SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS Assistant City Manager/Development Services Director Kruckeberg stated there was no supplemental agenda information. som ,, MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Tay, seconded by Mayor Pro Tern Chandler to read all ordinances and resolutions by title only and waive the reading in full. On behalf of the City Council and City Staff, Mayor Kovacic expressed sincere condolences to David and Vicky Lin on the loss of their sons, Anthony and William, who were tragically taken on January 21; he assured everyone that the Police Department is doing everything possible to ensure justice is served; and indicated that Arcadia is a safe and caring community that comes together in times of need to help one another. PRESENTATIONS a. Presentation of Mayor's Certificates to Arcadia Eagle Scout Troop 125 b. Presentation by L.A. County Assessor Jeffrey Pang's office representative Carol W. Quan regarding Homeowners' Exemption Awareness Month PUBLIC COMMENTS Peter Amundson, an Arcadia resident, appeared and commented on the Arcadia transit item that was discussed at the last City Council meeting; and expressed that he was grateful the City Council returned Arcadia transit services to the people it was originally intended for, seniors and rya the handicap. View Full Version of this City Council Meeting 1 02/02/2016 ..e Bob Harbicht, an Arcadia resident, appeared and commented on the consequences to the City and residents if Measure A is passed; and urged the voters to vote No on Measure A. Lawrence C. Papp, an Arcadia resident, appeared and commented on the City's budget; he indicated that everyone should look at the facts; he spoke about employee's cost of living increases, and City employee salaries. Brian Ursettie, President of Arcadia Fire Fighters Association, appeared and commented on reduced services to the residents if Measure A is passed; he stated that the City of Sierra Madre is having financial problems with police services due to cuts; and urged Arcadia voters to vote no, on Measure A. Jeremy Conrad, Arcadia Fire Fighters Association, appeared and commented on the "Keep Arcadia Safe" slogan; he commented on the possible cuts and elimination of City programs and the consequences to the residents if Measure A is passed; and asked Arcadia voters to vote No vote on Measure A. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense(AB 12341) Council Member Beck congratulated the Eagle Scouts; he commented on the great volunteer work of Betty Hettrick, and the great job Scott has done as the CEO of the Arcadia Chamber of Commerce; and commented on the tragic passing of the Lin brothers, and indicated that he -•► attended their funeral services, and spoke about the emotional impact on him, and wanted to let Mr. and Mrs. Lin know that he was remembering them and their boys in his prayers. Council Member Tay announced that he attended the Mayor and Council Members Legal of California Cities Conference in Sacramento, and separately the Independent Cities Association Winter Seminar; he commented that some of the topics of discussion of the conferences were Proposition 47, homelessness and mental health issues, terrorism in your community and Assembly Bill 109 and its impact on the community; he also announced that the Chamber of Commerce will host a forum on terrorism and crime prevention on February 4, and on February 11, Coffee with a Cop; and wished everyone a happy Chinese New Year. Mayor Pro Tern Chandler announced that he attended the State of the City Address and stated that it was the best he has witnessed; he provided an overview of the numerous updates received at the meeting and commended staff for a job well done; that he and Council Member Tay sat in for the Mayor on January 21 at the Asian Lunar Festival, and Council Member Tay presented them with a Mayor's Certificate; and noted that the crowd took a moment of silence in memory of William and Anthony Lin. City Clerk Glasco gave an update on the recent fundraising dinner on January 23 for the Arcadia Vietnam War Monument at the Arcadia Elks Lodge; that the Arcadia Boy Scouts Troop 111 helped serve the dinner, and that each veteran in attendance was presented with a Department of Defense Commemorative lapel pin from Congresswoman Judy Chu's office; he announced that $7,000.00 has been raised; and announced another fundraiser at Applebee's restaurant on February 20; and also announced that the Arcadia Police Department is looking for volunteers to serve on their Volunteers in Patrol Support (VIPS) program, and provided information on the program and contact information. 