HomeMy WebLinkAboutItem 3 Regular Meeting Minutes of 3-22-163-22-16 ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, March 22, 2016 CALL TO ORDER - Vice Chairman Lin called the meeting to order at 7:21 p.m. in the Arcadia City Council Chamber PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Chan, Lewis, Thompson and Lin ABSENT: Commissioner Chiao MOTION It was moved by Commissioner Chan and seconded by Commissioner Lewis to excuse Chairman Chiao from the meeting. Without objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS The Commissioners were given several items regarding item No. 2; an additional letter regarding item No. 3; and a number of pieces of material regarding item No. 2 were emailed to the Commissioners prior to the meeting. PUBLIC COMMENTS There were none PUBLIC HEARINGS 1. Resolution No. 1960 – Approving Conditional Use Permit No. CUP 16-01 with a Categorical Exemption under the California Environmental Quality Act (CEQA) to allow the selling of beer and wine at an existing 36 square-foot guest market in the lobby of the hotel (dba: Springhill Suites) at 99 North Second Avenue. Applicant: Lodging Concessions, LLC Recommended Action: Adopt Resolution No. 1960 Community Development Administrator, Jim Kasama introduced the item and turned it over to Associate Planner, Tom Li, who presented the staff report. Vice Chairman Lin opened the public hearing and asked if the applicant would like to speak. The applicant couldn’t attend the meeting due to an emergency, but did inform staff that he is in agreement with the conditions set forth in the staff report. Vice Chairman Lin asked if anyone would like to speak in favor of the item. No one responded. Arcadia Planning Commission Regular Meeting Minutes Tuesday, March 22, 2016 Vice Chairman Lin asked if anyone would like to speak in opposition to this item. No one responded. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis to close the public hearing. Without objection, the motion was approved. Resolution No. 1952 – Approving Conditional Use Permit No. CUP 15-03, Architectural Design Review No. ADR 15-06, and a Wireless Regulation Waiver No. W 15-01 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new wireless communication facility with a 53’-0” tall monopole antenna structure camouflaged as a Eucalyptus tree and a 200 square-foot, 8’-0” tall equipment enclosure at an R-1 Zoned property at 1881 S. First Avenue, the Church of the Transfiguration – This item was continued from the January 12, 2016 meeting. Applicant: Verizon Wireless Recommended Action: Adopt Resolution No. 1952 Community Development Administrator, Jim Kasama introduced the item and turned it over to City Attorney Associate, Gail Karish, and Contract Planner, Jeff Hamilton, who presented the staff report. Vice Chairman Lin opened the public hearing and asked if the applicant would like to speak. The applicant’s representative, Mr. Robert McCormick spoke. Vice Chairman Lin asked if anyone else would like to speak in favor of the item. Reverend Julie Bryant of the Church of the Transfiguration spoke. Vice Chairman Lin asked if anyone would like to speak in opposition to this item. Homeowners’ Association Appeal No. HOA 15-04 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for an appeal of the Rancho Santa Anita Residents’ Association Architectural Review Board’s approval of the design for a proposed 4,977 square-foot, two-story, traditional-style, single-family residence with an attached two-car garage at 407 Oxford Drive - This appeal was continued from the January 12, 2016 meeting. Appellants: John and Demie Kiragis, and Robert and Kris McNamara Applicant: Mr. Michael Fox Recommended Action: Deny appeal and uphold ARB approval Community Development Administrator, Jim Kasama introduced the item and turned it over to Associate Planner, Nick Baldwin, who presented the staff report. Vice Chairman Lin opened the public hearing and asked if the appellants would like to speak. Appellant, Ms. Kris McNamara spoke. Vice Chairman Lin asked if anyone else would like to speak in favor of the appeal. No one responded. Vice Chairman Lin asked if the appellant would like to speak in rebuttal. Appellant, Mr. John Kiragis responded. MOTION It was moved by Commissioner Chan, seconded by Commissioner Thompson to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Thompson, seconded by Commissioner Lewis to deny Homeowners’ Association Appeal No. HOA 15-04 and uphold the ARB approval for a proposed 4,977 square-foot, two-story, traditional-style, single-family residence with an attached two-car garage at 407 Oxford Drive, subject to the conditions set forth in the staff report, and with a finding that the project is Categorically Exempt under the California Environmental Quality Act (CEQA). Recommended Action: Approve MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis, to approve the minutes as presented. ROLL CALL AYES: Commissioners Chan, Lewis, Thompson, and Lin NOES: None ABSENT: Chairman Chiao MATTERS FROM CITY COUNCIL LIAISON Mayor Kovacic thanked the Planning Commission for the time put in earlier this evening. He announced that there are two events coming up: The Mayor’s Community Breakfast on Friday April 1st at the Frontrunner Restaurant at Santa Anita Park, and Law Day on April 30th at the Arcadia Public Library. Additionally, the General Municipal Election ballots are to be returned to City Hall in person or by mail by April 12th. Mayor Kovacic stated that Measure ‘A’ is on the ballot, and voting ‘yes’ means to get rid of the Utility User Tax (UUT), and voting ‘no’ means to keep the UUT. Arcadia Planning Commission Regular Meeting Minutes Tuesday, March 22, 2016 MATTERS FROM PLANNING COMMISSIONERS Commissioner Chan commended staff for doing an excellent job this evening. He thanked City Attorney, Mr. Stephen Deitsch for explaining that Commissioner Lewis does not have a conflict of interest because of her roles as a Planning Commissioner and as a member of the Zoning Review Committee. Commissioners Lewis and Thompson announced that they attended the League of California Cities’ Planning Commissioners’ Academy that was held during the beginning of the month. MATTERS FROM MODIFICATION COMMITTEE Vice Chairman Lin reported that the Modification Committee meeting was canceled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Community Development Administrator, Jim Kasama announced that there are a few items scheduled for the April 12th meeting, which will be held in the Community Room of the Arcadia Police Department due to election activities being held in the Council Chambers that evening. The items are a design review revision for a condominium project at 501 N. Santa Anita Avenue, and possibly a Modification application for a new house proposed at 901 Fallen Leaf Road. ADJOURNMENT Vice Chairman Lin adjourned the meeting at 11:15 p.m., to Tuesday, April 12, 2016, at 7:00 p.m., in the Community Room of the Arcadia Police Department at 250 W.
