SUBJECT: Resolution No. 6713 Providing for the Participation of the City of Arcadia in
the Los Angeles Interagency Metropolitan Police Apprehension Crime
Task Force (L.A. IMPACT)
Recommendation: Adopt
SUMMARY
The Arcadia Police Department has participated in the Los Angeles Interagency
Metropolitan Police Apprehension Crime Task Force (L.A. IMPACT) since its inception
in 1991. However, in 2005, the Arcadia Police Department withdrew its officer from the
task force due to a staffing shortage. Now that the Department has a stable patrol
staffing level, it is recommended that an officer be assigned back to L.A. IMPACT.
The task force has requested all member agencies to ratify the Memorandum of
Understanding (MOU) of L.A. IMPACT by legislative action. Staff recommends that the
City Council approve Resolution No. 6713 to ensure the City's total participation in L.A.
IMPACT.
BACKGROUND AND DISCUSSION
L.A. IMPACT is a countywide, multi jurisdictional major crime task force. It became
operational in 1991, with local, state, and federal support. By pooling personnel
resources, the task force gives smaller agencies a much greater ability to combat
narcotic traffickers and the multitude of crimes associated with the pervasive gang
movement in and around Los Angeles County. The task force has been extremely
successful in investigating and prosecuting criminal activities related to drug trafficking
and drug use, and it has become a model of interagency cooperation.
By participating in the task force operation, intelligence information is readily shared. As
such, many potential crimes are suppressed before they have a chance to materialize in
our own community. The Department also has the ability to call on the task force to
assist with special investigations that exceed our local manpower capabilities.
Additionally, Asset Seizure Forfeiture funds can be used to pay for the salary and
benefits of a new officer hired to replace the individual assigned to the task force without
affecting the General Fund. By participating in L.A. IMPACT, the City will also benefit
by receiving equitable sharing funds from seized assets.
Staff recommends the approval of the MOU, and the City Attorney has reviewed and
approved as to form Resolution No. 6713.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 6713 providing for the
participation of the City of Arcadia in the Los Angeles Interagency Metropolitan
Police Apprehension Crime Task Force (L.A. IMPACT).

RESOLUTION NO. 6713
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, PROVIDING FOR THE PARTICIPATION OF THE
CITY IN THE LOS ANGELES INTERAGENCY METROPOLITAN
POLICE APPREHENSION CRIME TASK FORCE (L.A. IMPACT)
WHEREAS, the cities and selected agencies throughout Los Angeles County desire
to enter into a Memorandum of Understanding ( "MOU ") for the purpose of coordinated law
enforcement efforts and encouraging maximum cooperation between all law enforcement
and prosecutorial agencies: and
WHEREAS, such task force shall be known as the Los Angeles Interagency
Metropolitan Police Apprehension Crime Task Force ( "L.A. IMPACT ") and shall be
governed by the terms conditions set forth in the MOU; and
WHEREAS, the City Council of the City of Arcadia, California, has heretofore
determined that the public interest and necessity require participation in the Task Force,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council agrees to participate in L.A. IMPACT and authorizes
the Mayor to execute the MOU on behalf of the City of Arcadia.
SECTION 2. The City Council authorizes the Chief of Police of the City to act as
an exclusive agent and representative of the City in the Task Force and further authorizes
the Chief to allocate personnel and financial resources in accordance with the MOU and
the applicable provisions of law governing asset seizures and forfeitures.
SECTION 3. The City Clerk shall certify the adoption of this Resolution.
