SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
D & J FOOTHILL ELECTRICAL CONTRACTORS INC. FOR THE
INSTALLATION OF ELECTRICAL LIGHTING AND EQUIPMENT AT
FIRST AVENUE MIDDLE SCHOOL IN THE AMOUNT OF $79,945
Recommendation: Approve
The Public Works Services Department has a project in the Capital Improvement
Program budget to add new electrical lighting and equipment at First Avenue Middle
School's athletic field. The existing lighting is inadequate to fully illuminate the athletic
field. More importantly, the additional lights will enable more teams to use the field at
night. Staff recommends that the City Council authorize the City Manager to execute a
contract with D & J Foothill Electrical Contractors Inc., for the for the installation of
electrical lighting and equipment at First Avenue Middle School in the amount of
$79,945.
The athletic field lighting at First Avenue Middle School is inadequate and does not
allow for the full use of the field surface without the risk of children being hurt because
they cannot see. As a result, the Recreation Commission recommended that the City
add new lights to better illuminate the field. As part of the renovation work being done
at school facilities, the turf at First Avenue Middle School was recently replaced and a
new track was put in. To ensure that the turf stays in good condition, the School District
has told the City that it will close the field periodically allowing recovery from the wear
and tear brought on by activity. With the installation of additional lights, this will allow
more teams to use the field at one time.
The Public Works Services Department has a project in the Capital Improvement
Program which includes the installation of one (1) new light pole with lights; and the
installation of additional lights on an existing light pole at First Avenue Middle School's

athletic field. The new electrical lighting and equipment system will be controlled by a
Musco energy efficient system through a smart controller which can reduce the existing
energy costs for the field by 40% or approximately $700 per year.
Notice inviting bids was published in the adjudicated paper and bid packages were
distributed to area contractors. The City Clerk publicly opened seven (7) sealed bids on
February 16, 2010, with the following results:

Staff has reviewed the bid documents for content and investigated the contractor's
background and their recent projects for competency. It is staff's opinion that D & J
Foothill Electrical Contractorc, Inc. can satisfactorily perform the work required and
recommends that the City Council award a contract in the amount of $79,945 for the
installation of electrical lighting and equipment at First Avenue Middle School in the
amount of $79,945.
FISCAL IMPACT
Funds in the amount of $100,000 have been budgeted in the 2009 -10 Capital
Improvement Plan for this project.
