REGULAR MEETING MINUTES
TUESDAY, JANUARY 17, 2017
Pursuant to the adjournment of the December 20, 2016, Regular Meeting of the City Council,
the Chief Deputy City Clerk appeared at the time and place of adjournment at 6:00 p.m. and
announced that no quorum was present until 6:30 p.m.
CALL TO ORDER — Mayor Beck called the meeting to order at 6:30 p.m.

City Attorney Deitsch announced that the City Council met in a Closed Session to consider the
one item listed on the posted agenda under Closed Session; no reportable action taken.

SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto stated there was no supplemental agenda information.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE

A motion was made by Council Member Tay and seconded by Council Member Chandler to
read all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Recognition of Police Department Honor Guard.
b. Presentation of Mayor's Certificate of Commendation to Pasadena Tournament
of Roses Princesses/Arcadia High School students Maya Kahn and Emi Powers.
c. Presentation of Mayor's Certificate of Commendation to Arcadia High School
Senior Holly Lung for being named Pasadena Star News Runner of the Year.
1. PUBLIC HEARING
a. Resolution No. 7153 establishing and/or adjusting various fees for City services;
and finding that this Resolution is exempt from the requirements of the California
Environmental Quality Act ("CEQA").
Recommended Action: Adopt
City Manager Lazzaretto presented the staff report.
Mayor Beck opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Chandler, seconded by
Council Member Tay, and seeing no further objection, Mayor Beck declared the public hearing
closed.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on
roll call vote to adopt Resolution No. 7153 establishing and/or adjusting various fees for City
services; and finding that this Resolution is exempt from the requirements of the California
Environmental Quality Act ("CEQA").

b. Resolution No. 7162 ordering the vacation of a portion of Colorado Boulevard for

Burke Farrar, representing the property owner, appeared to answer questions the City Council
might have regarding the development of the site.
A motion to close the public hearing was made by Council Member Chandler, seconded by
Council Member Tay, and seeing no further objection, Mayor Beck declared the public hearing
closed.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on
roll call vote to adopt Resolution No. 7162 ordering the vacation of a portion of Colorado
Boulevard for the property at 501 North Santa Anita Avenue.

c. Statement of Objectives and Projects for use of Community Development Block
Grant ("CDBG") Funds for Fiscal Year 2017-18.

Community Development Administrator Kasama presented the staff report.
Mayor Beck opened the public hearing.
Michael Nitzani, appeared and commented on his thoughts regarding the homeless situation.
Gail Marshall, an Arcadia resident, appeared and noted that monies for the homeless should go
toward their food, medical, and other things they need, and not be given cash.
Simon Offstein, appeared and expressed his concerns if cash was given to the homeless; he
made suggestions how funds for the homeless should be spent, such as donations to soup
kitchens or conducting canned food drives.
A motion to close the public hearing was made by Council Member Chandler, seconded by
Council Member Tay, and seeing no further objection, Mayor Beck declared the public hearing
closed.
At the request of Mayor Beck, Police Chief Guthrie provided a summary on the homeless
population in Arcadia.
It was moved by Council Member Chandler, seconded by Council Member Verlato, and carried
on roll call vote to approve the Statement of Objectives and Projects for use of Community
Development Block Grant ("CDBG") Funds for Fiscal Year 2017-18; and authorize and direct
the City Manager to modify the project allocations should amendments become necessary, and
execute a Memorandum of Understanding with the Los Angeles County Community
Development Commission.

d. Request to continue the appeal of the Planning Commission denial of Conditional
Use Permit No. CUP 15-03, Architectural Design Review No. ADR 15-06, and
Wireless Regulation Waiver Request No. W 15-01 for the revised proposal for a
new wireless communication facility housed in a 53'-0" faux bell tower structure
in the southeasterly portion of the parking lot at the Church of the Transfiguration
property at 1881 South First Avenue. (Continued from the November 15, 2016,
Meeting).
Recommended Action: Continue to the February 7, 2017, City Council meeting
City Manager Lazzaretto presented the staff report.
Mayor Beck opened the public hearing. No one appeared.
It was moved by Council Member Chandler, seconded by Council Member Verlato, and carried
on roll call vote to continue the public hearing to February 7, 2017.

