When the city allows the building of these
mansions which cover 2/3 of the plot we are not
meeting the emission reduction goal nor the
sustainable principles.
I am also not going to comment on the way the
rest of the houses on our beautiful California
Ranch Style homes street look just like "shacks."

Good evening. My name is Sherry Xi, live at 1035 S 5th Ave. I bought my house 4 years ago
q4.4.
because of nice streetscape and wide mountain view. In past 4 years, I saw many new house en
constructions going on in Arcadia and I felt lucky because we didn't have any on our street. The _ 6
street was kept quiet, clean and beautiful as usual. However not long time ago when old house at
1235 S 5th Ave was torn down, I realized things changed. This big giant house has more than
6000 sf. Nobody admits this house blends into neighborhood well, from design and scale. The
looking at that section is kind of funny. Huge modern mansion with two old small single floor
ranch style houses sitting next to it. I spoke to direct neighbors. Both of them complaint a lot
about light, privacy, distance between houses etc. I feel this house is a mistake and brings
negative contribution to our streetscape. The reason I talk about this house here because we don't
want mistake repeated on our street. 920,this proposed project is definitely brother of 1235, over
NCO gen
I have experienced one hearing with Planning Commission, and one hearing with City Council.
From two hearings, I learned 2 main comments that board members brought up.
First comments is"your street already has 2 story houses". To me, it sounds like"since there's
mistake already, lets make more mistakes". I'm not pointing that all two stories on our street are
mistake, but the house like 1235 is definitely a mistake. We do have some two story houses on
the block, but its only about 7%. I personally talked to owners door by door. Majority owners are
in favor of preserving our streetscape as is. The proposed project will be a negative contribution
to our streetscape because of its scale. Although they are willing to reduce some sizes, but its not
significant.
Second comment from board members is "the design plan already follows and meets code". I
believe all new house construction plan follows code pretty well in order for designers to get
permit. To me the point should be whether or not they follows city development guideline. The
guidline states"preserving the quality and integrity of the residential neighborhoods is an
important component". According to Goal H-1, City needs to"Support the preservation and
maintenance of historically and architecturally significant buildings and neighborhoods", and
"Preserve the unique environmental aspects of the community, including hillsides, canyons, and
other environmental amenities, by allowing only minimal disruption and low-density
development". So whether or not the design and scale blended into neighborhood should be
considered very carefully.
I feel on our street the most argumentative point is whether or not our street should be preserved.
My opinion is it is very worth to preserve 5th. ( show pic) We have same ranch style houses,
wide opened front lawn, maple trees, mountain views. All integrated and forms our decent and
charming street. I want to mention something here. About 20 years ago, China suffered same
struggling in city development boomer. Many old houses were torn down and new modern high
buildings came out quickly all over the country. Guess what happened today? A new buyer
market is formed. There're buyers looking for old style houses and the price is double or triple
times of other houses in same location. Even government is remodeling old houses to make it a
commercial zone for visitors. Imagine, if some day visitors riding on Arcadia city tour bus, look
around our historical decent 5th ave, would that be nice?Maybe our street is another attractive
spot for visitors. So tonight all I want to say is "Save our 5th ave".
