REGULAR MEETING MINUTES
TUESDAY, MAY 17, 2016
CALL TO ORDER— Mayor Beck called the meeting to order at 4:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Amundson, Chandler, Tay, Verlato, and Beck
ABSENT: None
PUBLIC COMMENTS — No one appeared.
Assistant City Manager/Development Services Director Kruckeberg introduced Assistant to the
City Manager Michael Bruckner.
STUDY SESSION
a. Report, discussion and direction regarding the Proposed 2016-17 Fiscal Year
Budget.
Assistant City Manager/Development Services Director Kruckeberg and Administrative Services
Director Quach presented an overview of the proposed 2016-17 Fiscal Year budget which
included General Fund estimates, General Fund revenues, property taxes, sales taxes, Utility
Users Tax, Vehicle License Fees, Transient Occupancy Tax, and licenses and permits, and
proposed new programs; he spoke about the Citywide Design Guidelines, outreach and
promotional efforts, the Capital Improvement budget, and the Equipment Replacement Fund.
Administrative Services Director Quach presented and explained General Fund revenues and
expenditures, and the various cost allocations; and provided an overview of the Other Post
Employment Benefits ("OPEB") Trust Fund which will be on a future agenda for discussion and
action.
Council Member Chandler proposed that City staff should meet with the race track to figure out
how the City can make more money from either wagering or taxes at the race track.
Mayor Beck noted that he would like to see the existing race track banners replaced because
they are weathered; and would also like to see banners put up down Santa Anita from the
freeway to Huntington Drive just like on Baldwin Avenue.
Police Chief Guthrie spoke about the established Police Foundation which has received
donations to assist with a canine program; he explained the need for a canine program and
indicated that the Foundation already has collected $25,000; and explained the cost for a canine
• would be about $45,000 to $50,000. Chief Guthrie spoke about the various personnel costs
associated with running a canine program which he feels should not be paid for by the
Foundation, but rather the Department.
Administrative Services Director Quach explained the proposed outsourcing of the billing and
collection of parking citations due to out-dated software for Fiscal Year 2016-17; and also

explained the costs, revenue and processes associated with outsourcing the administrative
citation program.
Administrative Services Director Quach summarized that an additional $186,000 is being
requested for the 2016-17 Fiscal Year overall operating budget and expenditures.
Administrative Services Director Quach also indicated that the General Fund operating
expenditures for Fiscal Year 2016-17 will have a surplus of about $3.5 million dollars and will
continue to make transfers to the equipment replacement fund of $900,000, Capital
Improvement Project fund of about $2 million dollars, and $500,000 for the new City Hall, if the
City Council wants to continue that transfer.
Council Member Chandler proposed to continue the transfer of $500,000 for a new City Hall,
Mayor Beck concurred.
In response to an inquiry from Council Member Tay, Assistant City Manager/Development
Services Director Kruckeberg provided a status of the Matt Waken Project in the downtown
area.
In response to questions raised by the City Council regarding unfunded liability, Administrative
Services Director Quach responded.
At 5:30 p.m., Mayor Beck called for a 10 minute break; and the City Council reconvened at 5:47
p.m.
Administrative Services Director Quach presented and explained the Capital Improvement
Project and Equipment Replacement Fund revenues and expenses; he commented on future
projects; and explained the funding sources and break-down of the $10.9 million dollars.
Staff provided the City Council with information regarding upcoming projects.
Mayor Beck noted there was no need for the additional budget study session on May 19.
At the request of Mayor Beck, Assistant City Manager Kruckeberg confirmed a May 25, budget
study session at 6:00 p.m.
The Study Session adjourned at 6:47 p.m. to Wednesday, May 25, 2016 at 6:00 p.m. in the
Police Department Community Services Room.
REGULAR CITY COUNCIL MEETING

REPORT FROM CITY ATTORNEY REGARDING STUDY/CLOSED SESSION ITEMS
City Attorney Deitsch reported that the City Council conducted a Study Session to hear a report
from staff concerning the proposed 2016-17 Fiscal Year budget; and further reported that the
Study Session was adjourned to May 25, 2016, at 6:00 p.m., with final adoption of the budget at
the June 7, 2016, City Council meeting.
City Attorney Deitsch further reported that the Closed Session item listed on the posted agenda
under Closed Session was continued to after the regular City Council meeting, and that it is not
anticipated there will be any reportable action.
Assistant City Manager/Development Services Director Kruckeberg stated there was no
supplemental agenda information.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE
THE READING IN FULL
A motion was made by Council Member Tay, seconded by Council Member Chandler to read all
ordinances and resolutions by title only and waive the reading in full.
PUBLIC COMMENTS
David Diaz, representative of the 626 Golden Streets event, appeared and provided information
about the event scheduled for Sunday, June 26 and invited everyone to attend.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense[AB 12341)
Council Member Chandler had no comments.
Mayor Pro Tern Amundson reminded everyone to attend the 19th Annual Michael Antonovich
Salute to Veterans at the Arcadia County Park on May 28; he spoke about the Economic
Development business guide which is located on the City's website, and spoke about business
development in the City in general.
Council Member Verlato reported that, as the liaison, she attended the Recreation and Parks
Commission and Planning Commission meetings; she commented on various items on the
Planning Commission agenda and noted that she is calling up a projects in the Upper Rancho
that had applied for a modification for the City Council to hear and consider; she noted that she
went on a tour of the Library; she announced that May 20, the Rotary Club will be putting up the
flags at the County Park as a "Field of Honor"; and announced that she will be attending the
Walk of Champions gala.
Council Member Tay announced the Arcadia Beautiful Commission tree planting ceremony on
May 19 at Newcastle Park; and the May 28 dedication of the Vietnam War Monument at the
County Park, and invited everyone to attend.

