HomeMy WebLinkAbout06/07/2016 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, JUNE 7, 2016 CALL TO ORDER— Mayor Beck called the regular meeting to order at 7:00 p.m. INVOCATION - Reverend Julie Bryant, Church of the Transfiguration PLEDGE OF ALLEGIANCE —Tom Tait, Public Works Services Director ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Member Amundson, Chandler, Tay, Verlato and Beck ABSENT: None REPORT FROM CITY ATTORNEY REGARDING OPEN SESSION/STUDY SESSION ITEMS City Attorney Deitsch reported that the City Council met in a Study Session to conduct interviews for potential candidates for appointment to the Planning Commission; and it is anticipated that an appointment will be made at the June 21 City Council meeting. City Attorney Deitsch further reported that the City Council conducted a Study Session to consider the one item listed on the posted agenda regarding the Presentation on the State of Crime in Arcadia and overview of Arcadia Police Department Operations, and that upon motion by Council Member Chandler, seconded by Council Member Tay, the City Council unanimously approved to reallocate $150,000 from Fiscal Year 2015-16 budget to purchase automated license plate readers and GPS devices for the Police Department. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto stated that one additional protest letter regarding Public Hearing item 1.a. was received after the agenda was posted and distributed to the City Council. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL It was moved by Council Member Tay, seconded by Council Member Chandler, to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Presentation of Arcadia Beautiful Awards. b. Presentation of Mayor's Certificate of Commendation to Arcadia High School student Philip Chao for winning the Gates Millennium Scholarship. c. Presentation of Mayor's Certificates of Commendation to the Apaches Tennis Team for winning their first CIF Southern Section title. 1 06-07-2016 1. PUBLIC HEARING a. Resolution No. 7123 setting service rates for the collection of residential refuse and recvclables pursuant to Section 5120.7 of the Arcadia Municipal Code. Recommended Action: Conduct Public Hearing and Adopt Resolution No. 7123 Public Works Services Director Tait and Environmental Services Officer Hevener provided the staff report. Mayor Beck opened the public hearing. No one appeared. A motion to close the public hearing was made by Council Member Chandler, seconded by Mayor Pro Tern Amundson, and seeing no further objection, Mayor Beck declared the public hearing closed. It was moved by Council Member Verlato, seconded by Council Member Chandler, and carried on roll call vote that the bear container cost be charged to the homeowner over a 24 month period. AYES: Council Member Verlato, Chandler, Amundson, Tay, Beck NOES: None It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on roll call vote to adopt Resolution No. 7123 setting service rates for the collection of residential refuse and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code. AYES: Council Member Chandler, Tay, Amundson, Verlato, Beck NOES: None PUBLIC COMMENTS — No one appeared. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense CAB 12341) Council Member Verlato indicated that she attended the 1,000 Flags Field of Honor at the County Park that was sponsored by Arcadia Rotary on May 21, and the Dedication of the Vietnam War Monument; she announced the 626 Golden Streets event at the end of June, the Patriotic Festival on July 2, and the Thoroughbred Walk of Champions event; she indicated that she attended the dedication of the William and Anthony Lin plaque at Arcadia High School; and commented that her father represented Mohammad Ali, and shared her personal experiences with him. Council Member Tay announced that on May 21 he also attended the 1,000 Flags Field of Honor at the County Park; and wished everyone a Happy Father's Day on June 19. Mayor Pro Tern Amundson indicated he attended the Thoroughbred Walk of Champions fundraising dinner; and thanked and congratulated City Clerk Glasco for his work on the Dedication of the Vietnam War Monument. 2 06-07-2016 Council Member Chandler also thanked and congratulated City Clerk Glasco for his work on the Dedication of the Vietnam War Monument. City Clerk Glasco spoke about the Vietnam War Monument dedication event, and thanked everyone for attending. Mayor Beck also thanked City Clerk Glasco for his work on the Vietnam War Monument; he indicated that he also meet Mohammed Ali; he also commented on the Thoroughbred Walk of Champions event; he congratulated all the homeowners who won Arcadia Beautiful awards; he congratulated Arcadia High School student Philip Chao for winning the Gates Millennium $500,000 Scholarship Award, and congratulated the Apaches Tennis Team for winning their first CIP Southern Section title. At the request of Mayor Beck, City Manager Lazzaretto spoke about residential zoning, Airbnb locations in Arcadia, and vacant homes. Mayor Beck also