PUBLIC COMMENTS
Philip Clarke, Arroyo Pacific Academy, appeared and reported that escrow on the property closed,
and they will now proceed with construction of the site; he complimented Development Services
Department staff Jason Kruckeberg, Phil Wray, Jordon Chamberlain, Lisa Flores, and Jim Kasama,
and Don Stockham and Christine Martinez of the Building Division for their skills and
professionalism, and commented on the caliber of employees who represent the City.
Gail Marshall, an Arcadia resident, appeared and commented on an article she read in the Los
Angeles Times regarding the Los Angeles City Council introducing an ordinance prohibiting
developers from donating to campaign funds, and feels this is something the Arcadia City Council
should consider adopting; she indicated that when she was at the tree lighting ceremony she spoke
with the Police Department canine officer and was surprised to learn that the officer pays about
$100 each month out of his own pocket, and feels that the City should cover all costs related to the
canine dog, and that the City should make sure it has enough money in its budget to cover these
expenses.
In response to Mayor Beck's question regarding the police canine program, City Manager
Lazzaretto explained and assured the City Council that between the Arcadia Police Foundation and
the City's budget, all costs associated with the maintenance and care of the police dog are paid for,
and the officer would be reimbursed for his out-of-pockets expenses.
Chief Guthrie also assured the City Council that all costs for the canine dog are covered by the
Arcadia Police Foundation and the City's budget, and that if the officer is spending money for the
dog, that will definitely be reimbursed; and he provided information regarding the Police Foundation
and its purpose.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense[AB 1234))

Council Member Tay noted that recently at the Duarte and Golden West shopping center there
was a purse snatching incident, and residents gathered about 600 signatures which were given
to the property owner; he thanked the owners for adding more security guards and lighting; he
announced that, on January 26, the Historical Society will be unveiling a history marker at the
Transit Plaza; and January 28, is Chinese Lunar Year, and he wished everyone a Happy
Chinese New Year.
Council Member Verlato announced that, on January 8, she attended the EDI Media production
of a Chinese Lunar New Year festival held in Downtown Arcadia and commented on some of the
festivities that occurred; and, on March 5, the 626 Golden Street event is coming at the Transit
Plaza and invited everyone to attend; she talked about the School District Measure A which will
sunset this year and will be on the March 7 ballot for continuation; she announced that the Boy
Scout Troop 104 is having their annual community breakfast fundraiser at Holy Angels Church
on February 26, and, on February 4, Louis Schwizgebel will be performing at the Arcadia
Performing Arts Center; and she thanked all the public speakers that showed up tonight.
Council Member Chandler announced that senior homeowners are exempt from Measure A; he
congratulated City Clerk Glasco for honoring the Arcadia Police Department Honor Guard; he
acknowledged the Pasadena Tournament of Roses Princesses/Arcadia High School students
Maya Kahn and Emi Powers; and provided information on how to make a donation to the
Arcadia Police Foundation.
Mayor Pro Tem Amundson talked about crime numbers being up in Los Angeles County; he
noted the swearing in of a new President on Friday, and asked that everyone give him a chance
and hope that he succeeds; he noted that Waste Management will take trash cans in for a fee;
and that, with all the rain, he suggested that residents turn off their sprinklers for a while; and he
complimented the Arcadia Police Department Honor Guard; and thanked Mr. Clarke for
recognizing City staff for all their skills and professionalism.
City Clerk Glasco announced that prior to the new year, he attended the lighting of the Menorah
at the Transit Plaza; and reported on a City of Pomona police motorcycle officer who was
critically injured while responding to a call, and noted that the officer, Trevor Stevenson, grew up
in Arcadia, attended Arcadia schools, and started his career with the Arcadia Police Department,
and asked to keep him and his family in your thoughts.
Mayor Beck thanked City Clerk Glasco for honoring the Arcadia Police Department Honor
Guard; he announced the Mayor's Community Breakfast on February 24, and noted that the
guest speaker will be Adam Schiff, who will be speaking about cyber security and Russian
hacking; he noted that, on February 25, he will be attending an event at the Transit Plaza put on
by Carol Libby; he indicated that Police Chief Guthrie confirmed that canine officers are 100%
reimbursed for out-of-pocket expenses; he noted that he watched the Rose Parade and felt
proud to see the Arcadia High School band perform; he agreed with Mayor Pro Tem Amundson
regarding the trash can issue; and announced that the 626 Golden Street event is having a half
marathon which he will be participating in.
2. CONSENT CALENDAR
a. Regular Meeting Minutes of December 6, 2016, and December 20, 2016.

