SUBJECT: REPORT, DISCUSSION AND DIRECTION REGARDING THE GENERAL
PLAN UPDATE: REVIEW OF MATERIALS, FINAL ENVIRONMENTAL
IMPACT REPORT AND TEXT AMENDMENTS
On October 5, the Development Services Department will provide the Council
hardcopies of all of the completed Draft materials for the General Plan Update. This will
include the Draft General Plan itself, the Draft and Final Environmental Impact Reports,
and the proposed Text Amendments to the Municipal Code that will accompany these
documents. The purpose of the meeting is to "walk through" all of these documents
since they are voluminous and to frame the Council's review of the documents. Staff
will be available to answer questions and discuss any portion of the documents.
The Arcadia General Plan Update is nearing the final steps in the adoption process.
This has been a long and multi -step process of public outreach and committee and staff
work. The Plan has been reviewed by all City Departments and has been reviewed by
the General Plan Advisory Committee (GPAC). The Draft General Plan has been
available in April, 2010 on the website and in compact disc form. Memorandums
reflecting this were sent to the Council on April 13 and April 28, 2010. In May and
June, City staff went through an extensive marketing and outreach process to introduce
the Draft General Plan that included:
• A two -page mailer sent with the Water Bill along with the Arcadia "Hot Sheet
• A six -page informational brochure mailed to residents and provided at all public
meetings
• Articles in the City Newsletter, Pasadena Star News, Arcadia Weekly, and
coverage of all activities on the City website

• Attendance and presentations at meetings of the Arcadia Chamber of
Commerce, Arcadia Chinese Association, Home Owners Associations, Arcadia
Board of Realtors and Real Estate professionals
• Two community -wide open houses, held June 3 and June 23 at the Golf Course
and Arcadia Public Library respectively
Following these efforts, the Draft was revised and public comment was incorporated. In
addition, on July 19, 2010 the Environmental Impact Report for the Plan was completed
and released to the public and other governmental agencies and was made available on
the website. Compact discs of both the General Plan and the EIR have been provided
to interested parties. The end of the public comment period was September 1, 2010. On
September 14, a workshop was held with the Planning Commission to discuss the text
amendments being recommended along with the General Plan. Excellent feedback was
obtained from the public at this meeting. As has been stated in the past, the proposed
timeline for the adoption process of the General Plan is shown below:
At the October 5 meeting, Staff will provide hardcopies of the Draft General Plan, the
Draft and Final Environmental Impact Reports, and the proposed Text Amendments that
will accompany these documents. Staff will discuss the relationship between the
documents, the key components of the documents, and will be available to answer any
questions the Council may have.
