CITY OF ARCADIA Arcadia Modification Committee Regular Meeting Agenda Tuesday, August 23, 2016, 7:45 a.m. Location: City Council Chamber Conference Room, 240 W. Huntington Drive, Arcadia Pursuant to the Americans with Disabilities Act, persons with a disability who require a disability related modification or accommodation in order to participate in a meeting, including auxiliary aids or services, may request such modification or accommodation from Planning Services at 626-574-5423. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to the meeting. CALL TO ORDER ROLL CALL COMMITTEE MEMBERS: Brad Thompson, Chairman Dominic Lazzaretto, Committee Member and City Manager Jason Kruckeberg, Committee Member and Assistant City Manager/Development Services Director SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS PUBLIC COMMENTS (5 minute time limit per person) Each speaker is limited to five (5) minutes per person, unless waived by the Modification Committee. Under the Brown Act, the Members are prohibited from discussing or taking action on any items not listed on the posted agenda. The matter will be referred to staff for an appropriate response, or will be placed on the agenda of a future meeting. PUBLIC HEARING All interested persons are invited to appear at a public hearing and to provide evidence or testimony concerning any of the proposed items set forth below for consideration. Separate and apart from the applicant (who may speak longer in the discretion of the Committee) speakers shall be limited to five (5) minutes per person. The applicant may additionally submit rebuttal comments, at the discretion of the Committee. You are hereby advised that should you desire to legally challenge in court any action taken by the Modification Committee regarding any Public Hearing item, you may be limited to raising only those issues and objections you or someone else raised at the public hearing or in written correspondence delivered to the Modification Committee at, or prior to, the public hearing. Modification No. MC 16-03 and Sign Design Review No. SADR 16-07 with a Class 3 Categorical Exemption under the California Environmental Quality Act (CEQA) to replace the existing monument sign with a new double-sided monument sign with LED message boards on a multi-family (R-3) zoned property. Duarte Road Recommendation: Conditional Approval There is a five working day appeal period after the approval/denial of the request. Appeals are to be filed by 5:30 p.m. on Tuesday, August 30, 2016. 2. Modification No. MC 16-04 and Sign Design Review No. SADR 16-19 with a Class 3 Categorical Exemption under the California Environmental Quality Act (CEQA) to replace the existing monument sign with a new double-sided monument sign with LED message boards and two illuminated directional signs on an institutional property zoned single-family (R-1) residential. Duarte Road Recommendation: Conditional Approval There is a five working day appeal period after the approval/denial of the request. Appeals are to be filed by 5:30 p.m. on Tuesday, August 30, 2016. 3. Modification No. MC 16-13 and Single Family Architectural Design Review No. SFADR 16-13 with a Class 5 Categorical Exemption under the California Environmental Quality Act (CEQA) to maintain a street-side yard setback of 19’-3” where 25’-0” is required for the conversion of a 320 square foot front covered porch into livable space. The proposed project also includes design review for a 157 square foot second-story addition and a 61 square foot first floor addition to the existing house. ADJOURNMENT The Modification Committee will adjourn this meeting to Tuesday, September 13, 2016, at 7:45 a.m. in the City Council Chamber Conference Room, 240 W. Huntington Drive, Arcadia.
