HomeMy WebLinkAboutItem 9 - 4-12-16 Planning Commission Minutes 1 4-12-16 ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, April 12, 2016 CALL TO ORDER – Chairman Chiao called the meeting to order at 7:10 p.m. in the Arcadia Police Department Community Room PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Chan, Lewis, Thompson, Lin and Chiao ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS A handout of the previously approved and revised designs for item 1, and information regarding a Lot Line Adjustment were distributed to the Planning Commissioners PUBLIC COMMENTS None PUBLIC HEARING 1. Resolution No. 1961 – Approving Modification Application No. MP 16-04, revisions to previously approved Multiple-family Architectural Design Review No. MFADR 14-09, and extension requests for the previously approved Zone Variance No. ZV 15-02, Modification No. MP 14-17, and Oak tree Encroachment Permit No. TRE 14-30, with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a 20- unit residential condominium development at 501 N. Santa Anita Avenue Applicant: Mr. James Li Recommended Action: Approve and Adopt Resolution No. 1961 Community Development Administrator, Jim Kasama introduced the item and turned it over to Associate Planner, Jordan Chamberlin, who presented the staff report. Chairman Chiao opened the public hearing and asked if the applicant would like to speak. Mr. Rob Tyler of Tyler Gonzalez Architects responded. Chairman Chiao asked if anyone would like to speak in favor of the item. No one responded. Chairman Chiao asked if anyone would like to speak in opposition to this item. Ms. Evelyn Off, an Arcadia resident responded. Chairman Chiao asked if the applicant would like to speak in rebuttal. Mr. Rob Tyler responded. 2 4-12-16 MOTION It was moved by Commissioner Lin, seconded by Chairman Chiao to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Lin, seconded by Commissioner Lewis to adopt Resolution No. 1961 – Approving Modification Application No. MP 16-04, the revisions to the previously approved Multiple-family Architectural Design Review No. MFADR 14-09, and the extension requests for the previously approved Zone Variance No. ZV 15-02, Modification No. MP 14-17, and Oak tree Encroachment Permit No. TRE 14-30 as amended, with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a 20-unit residential condominium development at 501 N. Santa Anita Avenue, subject to the conditions in the staff report and an added condition of approval that the colors of the stone and stucco for the exterior of the property are to be approved by the Development Services Director or designee and be different from those proposed by the applicant and architect. Cancellation of the April 26, 2016, Regular Meeting of the Planning Commission. Recommended Action: Approve It was moved by Commissioner Thompson, seconded by Commissioner Lin to approve Consent Calendar items 2 through 4. ROLL CALL AYES: Commissioners Thompson, Lin, Lewis, Chan, and Chiao NOES: None 3 4-12-16 MATTERS FROM CITY COUNCIL LIAISON Mayor Kovacic announced that this is his last meeting as the Council Liaison of the Planning Commission. As a former Planning Commissioner for two terms, he appreciates the time and effort it takes to be a Planning Commissioner and thanked the Commissioners for their service. In addition, he announced that the election is today, ballots must be submitted to the City Clerk’s office by 8:00 p.m., and there will be a preliminary count this evening. On April 26, the City Council will reorganize and the new City Council members will be sworn in. He invited the Planning Commissioners to attend a reception before the meeting at 6:00 p.m. At the last City Council meeting the Zoning Regulations were adopted with a 3 to 2 vote. Next Tuesday night there will be a second reading and the City Council will address when the Ordinance will be applicable and will determine what will happen to pending applications. He mentioned that there were several volunteers in attendance at the Silver Circle event and thanked everyone for attending. He announced the following upcoming events; Law Day will be held on April 30th and 23 lawyers have volunteered so far, this is the 18th year the event has been held and thousands of people have been assisted throughout the years. On May 7th the Fire Department’s Annual Pancake Breakfast and the Community Bike Ride will be held. Mayor Kovacic thanked everyone who helped coordinate the events. MATTERS FROM PLANNING COMMISSIONERS Commissioner Thompson announced that he attended the Silver Circle Event and enjoyed it very much. Commissioner Chan commended Mayor Kovacic for his commitment to the City and for his services. He commended staff for doing an excellent job of hosting the Silver Circle Event. MATTERS FROM MODIFICATION COMMITTEE The Modification Committee meeting was canceled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama announced that there is a Conditional Use Permit application to expand a tutoring center on Las Tunas Drive and Santa Anita Avenue at the former Sir George’s restaurant location scheduled for the May 10 Planning Commission meeting. He also announced that an appeal has been filed by Verizon Wireless for the denial of Conditional Use Permit No. CUP 15-03, Architectural Design Review No. ADR 15-06, and Wireless Regulation Waiver Request No. 15-01, and the hearing is being scheduled for the May 3 or May 17 City Council meeting. ADJOURNMENT The Planning Commission adjourned the meeting at 7:59 p.m. to Tuesday, May 10, 2016, at 7:00 p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
