SUBJECT: REJECT THE BIDS FOR STREET STRIPING AND PAVEMENT
MARKING SERVICES AND DIRECT STAFF TO RE -BID THE
CONTRACT
Recommendation: Approve
On September 30, 2010, the Public Works Services Department conducted a formal
bidding process to award an annual contract with optional extensions for street striping
and pavement marking services. Three (3) bids were received. However, they all
exceeded the budget amount approved for these services. Therefore, staff
recommends that the City Council reject the bids submitted for street striping and
pavement marking services and direct staff to re -bid the contract.
The existing street striping and pavement marking program includes annual striping on
all major arterial streets. Collector streets are painted once every two (2) years and
residential streets once every three (3) years. Additionally, all yellow school markings
are painted in August before the school year begins. Miscellaneous striping, service
requests, and areas requiring more frequent painting will be handled on an as- needed
basis.
City staff conducted a formal bid for street striping and pavement marking services
which was published in the adjudicated paper and bid packages were distributed to area
contractors. The City Clerk publicly opened three (3) sealed bids on September 30,
2010. However, all bids submitted exceeded the approved budget amount for these
services. Staff has gone through the quantities in the bid schedule and reduced them to
be more in line with previous years striping and marking work. Therefore, staff
recommends that the City Council reject the bids submitted for street striping and
pavement marking services and direct staff to re -bid the contract.

FISCAL IMPACT
Funding in the amount of $73,470 in the 2010 -11 Operating Budget have been
approved for street striping and pavement marking services.
RECOMMENDATION
1. Reject all bids for street striping and pavement marking services.
2. Direct staff to re -bid the contract.
