NOTICE IS HEREBY GIVEN that a public hearing will be held for the project described below.
The project includes the following:
A. A Mitigated Negative Declaration to comply with the Cal. Env. Quality Act (CEQA)
B. An Amendment to the Approved Seabiscuit Pacifica Specific Plan (SP No. 13-02)
C. General Plan Amendment 16-04 to change the land use designation from
Commercial to Downtown Mixed Use
D. Zone Change 16-02 to allow Mixed Use and reduce Floor Area Ratio from 1.03 to 1.0
Project Description: The Seabiscuit Pacifica Specific Plan was approved on March 18, 2014.
The Specific Plan includes two Marriott Hotels (Residence Inn and Fairfield Inn and Suites) with
a total of 210 rooms, and a mixed use tower containing 50 units. This project is to be built in
phases, with Phase 1 including the two Marriott hotels and the retention of a portion of the
existing Santa Anita Inn, and Phase 2 consisting of the mixed use project. The proposed
Amendment and related entitlements propose to change the Phase 2 portion of the project
from the previously approved hotel-condominium tower, to a mixed-use building with the same
number of units (50) and 6,792 square feet of ground floor commercial/retail use. There are
no changes to the site plan as a result of this Amendment.

PUBLIC HEARING NOTICE – PLANNING COMMISSION
Persons wishing to comment on the project and/or environmental documents may do so at the public hearing or by submitting written statements to Planning
Services prior to the November 8, 2016 hearing. Copies of the Draft Initial Study and Mitigated Negative Declaration are on file and available for public review
at Arcadia City Hall. City Hall will be closed on Friday, October 14 and Friday, October 28. This notice was mailed on October 4, 2016 and published in the
Arcadia Weekly on October 6, 2016.