2 02/02/2016 Assistant City Manager/Development Services Director Kruckeberg stated that in November 2015, a special edition of the Arcadia Community News was mailed out to all residents regarding development standards of potential modifications and changes as directed by the City Council; he indicated that staff has been meeting with a citizens committee and have concluded their work and recommendations from the committee have been received; that additional meetings with staff will take place before the recommendations are brought back before the City Council at their March 15 meeting. Mayor Kovacic thanked his colleagues for their heartfelt comments and thoughts regarding the passing of William and Anthony Lim; he announced that he has been coaching the Arcadia High School Constitutional team for 20 years, and they have State finals on February 6 in Bakersfield; he further announced that Herb Albert will be performing at the Arcadia Performing Arts Center on February 20; that a candidate forum for the upcoming Municipal Election is scheduled for February 24 at the Arcadia Library; the grand opening of the Gold Line on March 5 at the Arcadia station; and the Mayor's Community Breakfast on April 1, with speaker Alex Kajitani known as the Rappin' Mathematician; and noted the start of the Lunar New Year. City Attorney Deitsch announced that regarding Consent Calendar item 1.d, he provided, as a courtesy, a copy of the staff report and resolution to the applicants' attorney, and read into the record comments received by the applicants' attorney; he advised the City Council to proceed with the adoption of the Resolution, that in his opinion there was no reason to reopen the public hearing, and that there was no unfairness or violation of due process with proceeding with this item. 1. CONSENT CALENDAR a. Extension to the Professional Services Agreement with John L. Hunter and Associates, Inc. for inspection, monitoring, and management support for the Municipal NPDES (Stormwater) and Industrial Waste Programs in the amount of $90,265. Recommended Action: Approve b. Purchase Order with West-Lite Supply Company, Inc. for the purchase of electrical lighting and accessories in the amount of$55,094.16. Recommended Action: Approve c. Resolution No. 7110 declaring that weeds, brush, rubbish, and refuse upon or in front of specified property in the city are a seasonal and recurrent public nuisance, and declaring an intention to provide for the abatement thereof. Recommended Action: Adopt d. Resolution No. 7111 denying the appeal and upholding the Planning Commission's decision to deny Tentative Parcel Map Application No. TPM 14-01 (72681), and Residential Mountainous Development Permit application No. RM 14-01, and rejecting the certification of the Environmental Impact Report for a proposed Subdivision and Grading of a 90.46-acre property at 2111-2125 Canyon Road. Recommended Action: Adopt 3 02/02/2016 Mayor Pro Tern Chandler announced that regarding Consent Calendar item 1.d, he would like the record to reflect that he did not reject the Certificate of Environmental Impact Report. It was moved by Council Member Beck, seconded by Council Member Tay, and carried on roll call vote to approve Consent Calendar Items 1.a through 1.c. AYES: Council Member Kovacic, Beck, and Tay NOES: Mayor Pro Tern Chandler ABSENT: Council Member Segal 2. CITY MANAGER a. Temporary Municipal Law Enforcement Services Agreement with the City of Sierra Madre for the period of February 15, 2016, through June 30, 2016. Recommended Action: Approve Police Chief Guthrie provided the staff report. John Capoccia, Mayor of the City of Sierra Madre Mayor, appeared and addressed the City Council regarding the difficulties faced by the City of Sierra Madre since the reduction in their Utility Users Tax from 10% to 8%; and explained their current need for help with police services. April Verlato, an Arcadia resident, appeared and expressed her concerns about sharing Arcadia police services with Sierra Madre; she spoke about residential burglaries in general, and added that she will encourage people to vote no on Measure A, but would like to keep police services in Arcadia. Peter Amundson, an Arcadia resident, appeared and also spoke about the increase in crime; and stated his concerns if this item was too passed, and urged the City Council to vote no. It was moved by Mayor Pro Tern Chandler, seconded by Council Member Tay to deny a Temporary Municipal Law Enforcement Services Agreement with the City of Sierra Madre for the period of February 15, 2016, through June 30, 2016.
