A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, RESCINDING CITY COUNCIL
RESOLUTION NOS. 4185 AND 6199 AND INCORPORATING THE
REMAINING REGULATIONS THAT WERE NOT CODIFIED IN THE
CITY OF ARCADIA DEVELOPMENT CODE UPDATE FOR THE
PROPERTY LOCATED AT WESTFIELD SANTA ANITA MALL (400
S. BALDWIN AVENUE)
WHEREAS, in order to protect and promote the public health, safety and general
welfare of the City of Arcadia ("City"), it is necessary that specific conditions be
established to insure that the continued development and expansion of the regional
shopping center on the property at the northeast corner of Huntington Drive and
Baldwin Avenue (the "Mall") generally depicted on the map attached hereto- as Exhibit
"A", will be harmonious with the high quality of the existing shopping center and
compatible with development in the vicinity; and
WHEREAS, in accordance with and subject to the provisions of the D
Architectural Design Zone regulations of the Arcadia Municipal Code, the regulations
set forth herein shall control the development and use of the property; and
WHEREAS, a Final Environmental Impact Report has been adopted certifying
that the decision-making body reviewed and considered the information contained in the
final EIR prior to adoption of this Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
HEREBY FINDS, DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby rescinds City Council Resolution Nos.
4185 and 6199; as most of the Mall regulations were codified in the Arcadia
Development Code Update as set forth in Ordinance No. 2341 and City Council
Resolution No. 7143.
SECTION 2. The City Council adopts the existing requirements and regulations
that were not codified in the Arcadia Development Code Update for the property as
follows:

1. The property shall continue to be developed and used as a regional
shopping center with department stores, a variety of retail, office and service uses.
Such center provide a combination of anchor stores, which can include department
stores, discounters, warehouse stores, mass merchants, consumer products, home
furnishings, entertainment, grocery and drug stores, and/or fashion stores, with a variety
of restaurants, specialty shops, boutiques, kiosks, carts, health, wellness, offices and/or
services. Special community events, promotions and gatherings may be held at the
Mall. All development on the property shall be subject to the specific conditions set forth
in this Resolution and the regulations set forth in the City's Development Code; any
plans for development on the property shall be submitted by the owner of the property
to the City for review and approval in accordance with all procedural and substantive
requirements set forth in the Arcadia Municipal Code and applicable resolutions, rules
and regulations adopted by the City.
2. All buildings on the property shall be constructed within the areas shown
on the Design Overlay Site Plan that is attached hereto as Exhibit "B" and made a part
hereof.
3. Parking shall be provided on the property in accordance with the
requirements of the City's Development Code, and on-site parking spaces shall be
provided at all times for all employees of the shopping center. Parking structures shall
be designed to create an open environment maximizing vertical space, lighting and
ingress/egress to the structures. The parking structures shall be architecturally
compatible with the Mall architecture and shall be subject to the review and approval of
the City.
4. The Applicant shall submit an off-site parking management plan each year
to the City (before October 15) to address the parking demand during December
weekends. This management plan shall identify the following:
a. The number of off-site spaces required based on the amounf of leased
space within the shopping center;
b. The location of the required number of off-site weekend parking spaces
for that holiday period;
c. Agreements with the owners of off-site spaces; and

d. A transportation plan identifying the shuttle operator, the frequency of
shuttles, and the hours of operation related to those spaces located beyond walking
distance from the Mall.
5. All signs shall be subject to the City's Development Code, except that the
following shall be applicable:
a. Two (2) freestanding Mall identification signs shall be allowed on
the perimeter of the property; one (1) on Baldwin Avenue and one (1) on Huntington
Drive. The total area of said signs shall not exceed 350 sq. ft. per sign (including both
faces).
b. Wall signs on the exterior of the shopping Mall structure shall be
restricted to those for anchor stores containing 25,000 square feet or more, major
restaurants/eating establishments containing 5,000 sq. ft. or more, theaters/cinemas
and a food market, tenants with exterior facing entrances, or a major tenant that the
owner of the Mall deemed necessary. Said signs shall comply with the City's
Development Code in regard to allowable square footage. Tenant signs facing on an
open-air Mall area and not exposed to the public right-of-way shall be excluded from
this provision.
c. Single-sided monument signs shall be allowed for a food market,
theater/cinemas and restaurants/eating establishments containing 5,000 sq. ft. or more
and that have public entrances from the exterior of the Mall. Said signs shall be allowed
on the perimeter of the mall structure or open-air Mall area and located within planter
areas. The total square footage of each sign shall not exceed 36 square feet.
d. No more than two (2) multi-tenant monument signs shall be allowed
on the perimeter of the property with identification on each of not more than six (6)
major tenants. The total sign area for said signs shall not exceed of 500 sq. ft.
(including all faces). The design(s) shall be compatible with the Mall identification signs.
e. Flat, Plexiglas illuminated signs and internally illuminated plastic-
faced cabinet signs are prohibited.
6. The property shall comply with the following landscaping requirements
and the owner of the property shall maintain the landscape within the planters and
parkway trees:

a. A 20 foot wide landscaped buffer strip with a minimum six (6) foot
high earth berm shall be maintained adjacent to Baldwin Avenue and a minimum ten
(10) foot wide landscaped buffer shall be maintained adjacent to Huntington Drive.
b. The parkway trees along Baldwin Avenue shall be maintained, and
if necessary replaced with new trees at locations designated by the Public Works
Services Director or designee. These trees shall conform to the City Master Plan and
be installed in accordance with the Public Works Services Department standards.
7. Within the parking lot areas, the property shall comply with the parking
space, parking lot lighting, and landscaping requirements set forth in the City's
Development Code.
8. The owner of the property shall provide adequate security personnel for
the protection and control of persons and property on the property. A security plan shall
be submitted to and approved by the City of Arcadia Police Chief prior to the issuance
of a Certificate of Occupancy for any new buildings on the property (including the
parking structures).
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
