TUESDAY, DECEMBER 20, 2016
CALL TO ORDER — Mayor Beck called the meeting to order at 6:02 p.m.

ABSENT: None
PUBLIC COMMENTS
April Verlato, an Arcadia resident, appeared and indicated that she would like to see the Fifth
Avenue litigation moving toward settlement.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Nevis Capital, LLC v. City of Arcadia; City Council of the
City of Arcadia (Los Angeles Superior Court Case No.: BS161727)
b. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, and Administrative Services
Director Hue Quach.
Employee Organizations: Arcadia Public Works Employees Association, Arcadia
Employees Association, Arcadia Police Civilian Employees Association, Arcadia
Police Officers' Association; Arcadia Firefighters' Association and unrepresented
employees: Department Heads, Division Managers, Supervisors, and part-time
employees.
No reportable action was taken on the Closed Session items.

REPORT FROM CITY ATTORNEY REGARDING CLOSED SESSION ITEMS
In the absence of City Attorney Deitsch, City Manager Lazzaretto announced that the City
Council met in a Closed Session to consider the two items listed on the posted agenda under
Closed Session; he indicated that the first item was regarding Nevis Capital litigation, and the
second item related to labor negotiations; and that no reportable action was taken.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto advised that a correction regarding Consent Calendar item 1.a relating
to the second reading and adoption of the Seabiscuit Pacifica Specific Plan ordinances was
made and distributed to the City Council; he noted that the Condition of Approval regarding the
protection of the trees was incorrectly listed in Ordinance No. 2344, which was approved by the
City Council at the December 6, 2016, meeting.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE
THE READING IN FULL
A motion was made by Council Member Tay, seconded by Council Member Chandler to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of Mayor's Certificate of Commendation to Brian Mejia in
appreciation of 20 years of outstanding service to Supervisor Antonovich's office.
b. Presentation of Mayor's Certificate of Commendation to Arcadia High School
students Michelle Deng and Lauren Ko for winning the CIF-SS Tennis Doubles
Championship.
PUBLIC COMMENTS
Gary Yamada, Arcadia Performing Arts Foundation Board of Directors, appeared and provided
information regarding the Arcadia Performing Arts Center and invited the community to attend
concerts; he provided a list of upcoming performances in 2017; and thanked Mayor Beck, Mayor
Pro Tern Amundson, Council Member Verlato, and City Manager Lazzaretto for their continued
support of the Performing Arts Center.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense(AB 1234])
Mayor Pro Tem Amundson announced that he attended the City's Holiday Party, and thanked all
the staff who worked on the event; he commented on the number of accidents and fatalities in
the last few weeks and encouraged everyone to slow down, be careful and take time and enjoy
the holiday season; he talked about the Police Foundation and encouraged residents to donate
to the Police Foundation Canine program; and wished everyone Happy Holidays.
Council Member Chandler announced that he attended the Police Department's Annual
Breakfast, and the City's Holiday Party; he commented on the Police Department's Canine
Program; he spoke about the "see something, say something" program especially during the

