ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, July 12, 2016
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California,
during normal business hours.
CALL TO ORDER
Chairman Chiao called the meeting to order at 7:00 p.m. in the Arcadia City Council Chamber
PLEDGE OF ALLEGIANCE
ROLL CALL:
PRESENT: Commissioners Chan, Lewis, Lin, Thompson and Chiao
ABSENT: None
PLANNING COMMISSION REORGANIZATION
Chairman Chiao called for nominations for Chairman of the Planning Commission.
Commissioner Thompson nominated Vice Chairman Lin for Chairman. There were no other
nominations. Without objection, the nominee was elected Chairman.
Chairman Lin called for nominations for Vice-Chairman.
Commissioner Thompson nominated Commissioner Chan for Vice Chairman. There were no
other nominations. Without objection, the nominee was elected Vice Chairman.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
The following information was distributed: For Item 1, information regarding the home to be built
at 219 E. Haven Avenue; for Item 2, the floor plans for the proposed house; for Item 3, a letter
and petition; and the information requested by Commissioner Chan about the number of tutoring
centers and martial art studios.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARINGS
1. Appeal of the Development Services Department’s decision to approve Single-Family
Architectural Design Review No. SFADR 16-17 for a proposed 4,315 square-foot, Prairie-style,
two-story, single-family residence with an attached 422 square-foot, two-car garage at 300 E.
Haven Avenue
Appellants: Marguerite Estevez, Sharyll Kettell, and David Arvizu
Applicant: Philip Chan, Home Designer
Recommended Action:
Deny Appeal and Uphold Approval
Community Development Administrator Jim Kasama introduced the item and turned it over to
Associate Planner Nick Baldwin who presented the staff report.
Chairman Lin opened the Public Hearing.
Chairman Lin asked if the appellant would like to speak on this item.

Chairman Lin asked if anyone else would like to speak in favor of the appeal.

Homeowner, Mr. Ivan Lam responded.
Chairman Lin asked if there was anyone who would like to speak in opposition to the
appeal.
Mr. Philip Chan, home designer responded.
Chairman Lin asked if anyone else would like to speak in opposition to the appeal.
No one responded.
Chairman Lin asked if the appellant would like to respond to any of the comments in
opposition to the appeal.
Appellant, Mr. David Arvizu responded.
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Thompson to close
the public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Lewis, seconded by Commissioner Chiao to deny the
appeal and uphold the approval of Single-Family Architectural Design Review No.
SFADR 16-17, subject to the conditions in the staff report and amended to include a
condition requiring a covenant be executed and recorded with the Los Angeles County
Recorder stating that this is a four-bedroom house and if there is a fifth bedroom there
must also be a third garage space.

Recommended Action: Deny Appeal and Uphold Approval

MOTION
It was moved by Commissioner Chiao, seconded by Vice Chairman Chan to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Thompson, to approve the appeal and overturn the
approval of Single-Family Architectural Design Review No. SFADR 16-18.
The motion did not receive a second.

appeal and uphold the approval of Single-Family Architectural Design Review No.
SFADR 16-18, subject to the conditions in the staff report.

3. Modification No. MP 16-07 with a Class 5 Categorical Exemption under the California
Environmental Quality Act (CEQA) for a proposed 8,398 square-foot, Contemporary-style, two-
story residence with reduced front, interior-side, and rear yard setbacks at 1076 Singing Wood
Drive
Applicant: Robert Tong, Home Designer
Recommend Action: Conditional Approval

over to Assistant Planner Jordan Chamberlin who presented the staff report.
Chairman Lin opened the Public Hearing.
Chairman Lin asked if the applicant would like to speak on this item.
Applicant and home designer, Mr. Robert Tong responded.
Chairman Lin asked if there was anyone else who would like to speak in favor of this
item.

It was moved by Commissioner Chiao, seconded by Commissioner Lewis to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Thompson to
conditionally approve Modification No. MP 16-07 with a Class 5 Categorical Exemption
under the California Environmental Quality Act (CEQA), subject to the conditions in the
staff report and amended to include a condition that should any of the protected trees
identified in the Tree Report be damaged, removed, or otherwise dies within 18 months
after a Certificate of Occupancy is issued, any and all remedies and penalties authorized
by the Arcadia Municipal Code may be applied by the Development Services Director, or
designee.

approve Consent Calendar Item 4.

MATTERS FROM CITY COUNCIL LIAISON
Council Liaison Verlato stated that it appears that more and more large homes are being
proposed and something to look at is the number of garage parking spaces being built with
these homes and the ability of property owners to build additional garages after the home is
built. Additionally, she suggested that the Commissioners look at all applicants equally
regarding developers and homeowners. Applicants should not be treated differently based on
the way they are going to use the house. She reported that at the July 5, City Council Meeting
the project at 901 Fallen Leaf Road, Modification Application No. MP 16-01 and Oak Tree
Encroachment Permit No. TRE 16-03 was presented and the City Council conditionally
approved the applications.
MATTERS FROM PLANNING COMMISSIONERS
Commissioner Chiao asked Mr. Kasama about the appeal process. He congratulated the new
Chairman and Vice Chairman.
Vice Chairman Chan thanked staff for their reports and for the information provided on the
number of tutoring centers and martial arts studios. He recommended raising the appeal fee
since it is relatively low compared to surrounding cities.
MATTERS FROM MODIFICATION COMMITTEE
Chairman Lin announced that the Modification Committee Meeting was cancelled

Mr. Kasama announced that there are items pending for the July 26th meeting.

The Planning Commission adjourned this meeting at 9:26 p.m. to Tuesday, July 26, 2016, at
7:00 p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia
