SUBJECT: Authorize the City Manager to enter into an agreement with EBSCO
Information Services for subscription services for a period of three years
with an option to renew for a maximum of three (3) one (1) year terms.
Recommendation: Approve
SUMMARY
Staff is recommending the City Council authorize the City Manager to enter into an agreement
with EBSCO Information Services for subscription services for the Library's newspapers and
magazines for a period of three years with an option to renew for a maximum of three (3) one
(1) year periods thereafter. Sufficient funds are available in the City's General Fund.
BACKGROUND
In order to facilitate and expedite the acquisition of new library newspapers and magazines,
the Library uses a vendor for subscription services. These services include: ordering,
renewing, and claiming magazine and newspaper subscriptions.
The Arcadia Public Library has over 230 serials subscriptions in its collection. It is a tedious
and exacting task to renew or order new subscriptions and pay invoices for each title through
the various publishers, and then claim copies that are delinquent. By outsourcing this task,
staff time can be used for processing of materials. This allows a quick turnaround time for
materials received and then to our patrons for circulating.
On August 10, 2010, the City sent out Requests for Proposals (RFP) to three subscription
vendors, EBSCO Information Services, W.T. Cox Subscriptions, and Wolper Subscription
Services. The RFPs were due back to the City on August 31, 2010. An evaluation panel
reviewed the proposals submitted between September 1 through 7, 2010 using the following
criteria:
1. Thoroughness and understanding of the scope of work / 25 points
2. Related experience of the firm / 20 points
3. References / 20 points
4. Cost / 25 points
5. Quality of Proposal / 10 points.
It was decided by the panel that EBSCO offered the best service and price for Arcadia Public
Library's needs.
FISCAL IMPACT
The cost for the subscription of newspapers and magazines has been budgeted in the Adult
and Children's Services material funds from the City of Arcadia Budget of 2010 -2011. The cost
will vary year to year depending on the titles available or requested.
RECOMMENDATION
Authorize the City Manager to enter into an agreement with EBSCO Information Services for
subscription services for a period of three years with an option to renew for a maximum of
three (3) one (1) year periods thereafter.
