ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, September 13, 2016
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California,
during normal business hours.
CALL TO ORDER

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
The following items were distributed to the Planning Commissioners: an analysis from
Commissioner Thompson relating to Item 1, emails relating to Items 2 and 3, and copies of the
articles regarding the recent Tree Preservation Ordinance Amendment, which were published in
English, Spanish, and Chinese. In addition, City Attorney Stephen Deitsch introduced Senior
Associate Michael Maurer of Best, Best and Krieger (the law firm of the City Attorney). Mr. Deitsch
announced that Mr. Maurer will handle all future Planning Commission meetings as Assistant City
Attorney, but he will still be available to answer any questions if necessary.

PUBLIC HEARINGS
1. Resolution No. 1973 – General Plan Amendment No. GPA 16-03, Zone Change No. ZC 16-03,
and Text Amendment No. TA 16-03 with a Mitigated Negative Declaration in compliance with the
California Environmental Quality Act for the City of Arcadia Zoning and Subdivision Code Update
(“Development Code Update”)
Applicant: City of Arcadia
Recommended Action: Adopt Resolution No. 1973 and forward a recommendation to the City
Council
Community Development Administrator Jim Kasama introduced the item and turned it
over to Planning Services Manager Lisa Flores. Mrs. Flores introduced Consultant Laura
Stetson of MIG who provided a presentation of the “Development Code Update.”
Chairman Lin opened the Public Hearing.

MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Lewis to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Thompson, seconded by Chairman Lin to adopt
Resolution No. 1973: A Resolution of the Planning Commission of the City of Arcadia,
California, recommending to the City Council approval of General Plan Amendment No.
GPA 16-03, Zone Change No. ZC 16-03, Text Amendment No. TA 16-03, and adoption
of a Mitigated Negative Declaration for the City of Arcadia Zoning Code Update
(“Development Code Update”).

2. Resolution No. 1972 – Approving Vesting Tentative Tract Map No. TTM 15-04 (73921) and
Multiple Family Architectural Design Review No. MFADR 15-11 with a Categorical Exemption
under the California Environmental Quality Act (CEQA) for a twelve unit residential
condominium development at 621 Fairview Avenue
Applicant: Fairview Holdings LLC.
Recommended Action: Adopt Resolution No. 1972
Community Development Administrator Jim Kasama introduced the item and turned it
over to Assistant Planner Jordan Chamberlin, who presented the staff report.
Chairman Lin opened the Public Hearing and asked if the applicant would like to speak
on this item.
The applicant’s representative Mr. Jonathan Kelly, of Tyler Gonzalez Architects, Inc.
responded.
Chairman Lin asked if there was anyone else who would like to speak in favor of this
item.
No one responded.
Chairman Lin asked if there was anyone who would like to speak in opposition to this
item.

The applicant’s representative Mr. Kelly responded.

It was moved by Commissioner Lewis, seconded by Commissioner Chiao to close the
public hearing. Without objection, the motion was approved.

It was moved by Commissioner Thompson, seconded by Commissioner Lewis to adopt
Resolution No. 1972: A Resolution of the Planning Commission of the City of Arcadia,
California, approving Vesting Tentative Tract Map No. TTM 15-04 (73921) and Multiple
Family Architectural Design Review No. MFADR 15-11 with a Categorical Exemption
under the California Environmental Quality Act (CEQA) for a twelve unit residential
condominium development at 621 Fairview Avenue, and amended to include a
correction to Condition No. 2a., to state, “install new trees” instead of “install new
street(s).”

3. Appeal of the denial of Multiple-Family Architectural Design Review No. MFADR 15-19 and
Modification Application No. MP 16-05 with a Categorical Exemption from the California

development project at 1046 Fairview Avenue
Applicant: Mr. Norberto Nardi, Architect
Recommended Action: Deny Appeal
Community Development Administrator Jim Kasama introduced the item and turned it
over to Assistant Planner Jordan Chamberlin, who presented the staff report.
Chairman Lin opened the Public Hearing and asked if the appellant would like to speak
on this item.
Appellant/architect Mr. Roberto Nardi responded.
Chairman Lin asked if anyone else would like to speak in favor of the appeal.
No one responded.
Chairman Lin asked if there was anyone who would like to speak in opposition to the
appeal.
No one responded.

