Wray, Deputy Director of Development Services /City Engineer RI) SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH IBI GROUP TO PROVIDE TECHNICAL REVIEW OF CONCEPTUAL DESIGN AND COST ESTIMATES FOR THE GOLD LINE FOOTHILL EXTENSION PROJECT IN THE AMOUNT OF $50,000 Recommended Action: Approve SUMMARY The Gold Line Foothill Extension Construction Authority (Construction Authority) has released the industry review draft of the design and construction bid documents for the main alignment of the Gold Line Foothill Extension Phase 2A from Pasadena to the Azusa Pacific /Citrus College Station. Staff is currently focusing on the review of the draft document which includes the line itself, the Santa Anita Bridge Grade Separation, bridges at Huntington Drive and Second Avenue, and Colorado Boulevard, the station, retaining walls and associated mitigation measures. Staff is also finalizing the City's request for all upgrades or betterments and preparing to review and agree to final costs. All comments on the document are due by the end of May, however, there will be additional work and correspondence required after that deadline to review and negotiate the City's comments and the scope and costs of the betterments. In order to thoroughly review elements of the document, conceptual design and cost estimates, staff proposes retaining the services of the IBI Group to provide technical review services. The IBI Group has provided past assistance to the City on various tasks associated with the Gold Line project, most recently with the Santa Anita Avenue Bridge design concept. IBI Group is a large planning, engineering and architectural firm with experience in large transportation projects including bridges and is qualified to perform these services. Staff Report May 18, 2010 Page 2 Staff requests that the City Council authorize the City Manager to enter into a Professional Services Agreement with the IBI Group to provide technical review of conceptual design and cost estimates for the Gold Line Foothill Extension project in the amount of $50,000. BACKGROUND The Gold Line Foothill Extension Construction Authority (Construction Authority) has prepared a detailed project scope and bid documents for the next phase of the Gold Line construction (Phase 2A) from Pasadena to the Azusa Pacific /Citrus College Station. These documents are the second of three distinct project construction activities that the Construction Authority will bid separately. The three construction activities are 1) The Iconic Freeway Bridge Structure, 2) The Main Alignment, and 3) The Parking Structures. The design /build contract for the Iconic Freeway Bridge Structure is very soon to be approved, and work will begin as early as this summer. The Main Alignment bid package has been released for the industry review with comments due by the end of May 2010, with the hope of releasing the final bid documents for bidding purposes at the end of August 2010. The Parking Structure bid package will be released last at a date to be determined. Staff is currently focusing on the review of the Main Alignment bid package development which includes the line itself, the Santa Anita Bridge Grade Separation, bridges at Huntington Drive and Second Avenue, and Colorado Boulevard, the station, retaining walls and associated mitigation measures. On April 6, 2010, the City Council approved the design concept for the Santa Anita Bridge structure. The Construction Authority proceeded to prepare a cost estimate and has recently submitted it to the City for review. Staff is in need of .technical assistance to review this cost estimate as well as potentially other cost estimates and project design concepts on an as- needed basis through the industry review and the finalization of betterments. DISCUSSION The City has in the past retained the services of the IBI Group for assistance on various tasks associated with the Gold Line project. IBI Group is a large planning, engineering and architectural firm with experience in large transportation projects including bridges and was selected by the City through a formal Request- for - Proposals process. Over the last few years they have assisted the City as an independent third party review of the preliminary engineering plans, prepared a traffic analysis of the Santa Anita Avenue Staff Report May 18, 2010 Page 3 grade- crossing scenario and impacts and provided input on design elements for the project. Most recently, the IBI Group was retained by the City to prepare design concepts for the Santa Anita Avenue Bridge and the fa9ade treatments for the abutments at the Huntington Drive and Second Avenue Bridge. These services were for design only and did not cover technical review. Because of their involvement in previous elements of work, their knowledge of the Gold Line project and their expertise in this field, the IBI group was asked to provide a proposal for review services. They have their team assembled and are prepared to proceed. The IBI Group has submitted a proposal for services in an amount not to exceed $50,000. The amount was mutually agreed upon as sufficient to cover the cost of the work known to date and some additional anticipated services. However, the exact scope of services will not be known until all the betterments are determined. The IBI Group will work on an hourly basis. In the interest of time, staff has given them a Notice to Proceed with the first task of reviewing the Santa Anita Bridge cost estimate. Staff requests that the City Council authorize the City Manager to enter into a Professional Services Agreement with the IBI Group for technical review services. Any requested modifications or changes will be finalized with the consultant. FISCAL IMPACT The Fiscal Year 2009/10 Capital Improvement Program included a project for Gold Line Betterment Design in the amount of $100,000. The Professional Services Agreement with IBI Group will be paid for out of this budget. RECOMMENDATION Authorize the City Manager to enter into a Professional Services Agreement with IBI Group to provide technical review of conceptual design and cost estimates for the Gold Line Foothill Extension project in the amount of $50,000.
