HomeMy WebLinkAboutItem 2a: Minutes of February 16, 2010CITY COUNCIL /REDEVELOPMENT AGENCY REGULAR MEETING MINUTES TUESDAY, FEBRUARY 16, 2010 52:0023 CALL TO ORDER - Mayor Wuo called the meeting to order at 6:00 p.m. ROLL CALL OF CITY COUNCIL/REDEVELOPMENT AGENCY MEMBERS: PRESENT: Council /Agency Member Amundson, Chandler, Harbicht, Kovacic and Wuo ABSENT: None STUDY SESSION PUBLIC COMMENTS (5 minutes per person) Mary Dougherty appeared and spoke about suggested revisions to the development standards for the multi- family and mixed -use zones and density change from 24 units an acre to 30 units an acre. STUDY SESSION a. Report, discussion and direction regarding the General Plan Housing Element. Jason Kruckeberg, Assistant City Manager /Development Services Director provided an update on the Housing Element portion of the General Plan; he discussed the housing issues and recommendations prior to forwarding them to the State Department of Housing and Community Development (HCD); and noted that the Draft Housing Element must be submitted to the HCD for their review 60 days prior to adoption by the local jurisdiction. He reported that the Housing Element is the main vehicle for establishing and updating housing and land -use strategies to reflect changing needs, resources and conditions of the community; that State Law requires it to be updated every five years; and explained that many changes to State law have occurred since the last update in 2001. He noted that there were numerous meetings and workshops in 2009 to discuss the Land Use Element, particularly the density and housing numbers that the update to the General Plan would produce; that staff, the General Plan Advisory Committee (GPAC), the Planning Commission and the City Council all agreed on the draft land use model incorporated into the General Plan, including changes to the density of the R -3 zone and allowance for mixed -use housing in certain areas; and added that the land use model is a successful attempt to revitalize key portions of the City and meet community goals while also meeting State requirements for housing units and affordable housing. Mr. Kruckeberg further explained and discussed additional requirements addressed by the Draft Housing Element and Technical Background Appendix i.e. specific type of housing; development standards for the new R -3 zones density (30 units /acre instead of 24) and Mixed - Use Zones and sites inventory to meet the Regional Housing Needs Allocation; and noted that some of the recommended development standards in the Draft General Plan will include unit size, setbacks, height and parking. The City Council directed staff to submit the recommended Draft Housing Element to Housing and Community Development (HCD) without changes to current parking standards. 02 -16 -10 52:0024 THE CITY COUNCIL /REDEVELOPMENT AGENCY ADJOURNED TO OPEN SESSION Mayor Wuo called the regular meeting to order in the Council Chamber at 7:00 p.m. INVOCATION - Reverend Terry Keenan, the Santa Anita Church PLEDGE OF ALLEGIANCE — Arcadia Police Chief Robert Sanderson ROLL CALL OF CITY COUNCILIREDEVELOPMENT AGENCY MEMBERS: PRESENT: Council /Agency Member Amundson, Chandler, Harbicht, Kovacic and Wuo ABSENT: None REPORT FROM CITY ATTORNEY /AGENCY COUNSEL ON STUDY SESSION ITEMS City Attorney Steve Deitsch reported that the City Council and Redevelopment Agency met in a Study Session to receive a report from staff regarding the Housing Element portion of the General Plan; and that the City Council directed staff to submit the Housing Element to the State Department of Housing and Community Development for its review without changes to the parking plan, no further action was taken. SUPPLEMENTAL INFORMATION FROM CITY MANAGER/EXECUTIVE DIRECTOR REGARDING AGENDA ITEMS City Manager Don Penman announced that there were no supplemental reports regarding agenda items. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Mayor Pro Tem /Agency Vice Chair Amundson, seconded by Council /Agency Member Chandler and carried on roll call vote to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Presentation of a Certificate to Dana Middle School for Guinness World Record Rope Skipping b. Presentation of a Plaque to Doug Failing on his retirement from Caltrans c. Presentation of a Certificate to Robert Deao on his retirement from the American Red Cross PUBLIC COMMENTS Carter Spruill, Event Chairperson of this year's Arcadia Relay for Life appeared and invited everyone to participate; he noted that there are 7 teams of high school students, Public Works Services led by Ken Herman and the Fire Department led by