HomeMy WebLinkAboutItem 1b: Reject All Bids for the 2009-2010 Water Main Replacement ProjectDATE: May 4, 2010 TO: Mayor and City Council FROM: Tom Tait, Public Works Services Director Prepared by: Ken Herman, Acting Principal Civil Engineer Tiffany Lee, Assistant Civil Engineer STAFF REPORT Public Works Services Department SUBJECT: REJECT ALL BIDS FOR THE 2009 -10 WATER MAIN REPLACEMENT PROJECT Recommendation: Approve SUMMARY The City of Arcadia's Water Main Replacement Program is designed to replace aged and deteriorating water main pipes throughout the City's water distribution system. The existing eight -inch (8 ") water main along Monte Verde Drive was installed in 1944 and is made of cast iron, which is brittle and susceptible to leaks and breaks. Numerous breaks have taken place in this stretch of pipeline in the past. The project also includes the replacement of the existing eight -inch (8 ") water main at Highland Vista Drive north of Highland Oaks Drive due to a recent major break. In the past, water main breaks at Highland Vista Drive have caused roadway damage, water service disruptions, and excessive repair costs. The replacement of the existing eight -inch (8 ") cast iron pipe with ductile iron pipe will lessen the potential for future water main breaks. Due to clerical errors in the bids, staff recommends that the City Council reject all bids for the 2009 -10 Water Main Replacement Project and direct staff to re- advertise the project. DISCUSSION The eight -inch (8 ") water main along Monte Verde Drive was installed in 1944 and is made of cast iron, which is brittle and susceptible to leaks and breaks. City crews have frequently made emergency repairs to this stretch of pipeline. The work also involves replacement and installation of additional fire hydrants on Monte Verde Drive to meet current fire protection requirements. The replacement of the existing eight -inch (8 ") cast iron water main along Highland Vista Drive north of Highland Oaks Drive was added to the project due to a recent major Page 1 of 3 Mayor and City Council May 4, 2010 break, which was the second break along this section of mainline in the past several years. The recent water main break at this location caused roadway damage, water service disruptions, and excessive repair costs. Cast iron material is brittle and susceptible to Teaks and breaks therefore limiting its durability and reliability. Regular pressure fluctuations combined with minor geological movement and settlement can cause cracks that eventually result in catastrophic failure. Ductile iron, which replaced cast -iron as the industry standard for water pipe, has the corrosion resistance and strength characteristics of cast iron, but can tolerate more movement or deflection without developing cracks. The replacement of cast iron pipe with ductile iron pipe will lessen the potential for future water main breaks, which will improve the overall reliability of the City's water system in the event of a seismic event. Notice inviting bids was published in the adjudicated paper and bid packages were acquired by area contractors. Correction of the discrepancies identified would have resulted in E &R Construction submitting the lowest bid; however, the bid documents do not allow for the City to make corrections in bids submitted. Staff met with the City Attorney to verify that due to the errors identified in the three (3) lowest bids submitted, it was acceptable to reject all bids received and to re- advertise the project. Therefore, staff recommends that the City Council reject all bids for the 2009 -10 Water Main Replacement Project and direct staff to re- advertise the project. Page 2 of 3 Mayor and City Council May 4, 2010 ENVIRONMENTAL ANALYSIS This project consists of the replacement and minor alteration of an existing utility system with no expansion of the system and therefore qualifies as a Class 2 categorical exemption per 15302 (c) of the California Environmental Quality Act. FISCAL IMPACT Funds in the amount of $300,000 have been budgeted as a part of the 2009 -10 Capital Improvement Program for the Water Main Replacement Project. $270,000 is available from that budget for construction and inspection of the work. RECOMMENDATIONS 1. Reject all bids for the 2009 -10 Water Main Replacement Project. 2.