Appeal of Multiple-Family Architectural Design Review No. MFADR 15-19 and
Modification Application No. MP 16-05 for a five unit Contemporary style multiple-family
development project at 1046 Fairview Avenue.

Applicant: Prashant G. Ingale and Vinaya M. Firke, Property Owners
Recommended Action: Adopt Resolution No. 1971
Community Development Administrator Jim Kasama introduced the item and turned it
over to Assistant Planner Vanessa Quiroz, who presented the staff report.
Chairman Lin opened the Public Hearing.
Chairman Lin asked if the applicant would like to speak on this item.
Applicant and property owner Mr. Prashant Ingale responded.
Chairman Lin asked if there was anyone else who would like to speak in favor of this
item.

Chairman Lin asked if there was anyone who would like to speak in opposition to this
item.

CONSENT CALENDAR
5. Resolution No. 1974 - General Plan Consistency No. GP 16-01 with respect to the proposed
vacation of the excess street right of way on Hugo Reid Drive and Golden West Avenue to
make the street segments conform with the City’s Residential Street Standards in front of seven
single-family residential properties
Recommended Action: Adopt Resolution No. 1974 and forward a recommendation to the
City Council
Commissioner Thompson requested that the item be pulled for discussion.
Chairman Lin recognized Commissioner Thompson’s request and pulled the item for
discussion.
Before the discussion began, Commissioner Chiao recused himself from participating in
the discussion because he owns real property within 500 feet of the subject property.
Upon the advice of the City Attorney Stephen Deitsch, Commissioner Chiao left the
Chamber.

It was moved by Vice Chairman Lin, seconded by Commissioner Lewis to adopt
Resolution No. 1974: A Resolution of the Planning Commission of the City of Arcadia,
California, approving General Plan Consistency No. GP 16-01 with respect to the
proposed vacation of the excess street right of way on Hugo Reid Drive and Golden

6. Minutes of the August 23, 2016, Arcadia Planning Commission Regular Meeting
Recommended Action: Approve
MOTION
It was moved by Commissioner Thompson, seconded by Commissioner Chiao to
approve the minutes of the August 23, 2016, meeting.

MATTERS FROM CITY COUNCIL LIAISON
City Council Liaison Verlato reported that last week at the City Council Meeting, there was a
call-up of the appeal of Single-Family Architectural Design Review No. SFADR 15-88 at 920 S.
Fifth Avenue and the item was continued to the October 4th meeting; in addition the Council
reconsidered Single-Family Architectural Design Review No. SFADR 16-08 at 1101 S. Fifth

Avenue and the project was approved with high windows on the second story. She announced
that the Museum Education Center was renamed the Floretta K. Lauber Museum Education
Center in honor of the former Mayor.
MATTERS FROM PLANNING COMMISSIONERS
The Commissioners didn’t have anything to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Thompson reported that the Modification Committee voted to continue
Modification No. MC 16-14 for 2001 Holly Avenue to November and conditionally approved
Modification No. MC 16-09 and Administrative Architectural Design Review No. Admin ADR 16-
63 for 1820 S. Santa Anita to replace an existing solid wall.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama reported that the next Agenda will include the continuation of the public hearing for
the Verizon Wireless cell tower at 1881 S. First Avenue and a Conditional Use Permit for a
fitness center at 24 W. Saint Joseph.
ADJOURNMENT
The Planning Commission adjourned the meeting at 8:52 p.m. to Tuesday, September 27,
2016, at 7:00 p.m., in the City Council Chamber at 240 W. Huntington Drive.
