SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH S. J. GRIGOLLA CONSTRUCTION COMPANY IN THE AMOUNT
OF $58,367.25 FOR THE SECOND AVENUE ACCESSIBILITY PROJECT
AND APPROVE A 10% CONTINGENCY
Recommended Action: Approve
The City of Arcadia receives an annual allotment of Community Development Block
Grant (CDBG) funds from the U.S. Housing and Urban Development Agency. The
majority of the funds have been used for housing rehabilitation for low to moderate
income families and public service projects (Meals on Wheels, Senior Citizen Services,
Social Services, etc.). In the 2008/09 fiscal year budget for CDBG funds, the City
Council approved the use of funds for a curb ramp improvement project. This year's
budget includes $90,000 for a sidewalk accessibility project on Second Avenue between
Huntington Drive and Duarte Road. The sidewalk project will construct new sidewalk
and curb ramps on Second Avenue where there are currently no sidewalks.
Staff has completed plans and specifications, advertised the project and opened bids on
February 25, 2010. The successful low bidder was S. J. Grigolla Construction
Company, Inc. in the amount of $58,367.25.
Staff is recommending that the City Council award a contract for the Second Avenue
Accessibility Project to S. J. Grigolla Construction Company, Inc. in the amount of
$58,367.25.

BACKGROUND
The City of Arcadia receives an annual allotment of Community Development Block
Grant (CDBG) funds from the U.S. Department of Housing and Urban Development
(HUD). The allotment is based on a formula and fluctuates; however, is typically around
$400,000 per year. The funds can be used for a variety of programs and projects that
meet HUD's broad objective of providing decent housing and a suitable living
environment. How and where the funds are used are largely at the discretion of
individual agencies. To this end, a "Statement of Objectives and Projects for Use of
CDBG Funds" is annually approved by the City Council.
A portion of the total annual allotment may be appropriated for community development
improvements such as curb ramps and sidewalks. On January 6, 2009 the City Council
approved the "State of Objectives and Projects" which included $90,000 for a sidewalk
and curb ramp project. This particular project will construct sidewalks, drive
approaches, and curb ramps that comply with the Americans with Disabilities Act
standards. The project will concentrate on Second Avenue between Duarte Road and
Huntington Drive. A location map is attached for reference.
The project was advertised and bids opened on February 25, 2010 with S. J. Grigolla
Construction, Inc. as the low bidder.
DISCUSSION
Bids to construct the Second Avenue Accessibility Project were received and opened on
Thursday, February 25, 2010. There were eight (8) bidders as follows:

Bains Construction $70,490.00
Kalban Inc. $76,727.50
Yakar $79,127.50
Belaire -West Landscape Inc. $84,674.00

S. J. Grigolla Construction, Inc. was the successful low bidder at $58,367.25. Staff has
investigated S. J. Grigolla Construction and found them to be qualified to perform the
work. It is anticipated that the work will begin in early May and be substantially
complete by the end of the same month.

ENVIRONMENTAL IMPACT
The project is categorically exempt per Section 15301 Class 1(c) from the requirements
of California Environmental Quality Act (CEQA).
FISCAL IMPACT
Community Development Block Grant (CDBG) Funds in the amount of $90,000 have
been approved in the 2009 -2010 Capital Improvement Program to complete this project.
RECOMMENDATION
Authorize the City Manager to enter into a contract with S. J. Grigolla Construction Inc.
in the amount of $58,367.25 for the Second Avenue Accessibility Project and approve a
10% contingency.