holiday season when packages are being delivered to homes; and wished everyone Happy
Holidays.
Council Member Tay commented on a mailer recently sent to all residents by the Public Works
Services Department regarding the City's Water Smart Program, and encouraged everyone to
read it, and also provided information where individuals can register to receive information via
email; he announced the suspension by the City of the overnight parking permit requirement
through the holiday season beginning Sunday night, December 18, through Sunday morning,
January 8; and wished everyone Happy Holidays.
Council Member Verlato commented on items heard by the Planning Commission at their last
meeting; she noted a public comment at the Planning Commission that she thought should have
been addressed to the City Council regarding why the City is banning smoking pot in public; she
wished her daughter a happy birthday; and wished everyone Happy Holidays; and reminded
everyone of the second annual Chinese Lunar New Year Festival is on January 8, 2017, in
Downtown Arcadia.
City Clerk Glasco also announced that he attended the City's Holiday Party and thanked staff for
putting it together; he mentioned that he was recently contacted by the Veteran's Resource
Center in Monrovia and provided information about the program and the benefits to the
veterans; and also wished everyone Happy Holidays and Happy New Year.
Mayor Beck also announced that he also attended the City's Holiday Party; and that last
Thursday he participated in the Arcadia Beautiful Commission Holiday Decoration Awards and
handed out certificates, and yard signs on behalf of the City; he commented how Arcadia still
has a small town feeling; he announced that the Library Board recently appointed Darlene
Bradley as the new Library and Museum Services Director, and he thanked Mary Beth Hayes for
all her years of service to the City; he wished everyone Happy Holidays, and announced that
there is no City Council meeting on January 3, 2017.
1. CONSENT CALENDAR
a. Amendment to the Seabiscuit Pacifica Specific Plan (SP No. 13-02), General
Plan Amendment No. 16-04 and Zone Change No. 16-02, to change the Land
Use Designation for the property at 130 W. Huntington Drive from Commercial to
Downtown Mixed Use, and to replace the hotel condominium portion of the
project with a mixed use building.
Ordinance No. 2344 amending the Seabiscuit Pacifica Specific Plan (SP-SP) to
allow the Phase 2 portion of the plan to be developed as a mixed-use project,
and to enable the 50 hotel condominium units to be developed as residential
units for the Seabiscuit Pacifica Project at 130 West Huntington Drive.
Recommended Action: Adopt
Ordinance No. 2345 making certain amendments to the text of the Arcadia
Zoning Code, and amending the Zoning Map to reflect the reduction in allowable
Floor Area Ratio from 1.03 to 1.0 within the Seabiscuit Pacifica Specific Plan
Area (SP-SP), located at 130 West Huntington Drive.

b. Resolution No. 7161 adopting a Complete Streets Policy to comply with Metro
policies for grant eligibility.

c. Accept all work performed by Vincor Construction, Inc. for the Live Oak Median
Renovation Project as complete.
Recommended Action: Approve
d. Accept all work performed by E&R Construction, Inc. for the Water Main
Replacement Project as complete.
Recommended Action: Approve
e. Purchase of 4,500 acre-feet of imported replacement water from the Main San
Gabriel Basin Watermaster for a total cost of$3,136,500.
Recommended Action: Approve
f. Purchase Order with Waxie Sanitary Supply to purchase six big belly solar trash
and recycling units in an amount not to exceed $45,892.76.
Recommended Action: Approve
g. Contract with General Pump Company for inspection and rehabilitation of the
Peck Well Project in the amount of$161,760.
Recommended Action: Approve
h. First Amendment to the Memorandum of Understanding with the Cities of
Bradbury, Duarte, Monrovia, Sierra Madre, County of Los Angeles, and the Los
Angeles County Flood Control District regarding the administration and cost
sharing for the implementation and administration of the Enhanced Watershed
Management Program for the Rio Hondo/San Gabriel River Water Quality Group.
Recommended Action: Approve
Donation in the amount of $2,000 to the Arcadia Public Library for the Jackie
Faust-Moreno Trust Fund.
Recommended Action: Accept
Regarding item 1(e), Mayor Beck complimented Public Works Services Director Tait and staff
for saving the City $774,000 for purchasing the water on sale.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on
roll call vote to approve Consent Calendar Item 1.a through 1.i.

2. CITY MANAGER
a. Budget appropriation in the amount of $33,785 from the FY 2016-17 Equipment
Replacement Fund; and Purchase Order with American Microimaginq, Inc. for
the Citywide Laserfiche document management software upgrade.
Recommended Action: Approve
City Manager Lazzaretto presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on
roll call vote to approve a budget appropriation in the amount of $33,785 from the FY 2016-17
Equipment Replacement Fund; and Purchase Order with American Microimaging, Inc. for the
Citywide Laserfiche document management software upgrade.
