ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES

CALL TO ORDER – Chairman Lin called the meeting to order at 5:00 p.m. in the Arcadia City Council
Chambers Conference Room
PRESENT: Commissioners Lewis, Thompson, Chan, and Lin
ABSENT: Commissioner Chiao
MOTION
It was moved by Commissioner Lewis, seconded by Vice Chairman Chan to excuse
Commissioner Chiao from the meeting. Without objection the motion was approved.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
There were none.
PUBLIC COMMENTS
There were none.
STUDY SESSION
a. Presentation and discussion regarding the proposed Development Code Update.
Planning Manager Lisa Flores and MIG consultants, Genevieve Sharrow and Laura
Stetson, presented information on the proposed Development Code Update.
Chairman Lin recessed the meeting at 6:10 p.m. to reconvene at 7:00 p.m. in the City Council
Chambers.

Chairman Lin called the regular session to order at 7:00 p.m. in the Arcadia City Council
Chamber

ABSENT: Commissioner Chiao
MOTION
It was moved by Vice Chairman Chan, seconded by Commissioner Lewis to excuse
Commissioner Chiao from the meeting. Without objection the motion was approved.

PUBLIC HEARINGS
1. Appeal of the Development Services Department decision to deny Single-Family Architectural
Design Review No. SFADR 14-108 for a proposed 4,326 square-foot, Spanish Mediterranean-
style, two-story, single-family residence with an attached one-car garage and a detached two-
car garage at 1718 Mayflower Avenue.
Appellant and Applicant: Forrest Tsao, Designer
Recommended Action: Deny Appeal and Uphold Denial
Community Development Administrator Jim Kasama introduced the item and turned it over to
Assistant Planner Vanessa Quiroz who presented the staff report.
Chairman Lin opened the Public Hearing.
Chairman Lin asked if the appellant would like to speak on this item.
Appellant, Mr. Forrest Tsao responded.
Chairman Lin asked if anyone else would like to speak in favor of the appeal.
Greg Churchill, homeowner at 1724 Mayflower Avenue, responded.
Hua Wang, also responded.
Chairman Lin asked if there was anyone who would like to speak in opposition to the
appeal.
No one responded.
MOTION
It was moved by Vice Chairman Chan, seconded by Commissioner Lewis to close the
public hearing. Without objection, the motion was approved.

It was moved by Commissioner Thompson, seconded by Chairman Lin to deny the
appeal and uphold the Development Services Department decision to deny Single-
Family Architectural Design Review No. SFADR 14-108 for a proposed 4,326 square-

Categorical Exemption under the California Environmental Quality Act (CEQA) for a front yard

setback of 25’-0” in lieu of 41’-0” required along Holly Avenue for a new 4,691 square-foot, two-
story residence at 2119 Holly Avenue.

Recommended Action: Conditional Approval

public hearing. Without objection, the motion was approved.

It was moved by Commissioner Thompson, to deny Modification No. MP 16-03 and
Architectural Design Review No. SFADR 16-11 with a Class 5 Categorical Exemption
under the California Environmental Quality Act (CEQA) for a front yard setback of 25’-0”
in lieu of 41’-0” required along Holly Avenue for a new 4,691 square-foot, two-story
residence at 2119 Holly Avenue.
The motion did not receive a second.

It was moved by Commissioner Lewis, seconded by Vice Chairman Chan to
conditionally approve Modification No. MP 16-03 and Architectural Design Review No.
SFADR 16-11 with a Class 5 Categorical Exemption under the California Environmental
Quality Act (CEQA) for a front yard setback of 25’-0” in lieu of 41’-0” required along Holly
Avenue for a new 4,691 square-foot, two-story residence at 2119 Holly Avenue, subject
to the conditions in the staff report and because the Modification will secure an
appropriate improvement of the lot and promote uniformity of development, and that the
design is consistent with the City’s Single-Family Residential Design Guidelines.

It was moved by Vice Chairman Chan, seconded by Commissioner Lewis to approve
Consent Calendar Item 3.

MATTERS FROM CITY COUNCIL LIAISON
City Council Liaison Verlato reported that at the August 2, City Council meeting, the appeals of
three business license revocations were denied, and CUP 15-05 for a tutoring center at 1012
South Baldwin was approved based upon the conditions that there is a reduction in the total
number of students and that bus transportation is provided to avoid parking problems. She
expressed that the City Council is looking forward to reviewing the proposed Development Code
Update. Ms. Verlato also mentioned that the August 2, City Council meeting was adjourned in
honor of Floretta Lauber, who was Arcadia’s first female Mayor, City Council member, and
Planning Commission member.
MATTERS FROM PLANNING COMMISSIONERS
Vice Chairman Chan asked if there were requirements on single-family residences to have
basement stairway lighting in case of power outages. Mr. Kasama responded that it probably is
not a requirement for single-family residences, but will check with the Building Official.
MATTERS FROM MODIFICATION COMMITTEE
Chairman Lin announced that the Modification Committee Meeting was cancelled.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama announced upcoming agenda items for the August 23, Planning Commission
meeting including a revised proposal from Verizon for a new wireless communication facility that
will be housed in a faux bell tower, a Text Amendment and draft Ordinance to regulate the
recreational use of marijuana in the City of Arcadia, and a proposed modification to a front yard
setback at 110 E. Camino Real Avenue.
ADJOURNMENT
The Planning Commission adjourned this meeting at 7:45 p.m. to Tuesday, August 23, 2016, at
7:00 p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia
