Wray, Deputy Director of Development Services /City Engineerl\ SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH IBI GROUP TO PROVIDE DESIGN SERVICES FOR THE SANTA ANITA GRADE SEPARATION BRIDGE CONCEPTS IN THE AMOUNT OF $19,000 Recommended Action: Approve At the City Council meeting of February 16, 2010, staff presented to the Council the opportunity to consider additional improvements on elements of the Gold Line Foothill Extension Phase 2A through Arcadia. The presentation was made with the understanding that any additional costs associated with the improvements are the responsibility of the City. The elements presented by staff were the Santa Anita Avenue Grade Separation, various retaining walls and the station. The Council expressed interest in exploring improvements to the bridge design and gave staff direction to prepare design concepts based on some general guidelines. The Council requested that a concept design be brought back to them for their review and approval. In order to obtain the conceptual bridge design, staff retained the services of the IBI Group to provide the requested services. The IBI Group has provided past assistance to the City on various tasks associated with the Gold Line project. IBI Group is a large planning, engineering and architectural firm with experience in large transportation projects including bridges and is qualified to perform these services. Staff requests that the City Council authorize the City manager to enter into a Professional Services Agreement with the IBI Group for Conceptual Bridge Designs in the amount of $19,000. The Gold Line Foothill Extension Construction Authority (Construction Authority) is currently preparing a detailed project scope and bid documents for the next phase of the Gold Line construction (Phase 2A) from Pasadena to the Azusa Pacific /Citrus College Staff Report March 16, 2010 Page 3 and previous knowledge of the project make them a good candidate for these services and they are prepared to begin immediately. The IBI Group has submitted a proposal in the amount of $19,000 to prepare conceptual bridge design concepts and to prepare a photo - simulation. The breakdown is as follows: Draft Bridge concepts $ 7,959 Final Bridge Concept $ 4.344 Photo - Simulation $ 6,969 Total $19,000 The cost is reasonable to perform these services and IBI is able to begin immediately. Again, in the interest of time, staff has given them a notice to proceed with the first task listed above and they are currently performing the work. Staff requests that the City Council authorize the City manager to enter into a Professional Services Agreement with the IBI Group for Conceptual Bridge Designs in the amount of $19,000. Any requested modifications or changes will be finalized with the consultant. With Council approval, the consultant will proceed to complete two draft concepts. A study session with the City Council is being planned for the upcoming weeks to present the draft concepts and receive input. Upon input from the Council a final concept will be prepared. FISCAL IMPACT The Fiscal Year 2009/10 Capital Improvement Program included a project for Gold Line betterment Design in the amount of $100,000. The Professional Services Agreement with IBI Group will be paid for out of this budget. RECOMMENDATION Authorize the City Manager to enter into a Professional Services Agreement with IBI Group to provide design services for the Santa Anita Grade Separation Bridge Concepts in the amount of $19,000.
