ARCADIA PLANNING COMMISSION
SPECIAL MEETING MINUTES
Tuesday, March 22, 2016
CALL TO ORDER
Vice Chairman Lin called the meeting to order at 5:30 p.m.

ABSENT: Chairman Chiao
CONTINUATION OF DELIBERATIONS
1. Text Amendment No. 16-01 – City-initiated text amendments with an exemption under the California
Environmental Quality Act (CEQA) to amend Part 5 of Chapter 2 of Article IX of the Arcadia Municipal
Code pertaining to the City’s Single-Family Residential Zoning Regulations. (Planning Commission
deliberations were continued from the February 23, 2016, regular meeting.)
Applicant: City of Arcadia
Recommended Action: Provide a recommendation to the City Council concerning the proposed zoning
regulations.
Community Development Administrator, Jim Kasama introduced the item.
City Attorney, Steve Deitsch announced that since this meeting was a continuation of deliberations from the
February 23, 2016 meeting, which at that time the public hearing portion was conducted and closed;
therefore, there will be no further public comments. At that meeting the Commissioners requested that the
City Council authorize an Economic Impact Study to be done regarding the proposed Single-Family
Residential Zoning Regulations. At its meeting on March 15, 2016, the City Council decided by motion not to
authorize an Economic Impact Study. The main concerns were cost and the amount of time it would take to
complete such a study. The City Council urged the Commissioners to make a recommendation regarding
this item. Mr. Robert Stover, a resident of Arcadia raised a question regarding Commissioner Lewis’s
participation in the deliberations on this matter due to possible conflicts of interest because of her roles as
both a Planning Commissioner and a member of the Zoning Review Committee. Mr. Deitsch explained that
he advised Mr. Stover in a brief conversation that there is not a conflict of interest, and reiterated to the
Commissioners that there is no conflict of interest or other Political Reform Act concerns that would preclude
Commissioner Lewis’s participation. Also, there is no due process issue with Commissioner Lewis being
both a Planning Commissioner and a Zoning Review Committee Member as both are advisory bodies and
the decisions lie with the City Council.
Assistant City Manager/Development Services Director, Jason Kruckeberg presented the staff report.
The Planning Commissioners stated their recommendations on the proposed zoning regulation changes,
and directed that they be forwarded to the City Council.

Vice Chairman Lin adjourned the meeting at 7:12 p.m.