City Clerk Glasco also reminded everyone to attend the May 28 Arcadia Vietnam War
Monument Dedication.
Mayor Beck announced that he is attending the May 28 Vietnam War Monument Dedication at
the County Park, the Walk of Champions gala, and the tree planting ceremony at Newcastle
Park; he congratulated Senior of the Year Carol Libby; and asked for City Council votes for a
sub-committee to monitor the City's legal affairs, including litigation costs and bills, and that the
sub-committee would report back to the City Council.
City Attorney Deitsch explained that the sub-committee would be a standing committee, which
would be subject to the Brown Act; and discussed the difference between an ad hoc committee
and a standing committee. Council Member Chandler and Council Member Verlato concurred
with Mayor Beck to form the sub-committee.
Mayor Beck further indicated that Mr. George Fasching has been working with Denny's
Restaurant to get the windmill turned on, and that is scheduled to be operational on June 29;
and Mr. Fasching is also requesting that the fountain at the corner of Huntington Drive and
Santa Anita Avenue be turned back on; Mayor Beck asked the City Council for votes to turn the
fountain back on since it was a City Council decision to turn it off; and requested that it be
placed on the May 25 adjourned continued City Council meeting.
Assistant City Manager/Development Services Director Kruckeberg confirmed that the next
regular City Council meeting is June 7, not May 25; and Mayor Beck confirmed the item be
placed on the June 7, City Council meeting agenda.
1. CONSENT CALENDAR
a. Regular Meeting Minutes of April 5, 2016.
Recommended Action: Approve
b. Resolution 7120 requesting the Board of Supervisors of the Los Angeles County
Flood Control District of the State of California to accept, on behalf of said
district, the transfer and conveyance of storm drain improvements in First Avenue
known as miscellaneous transfer Drain No. 1861 in the City of Arcadia for future
operation, maintenance, repair, and improvement, and authorize the transfer and
conveyance thereof.

c. Budget appropriation in the amount of$10,000 for graffiti removal services.

d. Purchase of Crimeview Desktop and Dashboard Reconfiguration Services from
Tritech Software Systems (The Omega Group) for the Police Department in an
amount not to exceed $26,425.

e. Purchase of a Smart VMS HT trailer from Kustom Signals, Inc. in the amount of
$23,048

f. Purchase and installation of two Automated License Plate Recognition ("ALPR")
camera systems from 3M — Pips TM Technology, Inc. in the amount of$38,403.

g. Contract with American Asphalt South, Inc. for the Fiscal Year 2015/16 Annual
Slurry Seal project in the amount of$544,680.81.
Recommended Action: Approve
h. Contract with Vasil', Inc. for the Huntington Drive Sewer Capacity Improvement
project in the amount of$326,500.
Recommended Action: Approve
Mayor Beck requested Consent Calendar item 1.g be pulled for separate discussion.
It was moved by Council Member Chandler, seconded by Mayor Pro Tern Amundson, and
carried on roll call vote to approve Consent Calendar Items 1.a through 1.f and 1.h.

With regard to Consent Calendar item 1.g, in response to inquiries from Mayor Beck regarding
the Annual Slurry Seal Project and grinding for an additional $15,000, Public Works Services
Director Tait explained the slurry seal process and how slurry sealing is determined.
It was moved by Mayor Beck, and seconded by Council Member Chandler, and carried on roll
call vote to approve Consent Calendar Item 1.g. with an additional $15,000 to be utilized for
pavement grinding.

2. CITY MANAGER
a. Appointments to the Board of Directors of the Downtown Arcadia Improvement-
Association ("AIA"), and provide direction regarding the AIA sponsored Patriotic=
Festival scheduled for July 2, 2016.
Recommended Action: Make Appointments and Provide Direction
Assistant City Manager/Development Services Director Kruckeberg provided the staff report.
It was moved by Mayor Beck, seconded by Council Member Verlato, and carried on roll call vote
to appoint Assistant City Manager/Development Services Director Kruckeberg, Tim Schwehr,
and Peter Amundson to the Board of Directors of the Downtown Arcadia Improvement
Association ("AIA").

It was moved by Council Member Verlato, seconded by Mayor Pro Tern Amundson, and carried
on roll call vote, to allocate $5,000 to the AIA sponsored Patriotic Festival scheduled for July 2,
2016; and for safety purposes, close streets needed for the event.

Mayor Beck adjourned the regular meeting to Closed Session.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of John Doe, an individual, v. City of Arcadia, an
incorporated California Municipality, and Does 1 through 10, inclusive; United
States District Court Case No.: 2:15-cv-05736-CAS-AS.
No reportable action was taken.
ADJOURNMENT
Mayor Beck adjourned this meeting at 8:57 p.m. to Tuesday, June, 7, 2016, at 7:00 p.m. in the
City Council Chamber.
