ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, October 11, 2016
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California,
during normal business hours.
CALL TO ORDER – Chairman Lin called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Commissioners: Lewis, Thompson, Chan and Lin
ABSENT: Commissioner Chiao
It was moved by Vice Chairman Chan, seconded by Commissioner Lewis to excuse Commissioner
Chiao from the meeting. Without objection, the motion was approved.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
A rendering of the front elevation for Item 1 was distributed to the Commissioners.
PUBLIC COMMENTS (5 minute time limit per person)
Assistant City Attorney, Michael Maurer announced that if there are any comments for Item 2,
that they be presented at that point of the meeting. One gentleman indicated that he had
comments for Item 2. There were no other public comments.
PUBLIC HEARINGS
1. Resolution No. 1976 – Approving Tentative Parcel Map No. TPM 16-02 (74432) and Multiple-
Family Architectural Design Review No. MFADR 16-12 with a Categorical Exemption under the
California Environmental Quality Act (CEQA) for a two-unit residential condominium
development at 1118 Sunset Boulevard
Applicant: Sandex Development, LLC
Recommended Action: Adopt Resolution No. 1976
Community Development Administrator Jim Kasama introduced the item and turned it
over to Associate Planner Nick Baldwin who presented the staff report.
Chairman Lin opened the Public Hearing and asked if the applicant would like to speak
on this item.

Chairman Lin asked if anyone else would like to speak in favor of the item.
No one responded.
Chairman Lin asked if there was anyone who would like to speak in opposition of the
item.

MOTION
It was moved by Commissioner Lewis, seconded by Vice Chairman Chan to close the
public hearing. Without objection, the motion was approved.

Resolution No. 1976: Approving Tentative Parcel Map No. TPM 16-02 (74432) and
Multiple-Family Architectural Design Review No. MFADR 16-12 with a Categorical

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will
be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be
removed from the Consent Calendar for separate discussion and action.
Upon the direction of Assistant City Attorney Michael Maurer, Item 2 was pulled to be acted
upon separately.
2. Resolution No. 1970 - Denying Conditional Use Permit No. CUP 15-03, Architectural Design
Review No. ADR 15-06, and Wireless Regulation Waiver Request No. W 15-01 for the revised
proposal for a new wireless communication facility housed in a 53’-0” tall, faux bell tower
structure in the southeasterly portion of the parking lot at The Church of the Transfiguration
property at 1881 South First Avenue
Applicant: Verizon Wireless
Recommended Action: Adopt Resolution No. 1970
Assistant City Attorney Michael Maurer stated that the Public Hearing for this item was held and
closed at the September 27, 2016, meeting; therefore, the public record is closed. He stated;
however, that public comments may still be accommodated, and directed Chairman Lin to allow
for such.
Chairman Lin asked if there was anyone who would like to comment on this item.
Mr. Raymond Quan responded.

Recommended Action: Approve

It was moved by Commissioner Thompson, seconded by Commissioner Lewis to
approve the minutes of the September 27, 2016, meeting.

MATTERS FROM CITY COUNCIL LIAISON
City Council Liaison Verlato was absent from the meeting.
MATTERS FROM PLANNING COMMISSIONERS
The Commissioners did not have anything to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Lewis substituted as Chairperson for Commissioner Thompson at the Modification
Committee Meeting and reported that the Committee conditionally approved Modification No. MC 16-17
and Single-Story Architectural Design Review No. 16-21 to allow Modifications to the required front
yard setback and Special Setback for the extension of a substandard two-car garage and for a new
covered front porch.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama announced that the upcoming agenda items for the October 25, 2016, meeting include a
Conditional Use Permit for beer and wine sales at Lohas Fresh Mart located at 1304 S. Baldwin
Avenue and a proposal for a two unit condominium at 329 Diamond Street.
ADJOURNMENT
The Planning Commission adjourned the meeting at 7:21 p.m. to Tuesday, October 25, 2016, at 7:00
p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
