. in the amount of $45,000 for the purchase
and delivery of sodium hypochlorite to be used for the disinfection of the City's
municipal water supply.
DISCUSSION
The disinfection of drinking water by public water agencies is essential in eliminating
water quality problems. Chlorination is an accepted method of water disinfection for

municipal water supplies as specified by the water purveyors permit issued by the
California Department of Public Health.
Gaseous chlorine had been the standard for municipal water disinfection for many
years. However, safety concerns related to the hazardous and corrosive nature of
chlorine gas prompted the Public Works Services Department to convert our system
over to liquid sodium hypochiorite solution.
Liquid sodium hypochiorite (commonly referred to as chlorine bleach) is much less
hazardous to work with than gaseous chlorine and has the same effect and residual
protection as chlorine gas. The sodium hypochiorite is delivered in bulk to the well sites
and stored onsite where it is then injected into the distribution system using precision
metering devices to assure the proper concentration of disinfectant. These
concentrations are monitored on a daily basis by staff technicians.
On July 15, 2008, the City Council approved a one (1) year purchase order agreement
with optional annual extensions with Waterline Technologies, Inc. for the purchase and
delivery of sodium hypochlorite used to disinfect the City's municipal water supply. The
annual contract extensions are not to exceed three (3) additional years.
Waterline Technologies, Inc is reaching the end of their first year contract extension and
has submitted a written offer to renew their existing purchase order in accordance with
the existing contract agreement without a cost increase. All other conditions of the
agreement are to remain the same.
Staff recommends that the City Council award a one (1) year purchase order contract
extension to Waterline Technologies, Inc. in the amount of $45,000, for the purchase
and delivery of sodium hypochlorite to be used for the disinfection of the City's
municipal water supply.
FISCAL IMPACT
Sufficient funds have been budgeted in the FY 2010 -11 Water Fund for the purchase of
sodium hypochiorite.
RECOMMENDATION
Award a one (1) year purchase order contract extension to Waterline
Technologies, Inc. in the amount of $45,000, for the purchase and delivery of
sodium hypochiorite to be used for the disinfection of the City's municipal water
supply.
