DISCUSSION
SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH WOODS MAINTENANCE SERVICES,
INC. DBA GRAFFITI CONTROL SYSTEMS FOR GRAFFITI REMOVAL
SERVICES IN AN AMOUNT NOT TO EXCEED $60,000
Recommendation: Approve
The City Council has approved $60,000 in the 2010 -2011 budget for graffiti removal
services.
The Development Services Department is recommending that the City enter into a three
(3) year maintenance services contract with the option to renew on a year by year basis
for a maximum of three (3) additional one year periods, with Woods Maintenance
Services, Inc. (dba: Graffiti Control Systems) for graffiti removal services.
In July, the Development Services Department sent a request for proposal to five (5)
firms and published a Notice Inviting Proposals in the Arcadia Weekly for bids on graffiti
removal services.
The firms were asked to prepare proposals based on price per location for the following
removal methods: sandblasting, water blasting, water blasting with baking soda,
painting, and chemical /solvent removal.
Three (3) proposals were received from the following companies: Woods Maintenance
Services, Inc., Urban Graffiti Enterprises, Inc. and William Marino Enterprises, Inc. The
proposals were reviewed by a committee of three members representing the Arcadia
Enterprises, Inc. The proposals were reviewed by a committee of three members
representing the Arcadia Police Department, Public Works Services Department and
Development Services Department.
After reviewing the proposals individually, the committee members met to compare
their evaluations. The three firms were evaluated based on experience, references,
cost and available equipment. The cost sheets submitted with the three proposals
are attached.
The cost for the services quoted by Woods Maintenance Services, Inc. is lowest and
all other factors met or exceeded the standards reported by the other bidders.
Based on this analysis, staff is recommending that the City execute a Professional
Services Agreement (PSA) with Woods Maintenance Services, Inc. (dba: Graffiti
Control Systems).
Woods Maintenance Services was established in 1975 and entered the graffiti
removal business in 1997. They serve many local communities including Diamond
Bar, San Gabriel, Monterey Park, Los Angeles and Los Angeles County. Their use
of state- of- the-art methods and procedures for graffiti removal distinguish them as a
highly professional and technologically - advanced organization. For example, they
employ a Tracking and Automated Graffiti Reporting System (TAGRS) to monitor the
frequency of graffiti and to establish patterns that will assist in the deployment of
resources and the conviction of the vandals by law enforcement agencies.
FISCAL IMPACT
Graffiti removal is a General Fund expense. Over the past three years, the City has
been experiencing an increase in graffiti removal costs. The average cost for the
last three fiscal years was $60,000. The City has budgeted $60,000 for graffiti
removal in fiscal year 2010 -2011, and hopes to stay within this budgeted amount
with the new contract.
RECOMMENDATION
The Development Services Department recommends that the City Council
authorize the City Manager to execute a Professional Services Agreement with
Woods Maintenance, Inc. (dba: Graffiti Control Systems) for a three (3) year
maintenance services contract with the option to renew on a year -by -year
basis for a maximum of three (3) additional one -year periods.