Brian Ursetti and Kenny Galindo; he invited everyone to the kick off rally at Matt Denny's; and noted that this year's event will be dedicated to two Arcadia Fire Fighters Andy Troncale and Jerry Martin who are currently both 02 -16 -10 52:0025 battling cancer. He reminded everyone that the date is June 26, 2010 at Santa Anita Race Track and encouraged everyone to come out and support the cause. REPORTS FROM THE MAYOR, CITY COUNCIL AND CITY CLERK Council Member Chandler had no comments. Council Member Harbicht had no comments. Council Member Kovacic congratulated Dana Middle School students on their rope jumping world record; he noted that the Arcadia High School Constitution Team came in first place at the State finals and will be competing in Washington D.C. in April for the National Championship; and suggested that the Constitution team be presented with a Certificate at a future City Council meeting. Mayor Pro Tem Amundson expressed his concerns regarding massage businesses and requested that a future item be placed on the City Council agenda for an update (it was the consensus of the City Council that an update be placed on a future agenda); he requested an update on the proposed medical marijuana dispensary application currently being proposed in the County portion of Arcadia (Mr. Penman responded that the County has returned the application back to the applicant as incomplete); and he wished his son Andrew a Happy 17th Birthday. Mayor Wuo commented on the Gold Line Station unveiling last week and noted that construction is anticipated to begin in June; he announced that he attended Independent Cities Association Conference in Santa Barbara on February 5 -7; he noted that one of the guest speakers at the conference was Los Angeles County District Attorney Steve Cooley who discussed medical marijuana dispensaries, the early release of 40,000 to 50,000 prisoners, child pornography on the Internet; and the protection of personal information on the internet. Mayor Wuo did note that he would like to see the City take a more proactive role in the Neighborhood Watch Program. City Clerk Barrows had no comments. 1. Jobs for Main Street Act of 2010 HR 2847 Funding Requests Recommended Action: Receive and File Phil Wray, Deputy Director of Development Services /City Engineer explained that the Jobs for Main Street Act of 2010 will be acted on this month and will provide opportunities for local and state agencies to apply for money to pay for certain services, programs and projects; that the Job Act is a major stimulus package funded by the Federal government; and in anticipation of the passage of the Job Act, the County of Los Angeles MTA have solicited potential projects from Cities throughout the County and that the City has submitted two street related improvement projects for consideration. Linda Hui, Transportation Services Manager explained and reported on the two projects submitted to the Los Angeles County MTA in anticipation of receiving Job Act funds; she reported the two projects as the Rehabilitation of Duarte Road from Santa Anita Avenue to East City Limit in the amount of $770,000 and the Pedestrian Linkages /Sidewalk Improvements at Various Locations in the amount of $600,000. She noted that once funding is allocated, the projects will be brought back to the City Council for review and approval at a future meeting. It was moved by Council Member Chandler, seconded by Council Member Kovacic to receive and file the staff report regarding Jobs for Main Street Act of 2010 funding requests. c. Report, discussion and direction regarding Gold Line Extension Planning and Construction issues. Recommended Action: Provide Direction Phil Wray, Deputy Director of Development Services /City Engineer reported that staff has been working closely with the Gold Line Foothill Extension Construction Authority project specifications for inclusion in the construction bid package for the Gold Line Project; he provided a powerpoint overview of the project impacts and potential improvements /betterments regarding the main alignment (tracks, stations and Santa Anita Avenue Bridge) and parking structures; and noted that the three time critical items are the Santa Anita Avenue Bridge Design, Abutment and Wall Treatments and Station and Platform Upgrades. He noted workshop dates, open house meetings, bid document release and award dates. After discussion, the City Council commented that they would like to see the design concept simple and the use of concrete. It was the consensus of the City Council that the City Manager will decide whether a March 9th Study Session is needed.
