TO PREPARE THE 2010 URBAN WATER MANAGEMENT PLAN (UWMP) UPDATE IN THE AMOUNT of $21,500 Recommendation: Approve The Urban Water Management Planning Act (Act) requires urban water suppliers to prepare and update an Urban Water Management Plan (UWMP). The purpose of the UWMP is to support the City's long range water resources planning and to make sure adequate water supplies are available to meet existing and future water demands. The Planning Act requires that urban water suppliers update their UWMP every five (5) years. The last Update of the City's UWMP was completed in 2005. Staff recommends that the City Council authorize the City Manager to execute a contract with Stetson Engineers, Inc. in the amount of $21,500 to assist staff in the preparation of the 2010 UWMP Update. DISCUSSION On January 1, 1985, the California Urban Water Management Planning Act required urban water suppliers to prepare and adopt an UWMP and to periodically review, update and adopt a revised plan at least once every five (5) years. In compliance with the Act, the City last updated the City of Arcadia Urban Water Management Plan in 2005. The City of Arcadia must now prepare the 2010 Urban Water Management Plan Update. Due to the technical nature of this report and the need to calculate, analyze, and compile extensive amounts of data in a format prescribed by the State Department of Water Resources, it is necessary for staff to incorporate the assistance of a consultant with expertise in preparing UWMP's for water purveyors. Notices requesting proposals to assist staff in the preparation of the 2010 UWMP update were published in the adjudicated paper and bid packages were distributed to consulting firms meeting the required qualifications. The following four (4) proposals Page 1 of 2 Mayor and Council November 16, 2010 were received on October 15, 2010 and the results of the proposal evaluations are as follows: Consulting Firm Location Evaluation Score Fee 1. MARRS Fullerton 61% $48,289 The work involved is considered a professional service and all firms were evaluated on the basis of their qualification to perform the work as it was described in the request. All proposals were evaluated and scored based on the experience of the firm, the experience of the personnel, the firm's experience with similar projects, and the firm's understanding of the project and their proposed work plan. The fee was considered in the evaluation score independent of the firm's qualification. Staff has reviewed the proposals as stated above and has investigated the firm's background and recent projects for competency. Based on this evaluation staff considers Stetson Engineers, Inc. to be the most qualified firm to perform the required work. Stetson Engineers, Inc. is currently the consulting engineer for both the Main San Gabriel Basin Water Master and the Raymond Basin Management Board. They prepared the City's 2005 UWMP update, the Water Supply Assessment for the General Plan Update, and they have supported the City with preparation of water facility blend plans and other related technical reports. It is staffs opinion that Stetson Engineers, Inc. can satisfactorily perform the work required and recommends that the City Council authorize the City Manager to execute a contract with Stetson Engineers, Inc. to prepare the 2010 Urban Water Management Plan Update. ENVIRONMENTAL IMPACT None. FISCAL IMPACT Sufficient funds have been budgeted in the 2010 -2011 Capital Improvement Program.
