Huntington Drive Arcadia, CA 91007 RE: ARCADIA LOGISTICS PROJECT—MARCH 1, 2016 PUBLIC HEARING BY THE CITY OF ARCADIA Dear Mr. Kruckeberg: The City of El Monte respectfully requests the items listed below be considered by the City Council of the City of Arcadia as part of the Arcadia Logistics project to address concerns relating to potential impacts on the City of El Monte associated with public safety services and street and roadway impacts. Based on our previous discussion regarding the Arcadia Logistics project summary, the two elements that affect the community of El Monte are presented to your City Council for consideration. ELEMENT NUMBER 1 El Monte Public Safety Service Cost Recognition In the event that an annual review of the record of emergency service dispatches and responses indicate that the City of El Monte emergency services (police and LA County Fire) arrived at the Arcadia Logistics property prior to Arcadia Police/Fire in more than 15% of such emergency service dispatches, then the City of Arcadia shall provide appropriate compensation adjustment payable to City of El Monte/LA County Fire for such first responder emergency service response of El Monte in excess of 15% of all such dispatches of emergency services provided by City of El Monte emergency services (police and LA County Fire) based upon the cost of emergency services forecast for the Arcadia Logistics project in the Final EIR. Such an annual cost review procedure would be evidenced by a Memorandum of Understanding in a final form as approved by the City Council of the City of Arcadia and the City of El Monte. 11333 VALLEY BOULEVARD,EL MONTE,CALIFORNIA 91731-3293/(626)580-2001/FAX(626)453-3612 EMAIL:citvmanaecraulmoateca.aov WEB5ITE:www.clmoateea.=ov 7k Mr. Jason Kruckeberg March 1, 2016 Page 2 { ELEMENT NUMBER 2 A project revenue sharing arrangement which provides at the option of the City of Arcadia, an annual revenue sharing formula of either of the two (2) alternates set out below: A. $50,000 per year payable to the City of El Monte following completion of the first 500,000 square feet of the project or B. $20,000 per year payable to the City of El Monte following completion of the first 500,000 square feet of the project, plus 10% of the retail sales tax collected by the City of Arcadia from retail sales transaction on the project site. The terms of Element Number 2 would be evidenced by a written project revenue sharing agreement in a final form as approved by the City Council of the City of Arcadia and the City of El Monte.
