SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
INSITUFORM TECHNOLOGIES, INC. FOR THE SEWER RELINING
PROJECT IN THE AMOUNT OF $56,900
Recommendation: Approve
The Sewer Master Plan adopted by the City Council recommends sewer pipe
improvement projects for various sewer pipes within the City of Arcadia. The lines
recommended for rehabilitation are based on cracks in the pipe, root intrusion, historical
backups, and other defects. Sewer lines along Balboa Drive, Third Avenue, Alta Oaks
Avenue, and Sharon Road are in need of rehabilitation. The current condition does not
warrant the complete removal and replacement, however, mitigation steps are
necessary to stop further pipe deterioration, root intrusion and to eliminate the potential
for structural failure. The construction of the eight inch (8 ") cured -in -place pipe (CIPP)
sewer liner along Balboa Drive, Third Avenue, Alta Oaks Avenue, and Sharon Road will
economically rehabilitate the existing lines while minimizing the impact on traffic and
trench cuts in the streets.
Staff recommends that the City Council authorize the City Manager to execute a
contract with Insituform Technologies, Inc. for the Sewer Relining Project in the amount
of $56,900.
An update of the Sewer Master Plan and Hydraulic Modeling Report was adopted by
the City Council on May 16, 2006. This Sewer Master Plan evaluated the adequacy of
the City's wastewater collection system through the year 2026. The scope of this Sewer
Master Plan is comprised of hydraulic modeling, identification of capital improvement
projects, evaluation of operation and maintenance, and development of the sewer rate

structure, which are all requirements of the State's Sewer System Management
Program (SSMP) mandate.
The Sewer Master plan has identified improvements to the sewer system on Balboa
Drive, Third Avenue, Alta Oaks Avenue, and Sharon Road. Closed circuit television
(CCTV) inspection of the sewer lines has identified sections with pipe cracks, root
intrusion or deterioration which are in need of rehabilitation. Removal and replacement
is too expensive and would cause excessive disruption and inconvenience to residents
and commuters. The use of sewer pipe liner is the most effective method to rehabilitate
the pipe.
Notices inviting bids were published in the adjudicated paper and bid packages were
distributed to area contractors. The City Clerk publicly opened three (3) sealed bids on
April 6, 2010. The following bid results are listed for the City Council's review and
consideration:

Staff has reviewed the bid documents for content and investigated the contractors'
background and recent projects for competency. Staff has concluded that Insituform
Technologies, Inc. is the lowest responsible bidder to perform the construction of this
project. Staff recommends that the City Council award a contract to Insituform
Technologies, Inc. for the Sewer Relining Project in the amount of $56,900.

This project consists of the repair of existing utility systems with no expansion of use
beyond the present use which qualifies as a Class 1 categorical exemption per Section
15301 (b) of the California Environmental Quality Act.
The 2009 -10 Capital Improvement Program has allocated a total budget of $97,000 for
the Structural Damage Relining Project to cover the cost of construction for pipe repair
and relining, inspection, project administration, and contingencies. The sewer relining
portion of this project has an allowable construction budget of $64,500.

RECOMMENDATIONS
1. Award a Contract in the amount of $56,900 to Insituform Technologies, Inc.
for the Sewer Relining Project.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
3. Waive any informality in the bid or bidding process.