commented on the Walk of Champions event and the William and Anthony Lin plaque dedication at Arcadia High School and wished all fathers a Happy Father's Day. 2. CONSENT CALENDAR a. Regular Meeting Minutes of April 19, 2016, Adjourned Regular Meeting Minutes of April 26, 2016, and Regular Meeting Minutes of May 3, 2016. Recommended Action: Approve b. Agreement with Beacon Media, Inc. for Legal Publication Services in an amount not to exceed $8,000. Recommended Action: Approve c. Resolution No. 7129 approving the quitclaim of certain street rights-of-way, and the offer of easements to the Metro Gold Line Foothill Extension Construction Authority for structures related to the Metro Gold Line Foothill Extension Rail Proiect. Recommended Action: Adopt d. Purchase Order with Fuller Engineering, Inc. for the purchase and delivery of Sodium Hypochlorite for the disinfection of the City's municipal water supply in the amount of$ 40,210.10. Recommended Action: Approve e. Extension to the Purchase Order with Western Water Works Supply Company for the purchase of water pipeline fittings, brass valves, and other related accessories for the City's water distribution system in the amount of$107,000. Recommended Action: Approve f. Extension to the Professional Services Agreement with Wittman Enterprises, LLC for ambulance billing and collection services in the amount of$85,242.15. Recommended Action: Approve 3 06-07-2016 g. Professional Services Agreement with Beatrice Picon to administer the Community Development Block Grant Home Improvement Program. Recommended Action: Approve h. Resolutions initiating proceedings for the annual levy and collection of assessments, approving the preliminary engineer's report, and declaring intention to levy and collect assessments for Fiscal Year 2016-17 and appointing a time and place for a public hearing for the Arcadia Citywide Lighting District No. 1. Recommended Action: Find that the Resolutions are exempt under the California Environmental Quality Act and adopt the Resolutions. Resolution No. 7125 initiating proceedings for the annual levy and collection of assessments for the Arcadia Citywide Lighting District No. 1 pursuant to the provisions of Part 2 of Division 15 of the California Streets and Highways Code and ordering the preparation of the Engineer's Report. Resolution No. 7126 approving the preliminary Engineer's Report of Willdan Financial Services for the Arcadia Citywide Lighting District No. 1. Resolution No. 7127 declaring its intention to levy and collect assessments within the Arcadia Citywide Lighting District No. 1 for Fiscal Year 2016-17 and appointing a time and place for a public hearing. It was moved by Council Member Tay, seconded by Mayor Pro Tern Amundson, and carried on roll call vote to'approve Consent Calendar Items 1.a through 1.h. AYES: Council Member Tay, Amundson, Chandler, Verlato, Beck NOES: None ABSENT: None 1. CITY MANAGER a. Ordinance No. 2337 repealing Chapter 9.4 of Article IV of the Arcadia Municipal Code regarding Sex Offender Registration. Recommended Action: Introduce City Manager Lazzaretto provided the staff report. It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on roll call vote to introduce Ordinance No. 2337 repealing Chapter 9.4 of Article IV of the Arcadia Municipal Code regarding Sex Offender Registration. AYES: Council Member Chandler, Tay, Verlato, Amundson and Beck NOES: None ABSENT: None 4 06-07-2016 b. Modifications to the Fare Structure for Arcadia Transit. Recommended Action: Approve Transportation Services Manager Hui provided the staff report. Gail Marshall, former Arcadia Mayor, appeared and provided the City Council with hand-outs, she thanked the City Council for their comments regarding the Thoroughbred Walk of Champions; she explained the history of the Arcadia Dial-A-Ride program; she spoke about the fixed route system and wanted to know why the City does not just open up the bus service to the elderly and disabled to take them to doctor appointments, City of Hope, etc., instead of a fixed route when one already exists; she indicated that Arcadia not in compliance with the ADA federal laws; and urged the City Council to assist the elderly and disabled with this matter. It was moved by City Council Member Chandler, seconded by Mayor Pro Tem Amundson, and carried on roll call vote to approve modifications to the fare structure for Arcadia Transit. A substitute motion was moved by Council Member Verlato, seconded by Council Member Tay, to approve modifications to the fare structure for Arcadia Transit, with the exception of the monthly fee remaining at$5.00 per month. AYES: Council Member Verlato, Tay, Amundson, Chandler, and Beck NOES: None • ABSENT: None c. Report, discussion and direction regarding the operation of the Arcadia Peacock Fountain. Recommended Action: Provide Direction City Manager Lazzaretto presented the staff report. It was moved by Mayor Beck, seconded by Council Member Chandler, and carried on roll call vote to turn on the Arcadia Peacock Fountain.
