HomeMy WebLinkAbout04/21/2015 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, APRIL 21, 2015 CALL TO ORDER— Mayor Wuo called the meeting to order at 7:00 p.m. INVOCATION — Pastor Terrence Shay, Arcadia Chinese Baptist Church PLEDGE OF ALLEGIANCE— Mary Beth Hayes, Library and Museum Services ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Members Beck, Chandler, Kovacic, Tay, and Wuo ABSENT: None SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto stated there was no supplemental agenda information. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Tay, seconded by Mayor Pro Tern Kovacic, to read all ordinances and resolutions by title only and waive the reading in full. PUBLIC COMMENTS David Arvizu, spokesperson for the Save the Arcadia Highlands.org, appeared and spoke about the lawsuit filed against the City; he indicated that the SavetheArcadiaHighlands.org citizens are also working on modifying the City Building Codes; he indicated that the other homeowner associations in the City have contacted him and will be getting their input; that the SavetheArcadiaHighlands.org citizens are also researching and organizing to recall Mayor Wuo and Council Members Chandler and Tay; and stated that he is not willing to settle the lawsuit and that they intend to win. April Verlato, an Arcadia resident, appeared and spoke in support of the water conservation ordinance; and spoke about drought tolerant landscaping in lieu of lawns. Stuart Reeves appeared and spoke in support of water reduction; he asked about the measurement and reference period; and noted that his household averages about a 17% reduction in water. Lydia Loi, a licensed massage therapist in Arcadia, appeared and spoke in opposition of the City shifting the license process for massage therapists from the City to the State. City Manager Lazzaretto explained that Ms. Lo's concern is regarding the massage ordinance on the agenda which will shift the licensing process for massage therapists from the City to the State; he explained the process and indicated that it is not the City's intention to put anyone out 04-21-15 of business; and directed Ms. Lo to Development Services Director Kruckeberg who will explain more about the process. Yin Li Lan, through her interpreter Charlene Chou, a licensed massage therapist in Arcadia, also appeared and spoke in opposition of the City shifting the license process for massage therapists from the City to the State. 1. CONSENT CALENDAR a. Regular Meeting and Special Meeting Minutes of April 7, 2015. Recommended Action: Approve b. Appointment to the Metro San Gabriel Valley Service Council. Recommended Action: Appoint Council Member Chandler c. Ordinance No. 2326 amending portions of Division 1, Part 1, Chapter 2 of Article VI; portions of Division 8, Part 1, Chapter 4 of Article VI; and portions of Part 2, 6 and 7, Chapter 2 of Article IX of the Arcadia Municipal Code in order to update the City's Massage Therapist and Business Regulations. Recommended Action: Find that Ordinance No. 2326 is exempt from the requirements of the California Environmental Quality Act (CEQA); and adopt the Ordinance. d. Ordinance No. 2327 amending Section 7553.7.1 of the Arcadia Municipal Code concerning Outdoor Irrigation and Prohibited Water Uses. Recommended Action: Find that Ordinance No. 2327 is exempt from the requirements of the California Environmental Quality Act (CEQA); and adopt the Ordinance. e. Professional Services Agreement with Moss, Levy & Hartzheim, LLP for the City's Financial Auditing Service. Recommended Action: Approve It was moved by Council Member Tay, seconded by Council Member Beck, and carried on roll call vote to approve Consent Calendar items 1.a through 1.e. Kovacic on behalf of the City of Arcadia 04-21-15 REMARKS WERE MADE BY OUTGOING MAYOR JOHN WUO 2. CITY COUNCIL REORGANIZATION a. City Clerk Glasco called for the election of Mayor. Council Member Beck nominated Mayor Pro Tern Kovacic for Mayor. Noting no other nominations, City Council Members cast their votes for Mayor Pro Tern Kovacic for Mayor as follows: AYES: Beck, Chandler, Kovacic, Tay and Wuo NOES: None City Clerk Glasco announced that Mayor Pro Tern Kovacic was unanimously elected by the City Council to serve as Mayor from April 2015 to April 2016. b. Mayor Kovacic called for the election of Mayor Pro Tern. Council Member Wuo nominated Council Member Chandler for Mayor Pro Tern. Noting no other nominations, City Council Members cast their votes for Council Member Chandler for Mayor Pro Tern as follows: AYES: Beck, Chandler, Kovacic, Tay and Wuo NOES: None City Clerk Glasco announced that Council Member Chandler was unanimously elected by the City Council to serve as Mayor Pro Tern from April 2015 to April 2016. c. Comments were made by Mayor Kovacic d. Comments were made by Mayor Pro Tern Chandler e. Comments were made by Council Members Beck, Tay and Wuo; and City Clerk Glasco City Manager Lazzaretto thanked Council Member Wuo for his service as Mayor the past year and congratulated Mayor Kovacic and Mayor Pro Tern Chandler. City Attorney Deitsch also thanked Council Member Wuo for his year as Mayor and congratulated Mayor Kovacic and Mayor Pro Tern Chandler.