b. Extension to the contract with Mariposa Landscape, Inc. for Landscape
Maintenance Services in the amount of $491,746.

c. Purchase Order with National Auto Fleet Group for the purchase of two 2017
Ford CNG F250 pickup trucks with utility bodies in the amount of$123,332.30.
Recommended Action: Approve
d. Purchase of ammunition from San Diego Police Equipment Co., Inc. in an
amount not to exceed $112,700.
Recommended Action: Approve
e. Purchase of Taser Equipment from Proforce Law Enforcement in an amount not
to exceed $46,500.
Recommended Action: Approve
f. Participant Agreement with the County of Los Angeles Region Imagery
Acquisition Consortium 5 ("LARIAC 5") for digital aerial imagery in the amount of
$30,000, and a five year contract with the Los Angeles County Internal Services
Department ("ISD") to provide Geographic Information System ("GIS") Technical
and Development Services in an amount not to exceed $25,000 per year.

g. Professional Services Agreement with Ralph Andersen and Associates for a
Classification and Compensation Study in the amount of $36,400, and authorize
an additional $18,600 for contingency work beyond the scope of the services
defined in the City's request for proposals.

h. Contract with Clean Cut Landscape, Inc. for the Median Turf Reduction Program
in the amount of$849,237.

In response to Council Member Verlato's inquiry if there was a guarantee in the contract that the
plants will have a certain life span, City Manager Lazzaretto responded that the specifications
require that small plants and shrubs have a guaranteed 6 month life span, and that larger plants
and trees have a one year guaranteed life span.
Public Works Services Director Tait confirmed City Manager Lazaretto's comments.

call vote to approve Consent Calendar Item 2.h.

3. CITY MANAGER
a. Supplemental budget appropriation in the amount of $52,500 from the FY 206-17
General Fund Reserve budget, and Professional Services Agreement with
Capitol Advocacy, LLC for Professional Lobbying Services.

roll call vote to approve a supplemental budget appropriation in the amount of $52,500 from the
FY 206-17 General Fund Reserve budget, and approve a Professional Services Agreement with
Capitol Advocacy, LLC for professional lobbying services.

4. CITY COUNCIL/SUCCESSOR AGENCY
a. Resolution No. SA-13 approving and adopting the recognized obligation payment
schedule ("ROPS") for the period of July 1, 2017, through June 30, 2018,
pursuant to Health and Safety Code Section 34177(m), and authorize the sale
process of Successor Agency-owned property at 33 W. Huntington Drive.
Recommended Action: Adopt Resolution and authorize the sale process for 33
W. Huntington Drive
Economic Development Analyst Schwehr presented the staff report.
It was moved by Council/Successor Agency Member Chandler, seconded by Council/Successor
Agency Member Tay, and carried on roll call vote to adopt Resolution No. SA-13 approving and
adopting the recognized obligation payment schedule ("ROPS") for the period of July 1, 2017,
through June 30, 2018, pursuant to Health and Safety Code Section 34177(m), and authorize
the sale process of Successor Agency-owned property at 33 W. Huntington Drive; and approve
Option 2 to release a request for proposal to interested developers to solicit proposals for
potential uses of the property.
