HomeMy WebLinkAboutItem 5 - 11-8-16 PC Minutes ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, November 8, 2016 Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California, during normal business hours. CALL TO ORDER – Chairman Lin called the meeting to order at 7:00 p.m. in the Arcadia City Council Chamber. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Chiao, Lewis, Thompson, Chan and Lin ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS There was no supplemental information from staff. PUBLIC COMMENTS (5 minute time limit per person) There were none. PUBLIC HEARING 1. Resolution No. 1979 – Amendment to the Seabiscuit Pacifica Specific Plan (SP No. 13-02), General Plan Amendment No. 16-04, and Zone Change No. 16-02, to change the Land Use Designation for the property at 130 W. Huntington Drive from Commercial to Downtown Mixed use and to replace the hotel condominium portion of the project with a mixed-use building Applicant: Mr. Robb MacMillan Recommended Action: Adopt Resolution No. 1979 and forward a recommendation to the City Council Assistant City Manager/Development Services Director Jason Kruckeberg introduced the item and presented the staff report. Chairman Lin opened the Public Hearing and asked if the applicant would like to speak on this item. Applicant Mr. Robb MacMillan responded. Chairman Lin asked if anyone else would like to speak in favor of the item. No one responded. Chairman Lin asked if there was anyone who would like to speak in opposition of the item. No one responded. Chairman Lin asked Mr. Kruckeberg if he would like to respond to the applicant. Mr. Kruckeberg had no response, but he added information about the corner property next to the subject project that he didn’t mention in his presentation. He explained that the 2 11-8-16 corner property next to the subject project was purchased by the City and the City is discussing selling the property to Mr. Andy Chang, the property owner of 130 W. Huntington Drive. The subject property is a small corner lot and could potentially be used as a gateway to make a nice entry into the proposed project. It currently is not included in the Specific Plan since the sell has not occurred. He added that if the City did sell the property to Mr. Chang it would be included as part of the project and tied to the parcel through the sell. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Lewis to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Thompson, seconded by Commissioner Chiao to adopt Resolution No. 1979: Approving an Amendment to the Seabiscuit Pacifica Specific Plan (SP No. 13-02), General Plan Amendment No. 16-04, and Zone Change No. 16-02, to change the Land Use Designation for the property at 130 W. Huntington Drive from Commercial to Downtown Mixed use and to replace the hotel condominium portion of the project with a mixed-use building and forward the Planning Commissioners recommendations to the City Council. ROLL CALL AYES: Commissioners Thompson, Chiao, Chan, Lewis and Lin NOES: None CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be removed from the Consent Calendar for separate discussion and action. 2. Minutes of the October 25, 2016, Arcadia Planning Commission Regular Meeting Recommended Action: Approve MOTION It was moved by Commissioner Chan, seconded by Commissioner Thompson to approve the minutes of the October 25, 2016, meeting. ROLL CALL AYES: Commissioners Chan, Thompson, Chiao, Lewis and Lin NOES: None MATTERS FROM CITY COUNCIL LIAISON City Council Liaison Verlato reported that at their last meeting the City Council reviewed the City’s Water Master Plan and that our City is fortunate to have a reliable system. MATTERS FROM PLANNING COMMISSIONERS Commissioner Thompson stated that he previously reported to City Engineer Phil Wray the rough conditions of portions of the 210 freeway and wanted to inform Mr. Wray that the rough portion of the freeway has been smoothed out. In addition, he reported that the bears in his neighborhood have figured out how to break through double chain trash cans and open the lids. 3 11-8-16 MATTERS FROM MODIFICATION COMMITTEE The Modification Committee meeting was canceled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mrs. Flores announced the following upcoming Agenda items: On December 13, there will be an item for a new Chik-Fil-A restaurant located at 701 W. Huntington Drive, the plans are available for viewing on the City’s website, and there will also be an item for a Tentative Parcel Map for 126 Diamond Street. She made the following announcements: Due to the City’s new Development Code the November 22, 2016 Modification Committee Meeting might be the last meeting; In addition, the new Development Code will become effective on December 19; A second Historic Resources Survey Community meeting is scheduled for December 1 and will be held in the Arcadia City Council Chamber; Lastly, a special use permit for a Korean food festival was approved to take place at the Westfield Shopping Center in the promenade area and the two-day event will be on November 19th and 20th , free food will be given out and there will be performances throughout the day. ADJOURNMENT The Planning Commission adjourned the meeting at 8:01 p.m. to Tuesday, December 13, 2016, p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
