SANTA ANITA AVENUE & DUARTE ROAD MIDBLOCK CROSSWALKS
STUDY SUMMARY
CITY COUNCIL STUDY SESSION, 3/15/16
Several months ago, a study was initiated to evaluate five important midblock
crosswalks as follows:
• Across Duarte Road at Lovell Ave. - Crosswalk only
• Across Duarte Road approximately 600 feet east of Baldwin Ave. - Crosswalk
with In-Roadway Warning Lights (IRWL) and overhead beacon
• Across Duarte Road approximately 370 feet west of Baldwin Ave. - Crosswalk
only
• Across Santa Anita Avenue at Alta Street - Crosswalk with IRWL
• Across Santa Anita Avenue at Leroy Ave. - Crosswalk with IRWL
The traffic engineering firm of KOA Corporation was retained to perform the study. The
goals of the study were:
1. Evaluate these crosswalks for their need and usefulness, and make
recommendations for changes if necessary
2. Evaluate the use of the In Roadway Warning Lights (IRWL) at these locations
and in general, and make recommendations for changes if necessary
3. Consider the criteria and process for the evaluation of other midblock crosswalks
There are very few if any formal guidelines for the placement of crosswalks and lighting
systems. KOA used the following sources to evaluate the five locations:
• California Manual on Uniform Traffic Control Devices (CAMUTCD)
• City of West Hollywood
• City of San Diego
The following observations were made for optimal use of the IRWL:
• Should not be used unless crosswalk is very active (40 or more pedestrians use
crosswalk in each of at least two hours of the day)
• Should be where vehicle speeds are below 45 MPH
• Should be understood that maintenance costs will be high because of the
constant vehicle impact
From these results, the recommendations are:
• Intersection of Duarte Road and Lovell Ave. - Install a full traffic Signal at the
with crosswalks and pedestrian phases
• Duarte Road Crosswalk east of Baldwin Avenue - Remove the crosswalk, the
IRWL and the overhead flashing beacon
• Duarte Road Crosswalk west of Baldwin Avenue - Remove the crosswalk
• Intersection of Santa Anita Avenue and Leroy Avenue - Install a full traffic signal
with crosswalks and pedestrian phases - remove the IRWL system
• Santa Anita Avenue Crosswalk at Alta Street - Remove the IRWL System and
install an overhead Beacon
Recommendations / Next Steps
The California Vehicle code requires that to remove a crosswalk, the local jurisdiction
must publish a notice and give the public an opportunity to be heard. If it is the City
Council's desire to proceed with the recommendations of the study, arrangements will
be made to hold community meetings, and implementation projects will be proposed in
next year's Capital Improvement Program.
